Main responsibilities:

The Municipal Water Affairs Bureau (the Municipal Administration of Two Lakes and One Reservoir) implements the principles, policies and decision-making arrangements of the CPC Central Committee, the Provincial Party Committee and the Municipal Party Committee on water affairs, and adheres to and strengthens the centralized and unified leadership of the Party on water affairs in the process of performing its duties. The main responsibilities are:

Responsible for ensuring the rational development and utilization of water resources. Draw up the overall planning and policies for water conservancy development according to law, draft relevant local laws and government regulations, organize the preparation of key water conservancy plans such as the city's water resources planning and the comprehensive planning of important rivers and lakes, and be responsible for the preparation of flood control planning and "two lakes and one reservoir" protection planning according to law.

Responsible for the overall planning and protection of water for life, production and operation and ecological environment. Organize the implementation of the strictest water resources management system, implement unified supervision and management of water resources, formulate long-term supply and demand planning and water distribution plan of water resources in the whole city and across regions (cities and counties), and supervise the implementation. Responsible for water resources scheduling of important river basins, regions and small and medium-sized water transfer projects. Organize the implementation of water permit, water resources demonstration and flood control demonstration system to guide the paid use of water resources. Guide water supply in water conservancy industry and water supply in villages and towns. Assist in remediation of black and odorous water bodies.
