The division and evaluation of the four levels of scenic spots are based on 10 aspects of data including tourist transportation, sightseeing, tourism safety, sanitation, communications, tourism shopping, comprehensive management, number of tourists received, tourism resources and environmental protection, and quality of tourism resources.

Measures for the Management of Quality Grade Assessment of Tourist Attractions
Article 1 In order to comprehensively implement the quality grade assessment of tourist attractions and standardize the quality grade assessment procedures of tourist attractions, To promote the development of tourist attractions, these measures are specially formulated.
Article 2 The quality grade assessment of tourist attractions is based on the national standards of the People's Republic of China "Classification and Assessment of Quality Grades of Tourist Attractions" (GB/T 17775-2003) and the promulgation of the National Tourism Administration The relevant assessment rules are carried out.
Article 3 The quality grade assessment of tourist attractions shall follow the principles of voluntary declaration, graded assessment, dynamic management, and classified guidance.
Article 4 All tourist attractions that have been officially opened for tourism operations for more than one year within the territory of the People's Republic of China, including scenic spots, cultural museums, temples, tourist resorts, Nature reserves, theme parks, forest parks, geological parks, amusement parks, zoos, botanical gardens, and tourist attractions such as industry, agriculture, economy and trade, science and education, military, sports, culture and art, etc., can apply to participate in the quality rating assessment.
Article 5: The quality level assessment of tourist attractions refers to the assessment of tourist attractions with independent management and service agencies. Internal tourist spots such as gardens within gardens and scenery within scenery will not be assessed separately.
Article 6 The National Tourism Administration is responsible for the formulation of quality grade assessment standards and assessment rules for tourist attractions, and is responsible for supervising and inspecting the implementation of quality grade assessment standards.
Article 7 The National Tourism Administration shall organize the establishment of a national tourist attraction quality rating committee. The National Tourist Attractions Quality Rating Committee is responsible for the organization and management of the national tourist attractions quality rating work.
Each provincial-level tourism administrative department shall organize the establishment of a local tourist attraction quality rating committee and report it to the National Tourist Attractions Quality Rating Committee for record. According to the entrustment of the National Tourist Attractions Quality Rating Committee, the provincial tourist attractions quality rating committee organizes and manages the corresponding tourist attractions quality rating work.
Article 8: The National Tourist Attractions Quality Rating Committee entrusts the provincial tourist attraction quality rating committees to be responsible for the assessment of 3A, 2A, and 1A tourist attractions. The provincial tourist attractions quality rating committee may entrust the prefectural and municipal level tourist attractions quality rating agencies with mature conditions.
4A-level tourist attractions are recommended by the provincial tourist attractions quality rating committee and organized by the national tourist attractions quality rating committee.
5A-level tourist attractions are generated from 4A-level tourist attractions. Only those that have been announced as 4A tourist attractions for more than one year can apply for 5A tourist attractions. 5A-level tourist attractions are recommended by the provincial tourist attractions quality rating committee and organized by the national tourist attractions quality rating committee.
Article 9 The quality grade assessment of tourist attractions at all levels shall be carried out in accordance with the procedures of “creation, application, assessment and announcement”.
Article 10: Tourist attractions that participate in the creation of quality levels must formulate creation plans, clarify responsibility objectives, and implement various creation measures in accordance with the requirements of national standards and assessment rules.
Article 11: Tourist attractions shall conduct self-inspections after the creation plan is completed. Tourist attractions whose self-inspection results meet the corresponding grade standards and detailed rules must fill out the "Tourist Attractions Quality Grade Assessment Report" and submit an assessment application to the local tourist attractions quality grade assessment agency. After review and approval by the local tourist attraction quality rating agency, it will be recommended to the next-level tourist attraction quality rating agency to participate in the formal assessment of the corresponding quality level.
Article 12 The on-site assessment work shall be undertaken by an assessment team appointed by the tourist attraction quality rating agency responsible for assessment. The assessment team conducts on-site assessment work through on-site inspection, data review, sampling survey and other methods.
