Article 2 All units and individuals engaged in commercial highway passenger transport (including bus passenger transport, tourist passenger transport, taxi passenger transport and passenger transport services) must abide by these Measures. Article 3 Under the guidance of the national plan, highway passenger transport shall be diversified, fair competition shall be protected, and safety, direct access and convenience for passengers shall be guaranteed. Fourth transportation departments at all levels to manage highway passenger transport, and is responsible for organizing the implementation of these measures. Article 5 Units and individuals that apply to engage in commercial (more than three months) highway passenger transport must go through the following procedures before starting business:

(a) the operation of vehicles must be inspected by the local vehicle supervision department, and obtain the license plate, driving license and qualified driving license;

(two) the township (town) people's government, street offices or enterprises and institutions to prove that the approval of the transportation departments at or above the county level, to obtain a business license;

(3) Apply for industrial and commercial registration with the local administrative department for industry and commerce and obtain a business license with the business license certificate, and then go through the tax registration with the local tax authorities;

(4) Self-employed households and joint households engaged in passenger transportation must handle passenger accident insurance and third party liability insurance in China People's Insurance Company. State-owned and collective passenger transport enterprises should also actively participate in insurance;

(five) according to the number of registered vehicles, to obtain the operating license from the transportation department;

Units and individuals applying for temporary (less than three months) passenger transport shall be approved by the transportation departments at or above the county level and obtain a temporary business license before they can operate.

Before the promulgation of these measures, the road passenger transport has been operated, and the formalities shall be handled according to the above provisions. Article 6. Transportation departments at all levels should make overall planning and arrangements for passenger lines, stations and shifts within their respective jurisdictions, make a reasonable division of labor according to social needs and the technical and operating conditions of units and individuals engaged in passenger transport, adhere to the combination of rural and mountainous areas, and promote the coordinated development of district and township highway passenger transport and trunk highway passenger transport.

Units and individuals engaged in passenger transport must start on time and operate normally, and shall not change the line, leave the station or leave the class without authorization. Eighth transportation departments of highway passenger lines (including newly opened, opened and changed passenger lines) to implement grading examination and approval. County (city, district) internal routes are approved by counties (cities, districts), cross-county lines are approved by cities (prefectures), and cross-city (prefecture) lines are approved by provinces. Inter-provincial routes shall be agreed by the provincial transportation authorities and relevant provincial transportation authorities. Ninth enterprises and institutions engaged in passenger transport by road for their own use shall be handled in accordance with the provisions of Article 5, and the transportation department shall arrange local routes or regions to participate in passenger transport according to needs.

Party and government organs, mass organizations, troops and other units shall not engage in highway passenger transport.

Strictly use tractors to operate highway passenger transport. Tenth highway passenger vehicles must carry operating licenses or temporary operating licenses, hang operating line signs and fare tables, and use unified highway passenger transport bills and driving waybills. Eleventh units and individuals engaged in highway passenger transport, to strictly implement the provisions of the provincial price department and the transportation department of freight rates and service charges. Inter-provincial passenger vehicles shall implement local freight rates outside the province or according to the agreement. Twelfth units and individuals engaged in highway passenger transport, should be required to pay highway maintenance fees and transportation management fees, collect highway passenger surcharge.

Without the approval of the provincial people's government, no department may charge fees or apportion fees to units or individuals engaged in highway passenger transport. Thirteenth units and individuals engaged in highway passenger transport must abide by laws, regulations and rules; Obey the management, inspection and supervision of the relevant government departments, establish the idea of serving the people, improve the quality of service, and be civilized, polite, safe, timely, convenient and comfortable; Do not compete for passengers by unfair means or interfere with or crowd out other people's normal business activities. Fourteenth highway passenger stations and passenger centers should face the society and serve all highway passenger vehicles. Fifteenth units and individuals engaged in highway passenger transport in violation of these measures, by the traffic department depending on the seriousness of criticism and education, warning, fines or suspension of operating documents. It is forbidden to detain the car at will.

The fine standard shall be formulated by the Provincial Department of Transportation in conjunction with the financial department and submitted to the provincial government for approval. Sixteenth highway passenger transport management personnel must abide by the law, integrity. Bribery, extortion, violation of law and discipline, the traffic department should be given administrative sanctions according to the circumstances; If it constitutes a crime, it shall be transferred to judicial organs for handling according to law.
