Chapter 1 General Provisions

Chapter 2 Management

Article 9 The people *** of the *** autonomous counties in the reservoir areas are responsible for the overall management of the watershed areas within their own administrative regions. Chapter 3 Protection

Article 14 restricts the following behaviors:

Article 15: Important wetlands, main habitats of animals and plants, steep mountainous areas, isolated islands, water source protection areas, and areas that maintain the stability of water, soil, and reservoir banks in the water flow area shall be designated as protected areas. Interference from human activities should be reduced and avoided in the protected area, and its structure and functions should be protected in a way that preserves its natural state.

Article 16: Areas within the water flow area that are large and have ornamental value or are needed for ecological protection can be used as ecological restoration areas. In the ecological restoration area, by increasing the coverage of flood-resistant perennial vegetation, we can control water and soil erosion in the sink area, reduce land-based non-point source pollution, and play the role of ecological barrier in the sink zone. At the same time, it can improve the biodiversity of wetlands in the water flow area, slow down the ecological homogenization of the water flow area, and ensure that the water flow area has normal and healthy ecological functions.

Article 17: Establish and improve the health and epidemic prevention system in the sink area, and formulate and improve the prevention and control of infectious disease epidemics in the sink zone, early warning and emergency response, epidemic collection and reporting, inspection and evaluation, etc. Sanitation and epidemic prevention treatment should be carried out in areas where vector organisms may breed in the water flow zone to prevent and control the occurrence and spread of infectious diseases and ensure the health of the people in the reservoir area.

Article 18: Establish a long-term mechanism for cleaning and cleaning of the water flow area, strengthen the cleaning and cleaning of the water flow area, and reduce the pollution load entering the warehouse and the number of floating objects on the water surface.

Article 19: For important coastlines adjacent to cities, towns or rural areas with densely populated areas, in accordance with the principles of putting human settlement safety first, giving priority to ecological environment protection, protecting flood control storage capacity, and maintaining bank stability, Plan and carry out comprehensive environmental improvement according to local conditions.

Chapter 4 Usage

Article 20: The use of the slump area adheres to the principles of planning, controlled use, strict approval, and balance between occupation and compensation.

Article 21: Those who temporarily use the sink area for building shanties for business, stacking goods, sand and gravel, engaging in scientific research activities, etc. shall not occupy the storage capacity. Units and individuals that temporarily use the water flow area should be approved by the Three Gorges Reservoir Management Department of *** Autonomous County in the reservoir area, sign a use agreement, and go through the temporary land use approval procedures in accordance with the law before they can use it. The project owner assumes the responsibility of protecting the environment, restoring ecology, preventing and controlling pollution, protecting cultural relics, and preventing and controlling diseases, and cleans up according to the Three Gorges Reservoir bottom cleaning regulations 15 days before the day when the Three Gorges Reservoir is impounded that year.

Article 22: Basic, public welfare and other construction projects that use the water flow area for a long time and do not occupy the reservoir capacity shall be preliminarily verified and reported to the Three Gorges Reservoir Management Department of *** Autonomous County *** Autonomous County in the reservoir area After approval by the Municipal Three Gorges Reservoir Management Department, the relevant municipal *** departments will review and approve it in accordance with their respective responsibilities. Article 23 If the water flow area is used for a long time and the storage capacity is occupied, in addition to complying with the provisions of Article 22 of these Measures, a river-related construction plan should also be prepared and a flood control impact assessment conducted*** If there is an impact on the waterway, a waterway impact assessment*** should be carried out, and an application should be made to the local water administrative department or the Yangtze River Water Conservancy Commission to obtain a water project construction planning consent letter or project construction plan review and approval procedures. Article 25: Take effective measures to strictly control planting behavior in the water flow area. Chapter 5 Penalties and Rewards

Article 26 Violation of Articles 5, 6, 13, 21 and 2 of these Measures Article 12, Article 23, Article 24, Article 25, etc. shall be ordered by the relevant competent authorities to cease the violation. If the conditions for use are met but the procedures are incomplete, the procedures shall be re-applied within a time limit. Article 27 If the use of the sink area is approved in violation of regulations, it shall be rectified and demolished in accordance with the principle of "whoever approves the application shall be responsible".

Article 28: If state functionaries cause adverse consequences due to dereliction of duty, abuse of power, or malpractice for personal gains at work, they shall be held accountable in accordance with relevant regulations; relevant personnel suspected of violating disciplines shall be seriously investigated for violations of disciplines. Responsibility; if it constitutes a crime, criminal responsibility shall be pursued in accordance with the law.

Article 29: Government officials at all levels and staff of relevant departments who make outstanding contributions to the management of water flow areas will be commended and rewarded.

Chapter 6 Supplementary Provisions

Article 30: The Municipal Three Gorges Reservoir Management Department and the people *** of *** autonomous counties in the reservoir areas and counties shall formulate specific implementation rules in accordance with these measures.

Article 31: The Municipal Three Gorges Reservoir Management Department is responsible for the interpretation of these Measures.
