Regulations of Gansu Province on Tourism (revised in 211)

chapter I general provisions article 1 in order to effectively protect and rationally develop and utilize tourism resources, standardize the order of the tourism market, safeguard the legitimate rights and interests of tourists, tour operators, tourism professionals and tourism auxiliary service providers, and promote the healthy development of tourism, these regulations are formulated in accordance with the relevant national laws and regulations and combined with the actual situation of this province. Article 2 These Regulations shall apply to the compilation of tourism planning, the protection and development of tourism resources, tourism management and services, tourists' tourism activities and related management and supervision within the administrative area of this province. Article 3 The development of tourism should adhere to the principles of combining government leading with market operation, combining the protection of tourism resources with rational development and utilization, and coordinating social benefits, ecological benefits and economic benefits, develop characteristic tourism, develop characteristic projects, promote regional cooperation, cultivate market players and promote the sustainable development of tourism. Article 4 The tourism administrative departments of the people's governments at or above the county level shall be responsible for the planning, comprehensive coordination, industry guidance, public services and supervision and management of tourism within their respective administrative areas.

Chapter II Planning and Construction Article 6 The people's governments at or above the county level shall incorporate the development of tourism into the national economic and social development plan, establish a comprehensive coordination mechanism, give play to the basic role of the market in allocating resources, increase investment through multiple channels, strengthen the construction of tourism infrastructure, supporting service facilities and tourist attractions, improve the allocation of tourism elements, and promote the coordinated development of tourism and related industries. Article 7 The tourism administrative department of the provincial people's government shall, jointly with relevant departments, prepare the tourism development plan of the whole province, which shall be implemented after being approved by the provincial people's government.

the tourism administrative departments of the people's governments of cities (prefectures) and counties (cities, districts) shall, in accordance with the tourism development plan of the whole province, work out the tourism development plan of their respective administrative regions jointly with relevant departments, solicit the opinions of the tourism administrative departments at the next higher level, and report them to the people's governments at the same level for approval before implementation.

Article 12 The relevant departments of the people's governments at or above the county level shall, when making public passenger transport plans and arranging public passenger transport routes, establish public passenger transport hubs or tourist distribution centers and set up tourist passenger dedicated lines according to the needs of tourism development. Thirteenth people's governments at or above the county level shall strengthen the infrastructure construction of tourist attractions, and carry out integrated planning and construction of service facilities such as identification signs, scenic roads, tourist service centers and parking lots.

Article 16 The people's governments at or above the county level shall reasonably arrange land according to the needs of tourism development, and support units and individuals to develop tourism projects by using barren hills, slopes, beaches and abandoned mining areas in accordance with relevant laws and regulations. Seventeenth tourism administrative departments of the people's governments at or above the county level shall, jointly with relevant departments, organize relevant experts to conduct a general survey and evaluation of tourism resources within their respective administrative areas. Establish a database of tourism resources and a database of tourism construction projects to be developed, improve the tourism information service platform, and promote the enjoyment of tourism information resources.
