Interim Measures of Chenzhou Municipality on the Promotion of Global Tourism

Chapter I General Provisions Article 1 These Measures are formulated in accordance with the Tourism Law of the People's Republic of China, the Measures for the Implementation of the Tourism Law of the People's Republic of China in Hunan Province and the actual situation of this Municipality in order to promote the development of tourism in the whole region, build a strong tourism city and safeguard the legitimate rights and interests of tourists, tour operators and tourism professionals. Article 2 These Measures shall apply to the planning, facilities construction, service guarantee, support, guidance, market regulation and other activities within the administrative area of this Municipality to promote the development of global tourism, as well as their supervision and management.

The term "global tourism" as mentioned in these Measures refers to the development mode of taking the administrative area of this Municipality as a complete tourist destination for overall planning and layout, comprehensive overall management and integrated marketing promotion, so as to promote the development of the whole region, all factors and the whole industrial chain of tourism and realize the overall development of tourism. Article 3 The people's governments of cities and counties (cities, districts) shall implement the global tourism development strategy, regard tourism as an important pillar industry, follow the principles of active encouragement, strong support, correct guidance and management according to law, and aim at building an international ecological leisure and holiday destination to promote the global tourism development. Article 4 The people's governments of cities and counties (cities, districts) shall strengthen their leadership in promoting global tourism, and establish and improve the system and deliberation and coordination mechanism for the responsible persons of cities and counties (cities, districts) to contact global tourism.

The tourism authorities of the people's governments of cities and counties (cities, districts) shall be responsible for the supervision and management of global tourism promotion within their respective administrative areas, and other relevant departments shall do relevant work according to their respective responsibilities. Article 5 Tourism cultural industry associations, chambers of commerce and other relevant social organizations shall play the role of service, guidance, coordination and supervision, formulate and implement industry norms according to law, carry out industry self-discipline activities, coordinate tourism disputes with relevant departments, and standardize the development of global tourism industry. Chapter II Planning and Implementation Article 6 The tourism authorities of the people's governments of cities and counties (cities, districts) shall, jointly with relevant departments, organize the investigation, evaluation and registration of tourism resources within their respective administrative areas, and coordinate the protection, development and utilization of tourism resources in the whole region. Article 7 The tourism administrative department of the Municipal People's Government shall, in accordance with the national economic and social development plan and the land and space plan, organize the preparation of the city's tourism development plan in conjunction with the relevant departments such as natural resources and planning, and implement it after being reported to the Municipal People's Government for approval.

The county (city, district) people's government shall organize the preparation of the tourism development plan of this administrative region, which shall conform to the city's tourism development plan and solicit the opinions of the tourism authorities of the Municipal People's government. Article 8 The tourism authorities of the people's governments of cities and counties (cities, districts) shall, jointly with relevant departments, compile a catalogue of key tourism construction projects, promote the construction of key tourism projects, and gradually implement the global tourism development plan. Article 9 When examining and approving major tourism construction projects, the investment authorities shall solicit the opinions of the tourism authorities in writing; Hold relevant demonstration meetings, review meetings and other meetings, and notify the tourism authorities, tourism cultural industry associations, chambers of commerce and other relevant social groups to participate. Article 10 The development and utilization of tourism resources shall conform to the provisions of laws and regulations and the global tourism development plan.

The development and utilization of tourism resources and the construction of projects that may have a significant impact on tourism resources and the environment shall be planned according to law. Tourism development projects shall carry out environmental impact assessment according to law and put forward implementation plans to prevent or mitigate adverse environmental impacts. Eleventh citizens, legal persons or other organizations to develop and utilize tourism resources according to law, their legitimate rights and interests are protected by law.

The people's governments of cities and counties (cities, districts) shall establish an exit mechanism for the development and operation of state-owned tourism resources in accordance with relevant laws and regulations. If the development, construction and operation are not carried out in accordance with the global tourism development plan, resulting in serious damage to state-owned tourism resources or long-term idleness, the right to develop and operate state-owned tourism resources can be recovered according to law. Chapter III Facilities Construction and Service Guarantee Article 12 The people's governments of cities and counties (cities, districts) shall establish and improve the global tourism public service system and supporting facilities, promote cross-regional cooperation and management, and eliminate cross-regional tourism service barriers. Thirteenth global tourism transportation network construction should highlight the following key points:

(1) Carry out road network planning and construction of important node projects, rationally arrange tourist traffic routes, and gradually realize that two high-grade highways will reach 5A-level tourist attractions and national-level scenic spots, one high-grade highway will reach 4A-level tourist attractions, and one secondary highway will reach 3A-level tourist attractions, provincial-level tourist resorts, provincial-level tourist attractions, tourist towns, national forest parks, national wetland parks, national geological parks, tourist villages, greenways and ancient ones.

(2) Improve the passenger transport infrastructure system and diversified travel connection system of tourist destinations, and gradually open tourist special lines or tourist auxiliary buses, so as to realize the convenient and rapid connection between the city center and transportation hubs, major scenic spots, greenways, ancient post roads and other important nodes.

The tourism administrative department of the people's government of the city or county (city, district) shall, jointly with the traffic administrative department of the public security organ, transportation, municipal gardens and other competent departments, plan, set up, transform and upgrade the tourist traffic guidance signs in a unified way, and use public graphic symbols that meet the national standards. Fourteenth conditional counties (cities, districts) can co-ordinate the construction of urban greenways, bicycle lanes, hiking trails, slow-moving systems, traffic stations and other tourism and leisure facilities, and develop thematic tourist routes such as accessibility, recreation, experience, sports, health, culture and education.

Encourage the addition of observation decks, self-driving RV camps and expressway service areas along national and provincial trunk lines and scenic roads.
