Article 3 These Regulations shall apply when developing tourism resources, engaging in tourism operations, implementing tourism supervision, management and services, and conducting tourism activities within the administrative area of ??the autonomous region. Article 4 The tourism administrative department of the autonomous region is responsible for the supervision and management of tourism in the entire region. The tourism administrative departments of leagues, districted cities and banner counties (cities, districts) (hereinafter collectively referred to as the tourism administrative departments) are responsible for the supervision of tourism within their respective administrative regions. management work.

Relevant departments of the people's governments at or above the banner and county level shall cooperate with the tourism administrative departments in the supervision and management of tourism in accordance with their respective responsibilities. Article 5 The people's governments at or above the banner and county level shall establish a tourism work coordination system, study important matters related to tourism development, coordinate and solve cross-regional and cross-department tourism resource development and utilization, tourism route planning, and the publicity and promotion of tourism products, and promote tourism coordinated development with other industries. Article 6 To develop the tourism industry in the autonomous region, we should give full play to the advantages of tourism resources and frontiers and ports, highlight national characteristics and local characteristics, enrich cultural connotations, improve the quality of tourism products, and adhere to the principle of unifying social, economic and environmental benefits. Article 7 People's governments at or above the county level shall proceed from local realities, incorporate tourism into the national economic and social development plan, increase investment in tourism, strengthen the construction of tourism infrastructure and the development and application of tourism high-tech, optimize the tourism environment, and promote Regional alliances can fully share tourism resources and promote the development of tourism. Article 8 The special funds for tourism development established by the People's Government of the autonomous region shall be included in the annual fiscal budget and shall be used exclusively for tourism publicity and promotion, tourism planning preparation and tourism infrastructure construction. The administrative offices of the League, the people's governments of districted cities and the people's governments at the banner and county levels shall allocate special funds for tourism development based on the needs of tourism development in the region. Article 9 The people's governments at or above the banner and county level shall actively guide, create conditions, provide services, formulate preferential policies in accordance with the law, encourage domestic and foreign organizations and individuals to invest in the development of tourism resources and establish tourism enterprises; encourage and support ethnic tourism, industrial tourism and rural tourism and other projects to develop tourism products with national characteristics and local characteristics; encourage and support the development of tourism education and cultivate tourism professionals. Article 10 People's governments at all levels, as well as radio, television, press and publication and other departments, should strengthen tourism publicity and increase the visibility of the autonomous region's tourism industry and tourism products.

The tourism administrative department of the autonomous region should actively formulate international and domestic tourism market development plans and guide their implementation, organize large-scale tourism festivals, carry out tourism promotion activities, and provide information, consultation and guidance to domestic and foreign tourists and tourism operators. The service guide recommends selected travel routes and guides the development of important tourism products. Article 11 People's governments at all levels shall strengthen the civilized and quality education of residents in tourist cities and tourist areas, guide tourism operators to establish good reputation, improve service quality, and create a civilized, hygienic, comfortable and safe tourism environment. Chapter 2 Tourism Planning and Development and Protection of Tourism Resources Article 12 The development and utilization of tourism resources and the development of the tourism industry shall be carried out in accordance with tourism planning.

Tourism planning is divided into tourism development planning and tourism construction planning. Article 13 Tourism development planning shall adhere to the principles of sustainable development and market orientation, focus on the protection of resources and the environment, prevent pollution and other public hazards, prevent disorderly development and low-level duplication of construction, adapt measures to local conditions, highlight characteristics, and make rational use, Improve the social, economic and environmental benefits of tourism development. Article 14 The tourism development plan of the autonomous region shall be prepared by the development and reform administrative department and the tourism administrative department of the people's government of the autonomous region in conjunction with relevant departments, and shall be organized and implemented after being submitted to the people's government of the autonomous region for approval.

The tourism development plan of a league or a city divided into districts shall be prepared by the development and reform administrative department and the tourism administrative department at the same level in conjunction with relevant departments based on the tourism development plan of the autonomous region and reported to the administrative office of the league or the city divided into districts. Organize and implement after approval by the people's government.

Before the tourism development plan is submitted for review and approval, social, economic and environmental feasibility demonstrations should be conducted. Tourism administrative departments at all levels will organize expert reviews and solicit opinions from relevant departments. Article 15 A tourist area shall prepare a tourism construction plan, which shall be reviewed and approved by the tourism administrative department and relevant administrative departments before it can be implemented.

A tourist area refers to a space or area that has functions such as sightseeing, leisure vacation, recreation and fitness, and has corresponding tourism service facilities and provides corresponding tourism services. Article 16 The approved planning scope of a tourist area shall be the tourist landscape control area. The construction of various new facilities in the tourist landscape control area shall be consistent with the planning of the tourist area and coordinated with the overall environment of the tourist area, and shall not damage the tourist landscape.

The construction of new non-tourist facilities within the tourist landscape control area shall be approved by the people's government at or above the county level where the tourist landscape control area is located.
