1. National Red Tourism Special Fund

Red tourism is a special form of tourism led by the government. Most of the special funds for red tourism in China are supported by government grants, with less commercial investment.

An applicant for special funds for red tourism shall meet the following conditions:

Scenic spots or scenic spots with revolutionary memorial sites, monuments and the revolutionary spirit they carry as attractions;

There must be a master plan for red tourism approved by experts organized by relevant departments;

There are infrastructure construction problems that need to be solved urgently in scenic spots.

(1) Capital limit

According to the 11th Five-Year Plan for the Construction of Protection Facilities for Famous Historical and Cultural Cities, there are 178 protection projects included in the plan, including 100 protection projects for historical and cultural blocks and 78 protection projects for famous historical and cultural towns (villages). After evaluation and review, the investment in infrastructure is estimated to be 2.05 billion yuan, and the central government needs to invest 98,947 yuan.

(2) application procedures

All provinces, autonomous regions and municipalities directly under the central government should plan the protection projects of historical and cultural cities (towns and villages) in this province as required;

Select projects that meet the requirements and need to be strengthened in protection and construction from the relevant projects in this province, and incorporate them into the "Eleventh Five-Year Plan" for the construction of historical and cultural cities in the province;

Declare the selected projects to the relevant state departments.

3. National Cultural and Natural Heritage Protection Fund

(1) Fund Overview

On the premise of ensuring the authenticity and integrity of heritage sites, the state arranges special capital construction funds for cultural and natural heritage sites, supports rescue projects of a number of major heritage sites, and further improves the conditions for resource protection.

(2) the scope of use of funds

Special funds are used for necessary nursing and management houses, fire-fighting facilities, monitoring facilities, sanitary facilities, monitoring and inspection facilities, necessary environmental remediation and natural disaster prevention projects.

In 2007, the state began to implement the 13 national cultural and natural heritage protection project, with a total investment of 375 million yuan, 200 million yuan from the state and174.52 million yuan from local governments.
