Foreign tourists can enter Japan for sightseeing without a visa at the port of call as long as they take the passenger ship designated by the Japanese Minister of Justice in advance, but they must return before the passenger ship leaves Hong Kong.
In other words, as long as your cruise ship is on the list of passenger ships designated by the Japanese Minister of Justice, you can take this ship to Japan without a visa.
As far as I know, at present, all cruise ships departing from China's home port are visa-free, including Royal Caribbean, Costa Cruises, Novozhen Cruises, Princess Cruises, MSC Cruises, Star Cruises and China Tianhai Cruises.
Convenient visa-free measures have brought a large number of cruise tourists to Japan. A cruise ship, ranging from 2,000 to 4,000 people, is vast, and Japanese businessmen who call at the port earn a lot of money. I have been to Fukuoka, Nagasaki, Yokohama, Osaka, Shimizu, Kagoshima, Naha and other Japanese port cities without a visa.

China citizens who travel by cruise to Vietnamese ports also need to apply for visas. If you board the ship through a travel agency, the travel agency will directly apply for the landing visa of the Vietnamese team on the cruise ship.
If Chinese mainland residents go to Hong Kong by cruise, or stay in Hong Kong by cruise, they need to bring their passports, Hong Kong and Macao passes and make Hong Kong endorsements.
