What are the contents and requirements of the overall planning of scenic spots?

The planning of tourist attractions refers to the overall and specific arrangements for various tourist elements in order to scientifically protect and rationally develop various resources, effectively manage and scientifically operate tourist attractions, and give full play to the value of scenic resources. According to the Vision Design Institute, according to the different content and depth of the planning, the tourism planning of scenic spots is divided into three different levels, namely, the overall planning of scenic spots, the detailed planning of scenic spots and the constructive planning of scenic spots. In addition to these three levels of planning, tourist attractions can also make tourism planning or conceptual planning, tourism project planning or development planning for specific construction projects according to the characteristics of each scenic spot. Different levels of planning have different contents, depths and methods.

According to the national standards "General Principles of Tourism Planning" (GB/T 1897 1-2003) and "Code for Planning of Scenic Spots" (GB50298-1999+0999), the development of scenic spots in China needs to draw up overall planning, regulatory detailed planning and constructive detailed planning. Before the development and construction of any scenic spot, the overall planning of the scenic spot should be worked out in principle. The overall planning of scenic spots is based on the tourism development planning of scenic spots, optimizing the resources of scenic spots and helping scenic spots achieve multiple social, economic and environmental benefits.

The overall planning period of the scenic spot is generally 10-20 years, and the outline planning arrangement can be made for the long-term development of the scenic spot according to the needs. For the development layout and major construction projects of scenic spots, construction plans should also be formulated, and the cycle is generally 5 years.

The object of the master plan is a specific scenic spot. Its basic task is to comprehensively study tourism resources and tourist markets, and determine the nature, environmental capacity and reception scale of tourist destinations; Delineate the land use scope and spatial development direction of tourist areas; Make overall arrangements for various construction land and traffic organizations in the region; Rational allocation of tourism service facilities, infrastructure, ancillary facilities and management facilities; Put forward the implementation strategy of development, handle the relationship between development and construction, and guide the rational development of tourism. Compiling the tourism master plan is of great significance to better promote and realize the development planning and objectives of tourism, ensure the optimal allocation of tourism resources to achieve the best use value, ensure the unity of the designed tourism products with the actual tourism market demand, and ensure the coordinated development of social, economic, environmental and other undertakings between tourist destinations and regions.

The collected contents include topographic maps, professional maps and information on meteorology, hydrology, geology, natural resources, history and culture, population, administrative divisions, social economy, enterprises and institutions, transportation, tourism facilities, infrastructure, land use and environment.

(2) Comprehensive analysis of market demand, scientific determination of market scale and reasonable determination of tourism development goals.

(3) Determine the guiding ideology, planning basis and development strategy of tourism development. Guiding ideology is the theme of tourism planning, and it reflects the general goal of a certain planning period.

(4) Clear the time sequence and spatial layout of scenic spots and key tourism products, and delimit the scope of buffer zone according to needs, including the overall layout of tourism service facilities, ancillary facilities, infrastructure and management facilities.

(5) Comprehensively balance the functional combination of tourism industry elements and structures, and make overall arrangements for the relationship between resource development and facility construction, including the determination of the structure, function and layout of accommodation facilities and travel agencies.

(6) Determine the principles of environmental protection and put forward measures for scientific protection and utilization of human and natural landscapes, including determining the boundaries and areas of protected areas at all levels and affected protected areas.

(7) According to the input-output relationship and market development, determine the scale and speed of tourism development.
