Article 1 In order to implement the Notice of the State Council on Strictly Controlling the Convening of National Conferences (Guo Fa [88] No.47), strengthen the management of conference fees, further control and streamline meetings, and save conference fees and expenses, the meetings convened by central state organs shall be managed and approved by levels. Article 2 Classification of meetings

Class I meeting: held in the name of the State Council, attended by responsible comrades of all provinces, autonomous regions, municipalities directly under the Central Government and cities under separate state planning.

Class II meetings: meetings held by ministries, directly affiliated institutions and directly affiliated institutions in the State Council, which need the participation of responsible comrades of relevant departments (bureaus) of provinces, autonomous regions, municipalities directly under the Central Government and cities with separate plans or local institutions in this system.

Class III meetings: meetings convened by ministries and commissions in the State Council, directly affiliated institutions and institutions or departments (bureaus) directly affiliated to the State Council, which require the participation of relevant personnel from relevant departments (bureaus) of provinces, autonomous regions, municipalities directly under the Central Government and cities with separate plans or local institutions in this system. Article 3 Meeting scale

(a) Number of days of meetings. A class meeting shall last no more than five days; The second kind of meeting shall not exceed four days; Class III meetings shall not last more than three days.

(2) Number of participants. The number of delegates to Class I and II meetings shall be controlled within 180, and the staff shall be controlled within 20% of the number of delegates; The number of delegates to the third-level meeting should be controlled within 100, and the staff should be controlled within 15% of the number of delegates.

(3) Strictly control the number of meetings held. All units should strive to streamline meetings, and those that can be opened or solved by issuing documents cannot be opened; If you can have a conference call, don't concentrate on the meeting.

(4) Strictly control the conference expenses. All units should try their best to use the guest houses, auditoriums, conference rooms and vehicles inside the organs when holding meetings, and may not rent high-grade hotels and restaurants. There are no meetings in tourist cities during the tourist season. Article 4 Examination and approval of meetings

(a) the convening of Class I meetings and temporary Class II meetings shall be reported to the State Council for approval.

Article 5 Provisions on Conference Expenses

1. The rental fee includes accommodation and conference room rent. The resident representative of the conference shall not arrange accommodation in principle; The staff will not arrange accommodation unless they have to stay at the meeting place.

2. The food standard of the food subsidy meeting shall not be higher than the sum of the food subsidy and the personal expenses of the participants. The daily food expenses of each participant shall not be less than two yuan.

3. Other expenses include transportation, document printing, dinner, office supplies, spare medicines, etc. Article 6 All kinds of material distribution ordering meetings, products (scientific and technological achievements) acceptance, appraisal, appraisal, exchange meetings and small-scale investigation and research meetings held by ministries and commissions, directly affiliated institutions and directly affiliated units in the State Council shall be examined and approved by the leaders' office meetings of ministries and commissions, directly affiliated institutions and directly affiliated units in the State Council. The conference venue rent and conference public and miscellaneous expenses shall be controlled by the organizer according to the principle of economy; Accommodation, local transportation and food subsidies shall be reimbursed by the participants according to the travel expenses regulations. Article 7 After the meeting, the organizer of the meeting shall report to the financial department of the unit in time, and the financial personnel shall carefully check the meeting expenses in strict accordance with the regulations. If the expenses exceed the standard or expand the scope, they will not be reimbursed. Eighth after the first and second kinds of meetings, the organizer shall fill in the "table of the use of special conference fees" within one month and send it to the the State Council Municipal Authority Bureau (institutions sent to the Ministry of Finance) for the record. Ninth during the meeting, no sightseeing or activities unrelated to the meeting shall be organized, and no cigarettes, alcohol, sugar, fruit, etc. shall be brought. No entertainment is allowed, no participants are allowed, and no items or souvenirs are distributed.
