Measures of Nanjing Municipality on the Administration of Surveying and Mapping Geographic Information

Chapter I General Provisions Article 1 In order to strengthen the management of surveying and mapping geographic information, promote the development of surveying and mapping geographic information, and ensure that surveying and mapping geographic information serves economic construction, national defense construction, urban and rural construction and social development, these Measures are formulated in accordance with the Surveying and Mapping Law of People's Republic of China (PRC), the Regulations on Surveying and Mapping of Jiangsu Province and other laws and regulations, combined with the actual situation of this Municipality. Article 2 These Measures shall apply to surveying and mapping geographic information activities and their supervision and management within the administrative area of this Municipality.

Military surveying and mapping shall be conducted in accordance with relevant laws and regulations. Article 3 The municipal competent department of surveying and mapping geographic information shall be responsible for the supervision and management of surveying and mapping geographic information work in this Municipality.

Jiangning District, Pukou District, Liuhe District, Lishui District and Gaochun District (hereinafter referred to as the District) are responsible for the supervision and management of surveying and mapping geographic information within their respective jurisdictions, and accept the guidance of the municipal competent department of surveying and mapping geographic information.

Housing and urban and rural construction, land and resources, water conservancy, transportation and other departments are responsible for surveying and mapping geographic information related to this department in accordance with the division of responsibilities, and accept the professional guidance of the competent department of surveying and mapping geographic information.

Development and reform, finance, quality and technical supervision, industry and commerce, civil affairs, price, public security, national security, press and publication, confidentiality, education and other departments shall, according to their respective responsibilities, do a good job in the management of surveying and mapping geographic information. Article 4 The municipal and district people's governments shall strengthen their leadership over the work of surveying and mapping geographic information, incorporate the cause of surveying and mapping geographic information into the national economic and social development plan, and incorporate the basic surveying and mapping funds into the fiscal budget at the corresponding level. Fifth to encourage scientific and technological innovation of Surveying and Mapping Geographic Information, encourage the use of advanced technology and equipment, and improve the technical level of Surveying and Mapping Geographic Information. Units and individuals that have made important contributions to the scientific and technological progress of surveying and mapping geographic information shall be commended and rewarded by the municipal and district people's governments or the competent departments of surveying and mapping geographic information. Sixth engaged in surveying and mapping geographic information activities shall abide by the provisions of laws and regulations on confidentiality, and take necessary security measures to ensure the safety of surveying and mapping geographic information achievements. Chapter II Standards and Norms of Surveying and Mapping Article 7 Whoever engages in surveying and mapping geographic information activities in this Municipality shall adopt the national surveying and mapping system designated by the provincial competent department of surveying and mapping geographic information or the relatively independent plane coordinate system of Nanjing approved by the competent department of surveying and mapping geographic information of the State Council.

Basic surveying and mapping should adopt Nanjing's relatively independent plane coordinate system and Wusong elevation datum. Eighth in the city engaged in surveying and mapping geographic information activities, should implement the relevant national, industrial and local standards and national, provincial and municipal departments of Surveying and mapping geographic information technical specifications.

The competent department of surveying and mapping geographic information of the city shall, jointly with the competent department of standardization administration, formulate the technical specifications for surveying and mapping geographic information of this city.

Basic surveying and mapping shall implement the technical specifications for basic surveying and mapping formulated by the competent department of surveying and mapping geographic information of the city. Ninth Surveying and mapping geographic information departments should strengthen the supervision and management of the establishment of a relatively independent plane coordinate system and height system.

The competent department of Surveying and mapping geographic information in the city is responsible for determining the transformation relationship between the relatively independent basic surveying and mapping coordinate system in this city and other national coordinate systems, and may entrust a surveying and mapping unit with corresponding qualifications to implement the coordinate transformation technology of basic surveying and mapping results. Housing and urban and rural construction, land and resources, water conservancy, transportation and other departments shall be responsible for the coordinate transformation of surveying and mapping results of their own departments according to the requirements of surveying and mapping geographic information work of this system. Tenth housing and urban and rural construction, land resources, water conservancy, transportation and other fields of engineering survey activities, should be carried out in accordance with the relevant national technical specifications for engineering survey, and accept the supervision and management of the competent department of Surveying and mapping geographic information.

Laying all kinds of underground pipelines and building all kinds of projects shall be carried out in time for general survey and completion survey of underground pipelines. The administrative department of housing and urban and rural construction shall guide and manage the municipal engineering survey. Chapter III Basic Surveying and Mapping Article 11 Basic surveying and mapping is a public welfare undertaking, managed at different levels, and its achievements are owned by the government at the same level.

Without the consent of the competent department of Surveying and mapping geographic information, no unit or individual may organize the implementation of basic surveying and mapping projects without authorization. Twelfth city surveying and mapping geographic information department is responsible for organizing the implementation of the following basic surveying and mapping work:

(a) the establishment, retest and maintenance of the unified plane control network, elevation control network and spatial positioning network in the city;

(two) to obtain basic aerial photography and basic remote sensing data within the administrative area of this Municipality;

(3) Surveying, mapping and updating topographic maps, image maps and their digital products at the municipal basic scales of 1: 500,1:000 and 1: 2000;

(four) the general survey, collation and supplementary measurement of spatial information of underground pipelines in municipal public areas;

(five) the construction and maintenance of the municipal basic geospatial framework platform and spatial framework data;

(6) Monitoring the geographical conditions at the city level;

(seven) the preparation of the municipal basic geographic base map and the administrative map;

(eight) other basic surveying and mapping matters determined by the competent departments of surveying and mapping geographic information of the State Council, province and city. Thirteenth District Surveying and mapping geographic information department is responsible for organizing the implementation of the following basic surveying and mapping work:

(a) the establishment and retest of the plane and elevation control network below the fourth level in this administrative area;

(2) Basic scale maps, video maps and their digital products of 1: 500,1:0000 and 1: 2000 within their respective administrative areas;

(3) General survey, arrangement and supplementary survey of spatial information of underground pipelines in public areas;

(four) the construction and maintenance of the basic geospatial framework platform and spatial framework data within their respective administrative areas;

(five) the preparation of basic geographical maps and administrative maps within their respective administrative areas;

(six) to monitor the geographical situation of the administrative region;

(seven) other basic surveying and mapping projects determined by the competent department of Surveying and mapping geographic information and the District People's government.
