I. Responsibility objectives

1. Establish and improve the safety management system for school buses and drivers, do a good job in school bus maintenance, maintenance and safety inspection, provide safety education for school bus drivers, pick up and drop off vehicles, go through relevant school bus procedures according to the regulations of traffic patrol and traffic management departments, and spray "school buses" with uniform standards;

2. Drivers who have received criminal punishment, drivers who have held the corresponding driver's license for less than three years, drivers who have had traffic accidents that caused casualties within three years, or drivers who have accumulated scores of 12 in any scoring period within three years are not allowed to drive the school bus;

3, put an end to the use of social vehicles without operating qualifications and other vehicles that explicitly prohibit the transfer of students and children into the park;

4. Educate passengers not to overload, overspeed or violate regulations;

5. Implement responsibilities and make unremitting efforts to prevent and avoid all kinds of traffic accidents.

Second, the task

1, schools and kindergartens equipped with pick-up and drop-off vehicles should fully understand the importance of traffic safety work, resolutely overcome paralysis and fluky psychology, enhance safety awareness, regularly carry out publicity and education activities on traffic laws and regulations, ensure that the responsibility lies with people and measures are in place, effectively implement safety work, and prevent traffic safety accidents when picking up and dropping off vehicles.

2. Seriously implement the leadership responsibility system for vehicle transportation. Establish and improve the organization of shuttle bus management, and implement the responsibility system of top leaders. In the first week of each semester, the principal and the class teacher, the on-board escort teacher, the bus owner, the driver, the students and the parents sign the school bus safety management responsibility book.

3, actively cooperate with the local government, police station, traffic patrol squadron, traffic control and other departments to do a good job in the safety management of pick-up and drop-off vehicles, and regularly carry out the investigation and rectification of pick-up and drop-off vehicles.

4, the central primary school to establish a traffic safety inspector system. Every day after school, on-site supervision is conducted at the parking spot of the student bus, and traffic violations such as overcrowding of the student bus and drunk driving of the school bus driver are found in time. If students are found to take illegal shuttle buses, they should be discouraged in time and report to the school. Schools should communicate with parents in time to remind parents not to let students take illegal shuttle buses. 5. Carry out in-depth traffic safety education and publicity "into the campus" activities, regularly carry out various forms of traffic safety publicity activities, educate students not to take illegally operated vehicles through publicity and education of traffic safety knowledge and road traffic safety laws and regulations, and improve their self-awareness of traffic safety protection.

6. All schools and kindergartens equipped with shuttle vehicles must go to the town center school for the record in time, and do the following work conscientiously:

(4) All primary and secondary school students and kindergarten children who need to take the car ferry should submit a written application by their parents, which will be recognized by their schools and kindergartens, and sign a safety agreement with their parents to clarify their responsibilities.

(7) When the bus encounters a traffic accident on the way, the personnel on board should take emergency rescue measures, actively cooperate with the traffic police department to deal with the accident, and report the accident to the Central School and the District Education and Sports Bureau in time.

(8) Organizing teachers and students to go out to participate in collective activities must be approved by the county-level education administrative department and reported to the public security traffic management department for the record. Car rental must go to a qualified passenger transport unit to rent a safe and qualified vehicle, and supervise the whole process of the activity to ensure safety.

Third, rewards and punishments.

1. At the end of the year, the central primary schools and kindergartens will be commended and rewarded for observing the national traffic safety laws and regulations, completing the responsibility objectives and tasks, and making remarkable achievements.

In order to do a good job in the safety management of kindergarten school buses, further strengthen the standardized management of school buses, prevent and reduce traffic accidents, and ensure the personal safety of kindergarten teachers and students. According to the Law of the People's Republic of China on Road Traffic Safety, the Regulations of the People's Republic of China on Road Transportation, the Measures for the Safety Management of Kindergartens in Primary and Secondary Schools and the relevant documents at higher levels, and in combination with the reality of my hometown, this letter of responsibility is hereby signed.

The school bus must meet the following conditions:

1. The safety technology of school buses must conform to the national standards specified in Technical Conditions for Motor Vehicle Operation Safety. School buses must buy third-party liability insurance and passenger insurance. In addition to the annual inspection according to the regulations, a safety technical inspection must be conducted before the start of each semester, and the school bus can only be put into use after passing the annual inspection and safety technical inspection.

