Santan Yin Yue, one of the ten scenic spots of the West Lake, is located in the south-central part of the West Lake. It, together with Hu Xinting and Ruan Gongdun, is called "Three Islands in the Lake", just like Penglai Island in the ancient legend of China, so it is also called Zhou Xiaoying.

In the Northern Song Dynasty, Zhou Xiaoying had become a good place to enjoy the moon on the lake. During the Wanli period of the Ming Dynasty, silt dredged from the West Lake was used to build dikes around the island to form a lake in the lake. During the Yongzheng period of the Qing Dynasty, between dikes and islands, curved bridges ran through the north and south, and earth dikes connected things, forming a garden feature of "there are islands in the lake and lakes in the island". The total area is about 7 hectares, and the water surface accounts for 60%. Overlooking the whole Xiaoying Island is like a huge "field".

Zhou Xiaoying is dotted with garden buildings such as Net Pavilion, Pavilion, Nine Lions Stone, Leisure Terrace, Yingcuixuan and My Soul Companion Pavilion. The trees are shaded and the flowers and trees are sparse. Weeping willows on the shore of the lake reflect the pavilions on the water; Garden is rich in spatial level changes, resulting in the realm of "lake in the lake", "island in the island" and "garden in the garden". It is a model of waterscape gardens in China and a masterpiece of ancient garden art.

There are three stone pagodas in the South Lake on the island, which are said to have been built by Su Dongpo when he was an official dredging the West Lake in Hangzhou (the existing stone pagodas were rebuilt in the Ming Dynasty). Interestingly, the belly of the tower is empty, and there are five equidistant circular holes on the sphere. If the hole is pasted with tissue paper on a moonlit night, the tower will be brightly lit, and the hole shape will be printed into the lake, showing many moons. The shadows of the real moon and the fake moon are really inseparable, and the night scene is very charming, so it is named "Three Tanyin Moon".
