Regulations of Beijing Municipality on the Construction and Management of Barrier-free Facilities These Regulations shall apply to the construction and management of barrier-free facilities within the administrative area of this Municipality.
Barrier-free facilities as mentioned in these Regulations refer to the physical environment built to ensure that the disabled, the elderly, children and other people with mobility difficulties can independently, safely and conveniently pass and use when they live, travel, work, have fun and participate in other social activities. The Municipal People's Government shall exercise unified leadership over the construction and management of barrier-free facilities in this Municipality.
the district and county people's governments are responsible for the organization, renovation, supervision and management of barrier-free facilities within their respective administrative areas.
The relevant administrative departments in charge of planning, construction, municipal administration, transportation, public security, quality and technical supervision, tourism, gardening, land and housing management, commerce, finance, postal services, telecommunications, culture, education, sports and health are responsible for the construction, renovation, management and supervision of barrier-free facilities according to their respective responsibilities.
the comprehensive law enforcement organization of urban management shall supervise and manage the normal use of barrier-free facilities within the scope of urban roads according to law.
township people's governments and sub-district offices are responsible for the supervision and management of barrier-free facilities within their respective jurisdictions. Barrier-free facilities mainly include:
(1) ramps, kerb ramps and blind roads;
(2) lifting devices such as barrier-free vertical elevators and lifting platforms;
(3) warning signal, prompting sound and indicating device;
(4) low-level devices, special parking spaces, special auditorium and safety handrails;
(5) barrier-free toilets and toilet seats;
(6) barrier-free signs;
(7) other facilities that are convenient for the disabled, the elderly, children and other people with mobility difficulties. The construction units that newly build, expand and rebuild public buildings, residential buildings, urban roads and roads, public green spaces and public service facilities in residential areas in this Municipality must build barrier-free facilities in accordance with the requirements of the national Code for Barrier-free Design of Urban Roads and Buildings (hereinafter referred to as the Design Code) and the relevant provisions of this Municipality.

The barrier-free facilities of a construction project must be designed, constructed and put into use at the same time as the main project. The construction of barrier-free facilities shall meet the basic requirements of safety, accessibility, availability and convenience, and abide by the following provisions:
(1) The floors of pedestrian walkways and public buildings shall be smooth and skid-proof.
(2) The blind road shall be laid continuously, and there shall be no obstacles such as telephone poles, guy wires, underground manholes, trees, etc. on the blind road, and it shall be connected with the barrier-free facilities of the surrounding public transportation stops, overpasses, underground passages and public buildings.
(3) kerb ramps or ramps shall be set at the entrances and exits of pedestrian walkways and public buildings.
(4) If the bus stop is equipped with Braille stop signs, the location, height, color, form and content of Braille stop signs are convenient for people with visual disabilities to use.
(5) where service desks and telephones are set up in areas or places providing services to the public, low-level service desks and telephones are also set up.
(6) Warning signs or suggestive facilities shall be set at the glass doors, glass walls, stairs, elevator exits and passages of public buildings.
(7) Barrier-free facilities have bright colors, which are obviously different from the surrounding environment.
(8) If there are barrier-free facilities, set up barrier-free signs in a prominent position that meet the specifications and standards. The municipal planning administrative department shall, jointly with the relevant administrative departments of municipal transportation, public security transportation, municipal administration, commerce, tourism, gardens, land and housing management, finance, postal services, telecommunications, culture, education, sports and health, and the district and county people's governments, prepare a plan for the renovation of barrier-free facilities in this Municipality and report it to the Municipal People's government for approval.
The public offices, hospitals, post offices, banks, airport terminals, railway stations, public transportation stops, public toilets, parks, business and service places of large-scale commercial and service units and other public buildings and urban roads in this Municipality should be given priority. City traffic, public security traffic, municipal management, commerce, tourism, gardens, land and housing management, finance, postal services, telecommunications, culture, education, sports, health and other relevant administrative departments and the district and county people's governments shall organize the transformation responsible persons to formulate the implementation plan of the transformation project according to the transformation plan.

The municipal, district and county construction administrative departments shall supervise and manage the quality of construction projects within their respective administrative areas. The person in charge of maintenance and management of barrier-free facilities shall maintain and manage barrier-free facilities to ensure the normal use of barrier-free facilities. If the barrier-free facilities cannot be used normally, the responsible person shall repair them in time.

The city's public transport enterprises shall, in accordance with the relevant provisions of this Municipality and the requirements of the municipal traffic administrative department, gradually configure barrier-free vehicles on the operating lines.

(1) Whoever occupies, misappropriates or stops using barrier-free facilities in public buildings, residential buildings and residential areas shall be fined between 3, yuan and 3, yuan by the planning administrative department.
(2) Those who damage the barrier-free facilities within the scope of urban roads shall be fined more than 3, yuan in 5 yuan by the comprehensive law enforcement organization of urban management.
(3) parking motor vehicles on urban roads in violation of regulations and occupying barrier-free facilities shall be punished by the public security traffic management department in accordance with the relevant provisions of road traffic safety laws and regulations; Other illegal occupation of barrier-free facilities within the scope of urban roads shall be punished by the comprehensive law enforcement organization of urban management in accordance with the relevant provisions of the Regulations of Beijing Municipality on City Appearance and Environmental Sanitation.
(4) whoever damages barrier-free traffic signs and signal facilities shall be punished by the traffic administrative department of the public security in accordance with the relevant provisions of road traffic safety laws and regulations. These Regulations shall come into force as of May 16, 24. On May 18, 2, the Municipal People's Government issued the Regulations of Beijing Municipality on the Administration of Barrier-free Facilities Construction, which shall be abolished at the same time.