Article 13 For tourist attractions that meet the standards after on-site assessment, the tourist attraction quality grade assessment agency responsible for the assessment will approve their quality grade and announce it to the public.
Article 14: The National Tourist Attractions Quality Rating Committee shall promptly announce the list of newly qualified tourist attractions at all levels.
Article 15: On-site work for quality grade assessment of tourist attractions shall be undertaken by inspectors with corresponding qualifications. According to the resource type and characteristics of the tourist attraction to be assessed, a corresponding expert should be a member of the assessment team.
Article 16 The inspectors for quality grade assessment of tourist attractions are divided into national-level inspectors and local-level inspectors.
National inspectors are appointed by the National Tourist Attractions Quality Rating Committee. Local-level inspectors are appointed by the provincial-level tourist attraction quality rating committee.
Article 17 Inspectors must accept the supervision of tourist attractions and must not engage in malpractice for personal gain. The quality rating agencies of tourist attractions at all levels should strengthen the supervision and management of inspectors and cancel the qualifications of inspectors who have violated regulations.
Article 18 If the entrusted tourist attraction quality rating agency operates in violation of regulations, the superior rating agency may revoke the highest rating authority it has obtained.
Article 19: The tourist attraction quality rating agencies at all levels shall conduct supervision, inspection and review of the rated tourist attractions. Supervision and inspection are carried out through key spot inspections, regular open inspections and irregular unannounced visits, as well as social surveys and listening to tourists' feedback. Comprehensive reviews are conducted at least every three years.
Article 20 The grade review work is mainly organized and implemented by the provincial quality grade assessment committee. The National Quality Rating Committee conducts reviews in a planned and focused manner.
Article 21 Scenic spots that fail to meet the requirements after review, or where major complaints from tourists are found to be true after investigation, will be dealt with in the following ways:
1. By the corresponding The quality rating committee will issue warning notices, notify criticisms, reduce or cancel the grade based on specific circumstances. Scenic spots that have been canceled or downgraded must be announced by the corresponding assessment agency.
2. After receiving a warning notice, a notice of criticism, or a notice of downgrade or cancellation, a tourist attraction must make serious rectifications and report the rectifications to the corresponding rating agency within the prescribed period.
3. Any tourist attraction whose quality level has been downgraded or canceled shall not re-apply for a new qualification level within one year from the date of downgrading or cancellation.
Article 22 The tourist attraction quality grade assessment committee has the following powers to issue warning notices, circulate criticisms, reduce or cancel grades:
1, 1A, 2A, 3A tourism If a scenic spot fails to meet the standard requirements, the provincial, autonomous region, or municipality's tourist attraction quality rating committee has the power to issue warning notices, circulate criticism, and lower or cancel the grade. Notices of downgrading or canceling the grade must be reported to the National Tourist Attractions Quality Grade Assessment Committee for record.
If 2, 4A, and 5A tourist attractions fail to meet the standards, the provincial, autonomous region, and municipality tourist attraction quality rating committees have the right to issue warning notices, circulate criticism, and report to the National Tourist Attractions Quality Rating Committee Filing. If it is considered that the grade should be downgraded or cancelled, it must be reported to the National Tourist Attractions Quality Grade Rating Committee for approval.
3. The National Tourist Attractions Quality Grade Rating Committee has the right to issue warning notices, circulate criticisms, lower or cancel grade notices for tourist attractions of various quality levels, but the relevant provinces and provinces must be notified in advance. Article 23 The signs and certificates of quality grades of tourist attractions shall be uniformly produced by the National Tourist Attractions Quality Grade Assessment Committee and issued by the corresponding assessment agencies.
Article 24 The quality grade sign of tourist attractions must be placed in the most obvious position at the main entrance of the tourist attraction, and its grade must be correctly indicated in external publicity materials.
Article 25 The National Tourism Administration is responsible for the interpretation of these Measures.
Article 26 These Measures will come into effect on August 5, 2005. The "Measures for the Quality Grade Assessment of Tourist Areas (Spots)" formulated on September 30, 1999 will be implemented at the same time. Abolition.
