You cannot go abroad alone. If minors are not traveling with a guardian, they must be accompanied by an adult or be picked up on the ground.

Article 16 of the "Law of the People's Republic of China on the Protection of Minors" that came into effect on July 1, 2007: "Parents are unable to fulfill their obligations to minors due to migrant work or other reasons. If the child has guardianship duties, other adults with guardianship capabilities should be entrusted to act as guardians on their behalf."

The parents of a minor are the guardians of the minor. Guardians shall perform guardianship duties and protect the person, property and other legitimate rights and interests of the ward.

A minor traveling abroad needs the consent and accompaniment of his parents. If not accompanied by both or one of his parents, the parents should entrust someone else or the relevant organization to send someone to accompany them. Legally speaking, this is actually the case. The above is a temporary guardian designated by parents for their minor children during the trip, entrusted to supervise the minor children on their behalf.

Notarization procedures are also required before entrustment. Currently, minors under the age of 18 traveling with a group or accompanying their parents to Europe, the United States and other countries generally need to apply for two types of notarization at the same time:

2. Obtain a notarized statement from the minor’s parents or guardians agreeing to the minor’s overseas travel.
