Opinions on further tightening the access management mechanism for tourism projects in our county
In order to fully utilize and protect our county’s rich mountain and water ecological resources, effectively prevent low-level duplication of construction and predatory development behaviors in tourism development, and ensure the sustained, rapid and healthy development of our county’s tourism economy , to ensure the early realization of the development goal of "an eco-tourism county". In accordance with the spirit of "Several Regulations on Tourism Development and Management of Wuning County" and "Opinions on the Eleventh Five-Year Plan for Tourism Development in Wuning County", we will further tighten the standards for tourism projects in our county. Enter the management mechanism to formulate this opinion.
1. Strict tourism project approval procedures. All tourism development projects entering our county must be approved and approved in accordance with the following procedures:
1. Developers go to the Tourism Bureau to consult on tourism development projects;
2. Developers carry out tourism development projects Negotiation, investment environment inspection and project site selection;
3. The developer brings the project development feasibility study report and project application report to the County Tourism Bureau for review;
4. County Tourism Bureau Conduct a preliminary review of the reported tourism development project based on the overall tourism development plan, and approve it after submitting it to the county tourism development leading group for approval;
5. The developer signs a formal investment and development contract with the county government to clarify the tourism The rights and obligations of development;
6. The developer goes to the County Development Planning Committee with the project approval from the County Tourism Bureau and the formal project contract;
7. The developer goes to the technical supervision, soil management, and Forestry, environmental protection and other departments handle relevant procedures such as organization code certificates and land use procedures;
8. The developer plans and designs the project and submits it to the county tourism development leading group for review;
9. The county tourism development leading group organizes tourism, planning, urban construction, environmental protection, forestry, planning and other departments to jointly review the project plan and issue a notice approving the start of construction of the tourism development project. Construction of tourism development projects shall not begin without the consent of the county tourism development leading group.
10. After the tourism development project is completed (or partially completed), apply for acceptance by the county tourism bureau and issue a "Tourism Business License". Tourism development projects that have not obtained the "Tourism Business License" shall not be officially Open to visitors.
2. Strict the entry threshold for tourism projects. Tourism development projects that do not comply with the county's overall tourism development plan will not be approved; the entry of low-grade tourism development projects is strictly controlled. Tourism development projects with an investment of less than 10 million yuan will not be approved in principle unless they are very distinctive. No approval will be granted; priority will be given to tourism development projects with an investment of more than 50 million yuan and high-grade leisure vacation, exhibition business and tourism infrastructure construction.
3. Strictly enforce the performance bond system for tourism development projects. For tourism development projects entering our county, when formally signing a contract, the tourism project development unit must pay a performance deposit of 1% of the investment amount. With the approval of the county tourism development leading group, the performance bond for major tourism development projects worth more than 100 million yuan can be appropriately reduced or postponed. The performance bond will be returned to the investor in installments in accordance with the period and investment ratio stipulated in the tourism development project contract terms. In principle, all deposits will be returned when the project investment reaches more than 50% of the project planning funds.
4. Improve the tracking service and supervision and management mechanism for tourism development projects. In principle, for tourism development projects, the investment attraction unit is the main service responsible unit, and the tourism bureau is the collaborative service unit; the county tourism bureau participates in the investment attraction assessment of tourism projects, and the investment attraction unit is responsible for urging developers to report the actual investment of the project to the tourism bureau every quarter situation; the determination of the actual investment amount of tourism development projects under construction shall be jointly confirmed by the County Investment Promotion Bureau and the County Tourism Bureau.
