Changsha’s name and location have not changed for three thousand years, and it has been the center of the surrounding areas of Changsha since ancient times. Changsha County in the Qin and Wei Dynasties was the capital of Changsha in the Han Dynasty. It was Tanzhou County in the Tang and Song Dynasties, Tianlin Road in the Yuan Dynasty, Changsha Prefecture in Hunan Province in the Ming Dynasty, and Changsha Prefecture, Changsha County and Huashan County in the third year of Kangxi in the Qing Dynasty (AD 1664).

After the founding of the People's Republic of China and the Republic of China, Caishanhua County was merged into Changsha County and was under the jurisdiction of the Hunan Provincial Government and Changsha County. Changsha Prefecture was evacuated in 1913, and Changsha City was established in 1933, with cities and counties divided into cities. The People's Republic of China was founded in 1949, and Changsha has experienced many adjustments. In 1951, Wangcheng County separated from Changsha County. In 1959, Wangcheng County was merged into Changsha County, and Changsha County was placed under the jurisdiction of Changsha City. In 1977, Wangcheng County was restored from Changsha County, and Changsha City administered the two counties. In 1983, Ningxiang County and Liuyang County were placed under the jurisdiction of Changsha City. In 1993, Liuyang County was abolished and Liuyang City was established. In 1996, Changsha's jurisdiction was adjusted, and the original five districts of East District, South District, West District, North District, and Suburban District were abolished, and five new districts were established: Furong, Tianxin, Yuelu, Kaifu, and Yuhua. In 2011, Wangcheng County was abolished and Wangcheng District of Changsha City was established. Ningxiang County was abolished and Ningxiang City was established. By 2000, Changsha had jurisdiction over 6 districts, 2 cities and 1 county.
