Chapter 1 General Provisions Article 1 In order to strengthen the management and supervision of statistical work and ensure the accuracy and timeliness of statistical data, in accordance with the Statistics Law of the People's Republic of China and relevant laws and regulations, combined with Based on the actual situation of the autonomous region, these regulations are formulated. Article 2 State agencies, social groups, enterprises and institutions, other social organizations, contracted operators and individual industrial and commercial households within the administrative area of ??the autonomous region must provide statistical data to statistical agencies accurately and timely in accordance with the provisions of these regulations.
Mass autonomous organizations and citizens have the obligation to truthfully provide the information required for national and autonomous region statistical surveys. Article 3 The statistical agency of the people's government at or above the county level is the main department of socio-economic information and the center of national economic accounting in its administrative region. It is the statistical supervision and consulting agency of the people's government at all levels. It is the administrative body responsible for national statistical laws, regulations and these regulations. law enforcement agencies. Article 4 The statistical investigation rights, reporting rights, and supervisory rights independently exercised by statistical agencies and statisticians in accordance with the law shall be protected by law.
Statistical institutions and statisticians shall ensure the accuracy and timeliness of statistical data in accordance with the law and keep statistical secrets.
No unit or person may modify the statistical data provided by statistical agencies and statisticians in accordance with statistical laws and regulations, nor may they instruct or force statisticians to modify. Article 5: All units and citizens who report, expose and accuse violations of statistical laws and regulations are protected by law, and no one may retaliate. Chapter 2 Statistical Agencies and Statisticians Article 6 The people's governments at or above the banner and county level must set up independent statistical agencies; the Sumu and township people's governments shall set up statistical workstations or full-time statisticians, and sub-district offices may have part-time statisticians.
Statistical institutions, statistical workstations, and full-time and part-time statisticians shall exercise their powers of statistical management, coordination, supervision, and inspection in accordance with the law. Article 7 All departments, social groups, enterprises and institutions of the people's governments at or above the banner and county level shall set up comprehensive statistical institutions as needed. Units that do not meet the conditions for setting up statistical institutions shall set up comprehensive statistical personnel and designate statistical persons responsible for organizational leadership. and coordinate the statistical work of this unit, this department, and affiliated units within the jurisdiction system. Accept professional guidance from the statistical agency of the local people's government. Article 8: Establish a "statistician qualification certificate" system. All new personnel taking up statistical positions must obtain the Statistician Qualification Certificate. If the current statisticians have not obtained the "Statistician Qualification Certificate", the competent statistical agency will organize training. Those who pass the examination will be issued a "Statistician Qualification Certificate", and those who fail shall be transferred from the statistical position. Article 9 The appointment, removal, and transfer of chief and deputy bureau (department) directors of statistical bureaus (divisions) at or above the county level must obtain the consent of the statistical agency at the next higher level; changes in statistical personnel in sumu, township, and sub-district offices must be subject to the approval of Obtain the consent of the statistical agency of the people's government at the banner and county level.
The transfer of statisticians from enterprises and institutions must obtain the consent of the statistical agency of the superior authority.
When statisticians are transferred from their statistical posts, they must go through the procedures in accordance with the principle of deployment and connection. Article 10: For those who fail to submit statistical data within the time limit stipulated in the statistical system, the statistical agency shall issue a "Statistical Data Reminder Form" to urge the report. The units being urged must submit statistical data within a limited time limit. Article 11 The statistical agencies of the people's governments of autonomous regions, municipalities divided into districts, and league administrative offices shall have internal statistical inspection agencies; the statistical agencies of the people's governments at the banner and county level shall have full-time statistical inspectors, and all competent departments at the banner and county level and above shall have full-time statistical inspectors Large and medium-sized enterprises shall set up statistical inspectors as needed to be responsible for inspecting the implementation of statistical laws and regulations of their affiliated units.
The statistical workstations and full-time and part-time statisticians in Sumu, township, and sub-district offices are responsible for inspecting the implementation of statistical laws and regulations in their respective jurisdictions. Article 12 Statistical inspectors shall be declared by statistical agencies and competent departments at all levels, and shall be examined and approved by the statistical agency at the next higher level.
When performing their tasks, statistical inspectors shall produce the "Statistical Inspection Certificate", which shall be issued by the Statistics Bureau of the Autonomous Region. Article 13 When performing statistical inspection tasks, statistical inspectors have the right to issue a "Statistical Inspection Inquiry Letter". The inspected unit shall truthfully respond to the matters queried within fifteen days from the date of receipt of the "Statistical Inspection Inquiry Letter".
When conducting statistical inspections, statistical inspection agencies and statistical inspectors have the right to inspect the statistical ledgers, original records and related accounting vouchers, accounting books, and accounting statements of the inspected units.
Statistical inspectors shall keep the confidentiality of the units being inspected. Article 14 The statistical agencies of autonomous regions, municipalities divided into districts, and league administrative offices have the right to appoint statistical inspection commissioners with corresponding positions or professional titles to the lower-level statistical agencies to investigate and deal with major impacts in the area on behalf of the appointed agency. and difficult-to-handle cases that violate statistical laws and regulations. Chapter 3 Statistical Survey and Data Management Article 15 The statistical survey form on the basic situation of national economic, social and scientific and technological development of the entire region shall be formulated by the Statistics Bureau of the Autonomous Region.
Professional statistical statements of various competent departments in the autonomous region. Statements issued to the units affiliated to the department must be submitted to the statistics authority of the People's Government of the Autonomous Region for filing. Statements involving other units are subject to review and approval by the statistics authority of the People's Government of the Autonomous Region.
The statistical surveys organized by the statistical agencies of the people's governments at all levels and the competent departments at the next level shall not overlap or conflict with the statistical surveys conducted by the statistical agencies of the people's governments at the higher level and the competent departments at the higher level.
