Chapter I General Provisions Article 1 In order to strengthen the management of on-the-job training of managers and service personnel in tourism enterprises, improve their learning enthusiasm, comprehensively improve the political and professional quality of employees in tourism enterprises, and make the on-the-job training work scientific, institutionalized and standardized, these Provisions are formulated in accordance with relevant national laws and regulations and combined with the reality of tourism. Article 2 The focus of adult education in tourism is on-the-job training. The term "on-the-job training" as mentioned in these Provisions refers to the training for managers and service personnel of tourism enterprises to obtain the qualification of taking up posts (on-the-job), transferring posts and promotion according to the requirements of post work and the adaptive training according to the needs of post work. Article 3 It is the right and obligation of managers and service personnel of tourism enterprises to receive on-the-job training. Tourism administrative departments shall protect the right of managers and service personnel of tourism enterprises to receive on-the-job training according to law; Managers and service personnel of tourism enterprises should receive on-the-job training. Article 4 The on-the-job training of tourism enterprises shall follow the principle of unified leadership and hierarchical management. Article 5 These Provisions shall apply to on-the-job training for managers and service personnel of travel agencies, hotels, travel companies and travel agencies. Chapter II Training Management Article 6 The national tourism administrative department shall uniformly manage the on-the-job training of managers and service personnel of national tourism enterprises:

(a) responsible for the overall planning, principles and policies of job training;

(two) to be responsible for the formulation of job specifications for managers of tourism enterprises and technical grade standards for workers in the tourism industry, to formulate guiding training teaching plans and syllabuses, and to organize the preparation of training materials; According to the "Regulations on Workers Assessment", formulate measures for the training and assessment of workers in the tourism industry;

(three) to be responsible for the training and assessment of the management personnel of large-scale tourism enterprises in China;

(four) to guide and coordinate the on-the-job training of the tourism administrative departments and institutions (units) of provinces, autonomous regions and municipalities directly under the Central Government, and to organize seminars and exchanges on on-the-job training;

(five) to supervise, inspect and evaluate the quality of on-the-job training for managers and service personnel of national tourism enterprises. Article 7 The tourism administrative departments of provinces, autonomous regions and municipalities directly under the Central Government shall uniformly manage the on-the-job training of local tourism enterprises:

(a) responsible for the implementation of local job training plan;

(two) to guide and coordinate the work of local vocational training and training institutions;

(three) to be responsible for the training and assessment of managers below the middle level (including middle level) of large-scale tourism enterprises in the region and managers of small and medium-sized tourism enterprises; According to the "Regulations on Workers' Assessment", it is responsible for the training and assessment of laborers (workers) in conjunction with the local labor department.

(four) to supervise, inspect and evaluate the quality of job training in local tourism enterprises. Eighth tourism enterprises to implement enterprise service personnel on-the-job training, technical level training and assessment.

Tourism enterprises should formulate specific implementation plans for on-the-job training of their own enterprises; According to the relevant laws, regulations and policies of the state, specific provisions and measures for the training, assessment, use, rewards and punishments of managers and service personnel of this enterprise can be formulated. Ninth tourism administrative departments and tourism enterprises should set up training management institutions, equipped with the necessary personnel. Tenth job training should be included in the term goal of tourism enterprise operators, and the tourism administrative department is responsible for the assessment. Chapter III Contents and Methods of Training Article 11 On-the-job training shall adhere to the principles of combining learning with application, teaching according to needs, being flexible and diverse, and paying attention to actual results. Article 12 On-the-job training includes political and ideological, professional ethics, professional knowledge, management ability and practical skills training. Thirteenth job training can take various forms such as teaching, counseling, self-study, discussion and probation, and make full use of modern teaching methods. Chapter IV Qualification Assessment Article 14 On-the-job training and assessment of managers and service personnel of tourism enterprises shall be uniformly led and deployed by the "On-the-job Training Steering Committee of the National Tourism Administration" approved by the national tourism administration department; The corresponding institutions approved by the tourism administrative departments of provinces, autonomous regions and municipalities directly under the Central Government shall be responsible for organizing the implementation. The assessment mentioned in these Provisions refers to the training and assessment of post qualifications. Fifteenth those who pass the examination, the management personnel issued the "National Tourism Industry Management Training Certificate". The "National Tourism Industry Management Post Training Certificate" is uniformly printed by the national tourism administrative department, and the national tourism administrative department and the tourism administrative departments of provinces, autonomous regions and municipalities directly under the Central Government are responsible for issuing it. Service personnel (workers) certificate shall be handled in accordance with the provisions of workers' assessment. Sixteenth gradually implement the system of holding certificates. The job training certificate obtained should be regarded as one of the important bases for the appointment, appointment and promotion of cadres and as a prerequisite for re-election. Since 1993, leading cadres of large and medium-sized tourism enterprises must obtain on-the-job training certificates before they can take up their posts and contract enterprises. The specific time limit for leading cadres of small tourism enterprises and managers below the middle level of various enterprises to take up their posts with certificates shall be determined by the provincial tourism administrative department. Seventeenth foreign-related tourist hotels to apply for star rating, in addition to the relevant provisions of the conditions, management personnel, service personnel on-the-job training assessment qualified rate should also meet the prescribed standards; The qualified rate of on-the-job training and assessment of managers and service personnel of foreign-related tourist hotels rated as stars should reach the prescribed standards within a time limit.

Travel agencies, travel companies, travel service companies and other tourism enterprises, managers and service personnel on-the-job training assessment qualified rate, should also reach the prescribed standards within a time limit.

The prescribed time limit and standards shall be formulated by the national tourism administration department.