2. Without the approval of the administrative department of education and the public security traffic management department, vehicles are not allowed to pick up and drop off children.

3, it is strictly prohibited to use trucks, motorcycles, tricycles, scrap cars and other non passenger vehicles to pick up students. The auxiliary seats in the school bus cab are not allowed to take primary and secondary school students and children.

Two, the school bus driver must meet the following conditions:

1. School bus drivers must abide by laws and regulations related to road traffic safety, have more than 3 years of driving experience, be in good health, have more than 3 years of safe driving experience, and have no record of bad behavior.

2. It is strictly forbidden for drivers who have accumulated 12 points in any scoring period in the past three years or who are responsible for traffic accidents to drive vehicles to pick up students.

3, the driver must have a strong sense of responsibility and principle, no speeding, no overload, no fatigue driving, no drinking and staying up late and other bad habits.

4, the driver must accept the supervision and inspection of the local government, traffic police, transportation management, education and school.

Three, accept the car owner (kindergarten legal representative) must meet the following conditions:

1. If a school buys or rents a motor vehicle to pick up and drop off students, it shall establish a vehicle management system and report to the traffic management department of the public security organ in time.

3. Kindergartens with shuttle buses should sign safety responsibility letters with the education authorities every year, and also sign safety responsibility letters with the shuttle bus drivers in the park.

4. Kindergartens with shuttle buses must establish various rules and regulations for shuttle bus safety management, improve safety work files, and record daily safety work, implementation of safety responsibilities, safety inspection, elimination of potential safety hazards, safety training, vehicle technical performance testing and maintenance, etc. Safety files should be used as an important basis for the implementation of safety work target assessment, accountability and accident handling.

5. The owner and driver of the shuttle bus shall be responsible for the safety of picking up and dropping off students, and regularly check the safety status and technical performance of the shuttle bus.

6. The road foundation conditions are poor, there are hidden dangers of accidents and in bad weather (rain, fog, lightning, etc.). ) will stop picking up students.

4. Kindergartens should investigate and understand the situation of each student going to and from school by bus, register by classification, strengthen communication with parents, make full use of various effective carriers to educate students on safety knowledge, educate students not to take illegal passenger vehicles, and sign relevant responsibility certificates with parents. All kindergartens should resolutely put an end to the phenomenon of overloading vehicles, speeding to pick up and drop off students and the existence of non-passenger vehicles carrying students to ensure the safety of students.

Five, kindergarten director is the first responsible person of kindergarten traffic safety management, should conscientiously perform their duties, strict supervision. Kindergartens who fail to perform their duties of traffic safety management and protection according to regulations, causing accidents, should take full responsibility, and the township government will deal with them severely according to relevant laws and regulations.

In order to ensure the traffic safety of students going to and from school and avoid man-made traffic accidents, according to the relevant provisions of the Education Bureau and the central school safety management, combined with the special rectification work of students' riding safety in our school, this responsibility letter is specially signed with students and parents:

A, there are school buses to pick up students from Taolin Junior High School to Dongxixiangshui, Sanlizhuang and Jiejiazhuangzi.

7. The driver has other violations of traffic laws and regulations or traffic safety hazards.

The school bus mentioned in this responsibility book refers to the vehicles purchased by social funds such as collectives or individuals that meet the national safety standards and are specially used to pick up and drop off students in compulsory education. The vehicle owner is an independent civil subject and bears all legal responsibilities for the safe operation and management of the school bus.

6. The maximum speed of a school bus carrying students on general roads shall not exceed 60 kilometers per hour; Driving on sharp bends, steep slopes, narrow roads, narrow bridges and icy muddy roads, or in case of low visibility meteorological conditions such as fog, rain, snow, dust and hail, the maximum speed shall not exceed 20 kilometers per hour.

7, the school bus manned shall not exceed the approved number, shall not be overcrowded for any reason.

8. It is forbidden for school bus drivers to drive school buses after drinking.

9, in strict accordance with the provisions of the route, it is strictly prohibited to change the route.

10, students are not allowed to take the passenger seat of the school bus; In the process of transporting students, the school bus is forbidden to ride except the driver and the attendant.
