On June 10, 2007, Secretary Cao of the Municipal Party Committee and Mayor Luo of the Municipal Government went to Shiwei Russian Ethnic Township in Ergun City for on-the-spot work, instructed Hulunbeier Planning Bureau to support the construction of Shiwei charming town, and compiled the Guiding Plan for the Construction of Shiwei Russian Ethnic Town for free.
