Regulations of Xiuyan Manchu Autonomous County on Tourism Promotion

Article 1 In order to protect and rationally develop and utilize tourism resources and promote the sustained and healthy development of tourism, these Regulations are formulated in accordance with the Tourism Law of the People's Republic of China and relevant laws and regulations, combined with the actual situation of Xiuyan Manchu Autonomous County (hereinafter referred to as the Autonomous County). Article 2 These Regulations shall apply to the protection, development and utilization of tourism resources, the development of tourism activities and the provision of tourism services, as well as the supervision and management of tourism within the administrative area of Autonomous County. The tourism administrative department of the third Autonomous County People's Government shall be responsible for the guidance, coordination, service, supervision and management of tourism development.

Development and reform, ethnic affairs, public security, finance, natural resources, ecological environment, housing and urban and rural construction, transportation, agriculture and rural areas, industry and information technology (service industry), market supervision and other relevant departments shall, according to their respective responsibilities, do a good job in safeguarding and promoting the development of tourism.

The Township People's governments and sub-district offices (parks) where tourism resources are located shall cooperate with relevant departments to do a good job in the service and management of tourism development within their respective jurisdictions. Article 4 Autonomous County tourism development should adhere to the global tourism direction, take xiuyan jade culture as the guide, rely on Manchu culture, landscape culture and red gene culture, vigorously develop tourism+and+tourism, and realize the integrated development of tourism and related industries. Fifth Autonomous County People's Government shall organize the formulation and implementation of tourism development planning according to law.

Tourism development planning approved by the Standing Committee of the Autonomous County People's Congress.

After the tourism development plan is approved, it shall not be changed without authorization. If it is really necessary to change, it shall be submitted for approval in accordance with the original examination and approval procedures.

Compilation of autonomous county land space planning, infrastructure construction planning, ecological construction planning, etc. It should be linked and matched with the tourism development plan.

Autonomous County People's Government shall report the implementation of the tourism development plan to the Standing Committee of the National People's Congress every year. Sixth Autonomous County shall set up a leading group for the development of tourism industry, establish a joint meeting system for the leading group of tourism industry, and make overall decisions and solve important issues and problems in the development of tourism industry. Article 7 Autonomous County People's Government shall set up special funds for tourism development, which shall be included in the fiscal budget for the general survey of tourism resources, the preparation of tourism planning, the construction of tourism facilities, the promotion of tourism products and tourism image, the training of tourism professionals, and the identification of advanced tourism.

Relevant government departments should give priority to supporting tourism industry projects when supporting industrial development and arranging funds. Eighth Autonomous County People's Government shall carry out a general survey of tourism resources, integrate tourism resources, and formulate a catalogue of tourism industry development. Ninth Autonomous County People's government should focus on supporting tourism projects with large investment scale, good comprehensive benefits and strong driving role.

Encourage enterprises to form tourism industry groups and implement joint-stock reform. The government can invest and finance state-owned land, idle state-owned mining areas, factories, state-owned forest farms, public welfare forest areas, mortgage of charging rights, franchise rights, etc. And jointly develop and construct tourism projects. Tenth Autonomous County People's Government shall encourage and support all kinds of market entities to participate in the development and operation of tourism, formulate measures to protect tourism investment, and announce them to the public, and earnestly safeguard and protect the legitimate rights and interests of investment entities. Eleventh Autonomous County to develop tourism industry should focus on building the "Jade Capital of China" brand, explore Xiuyan jade culture, cultivate Xiuyan jade cultural tourism boutique routes, and create a unique Xiuyan jade cultural tourism theme park. Twelfth development and construction projects shall be confirmed by the tourism authorities of the autonomous county according to the tourism development plan of the autonomous county, and then reported to the relevant departments for approval in accordance with the prescribed procedures.

If the existing old factories and warehouses are used to provide tourism services, the land can continue to be used according to the original purpose and land type within five years. Thirteenth Autonomous County People's Government shall give priority to major tourism projects, important tourism infrastructure and public service facilities that meet the planning requirements as major industrial promotion projects and key construction projects of the year.

The construction land of key tourism projects should be given priority in the annual land use index. Fourteenth towns and sub-district offices (parks) should develop rural tourism with local folk customs according to the tourism development plan of Autonomous County.

The development of rural tourism should be combined with beautiful countryside, small towns with tourism characteristics, pastoral complexes, water conservancy facilities and forestry ecological construction. Article 15 Autonomous County People's Government shall co-ordinate relevant agricultural financial funds, foster the development of leisure agriculture and rural tourism, support the improvement of village appearance, and improve the basic service facilities of rural tourism. Sixteenth to encourage and support rural collective economic organizations to use rural collective land to operate independently according to law or to set up tourism enterprises by means of land use rights, joint ventures, etc.

Encourage rural residents to use their own houses, courtyards and contracted land to carry out rural tourism business activities in accordance with the planning requirements and the nature of land use. Fire, health, market supervision, public security, agriculture and other relevant departments should do a good job in guiding services.

Encourage the establishment of associations such as homestays and farmhouses.

Autonomous county tourism authorities regularly carry out activities such as homestay tourism demonstration units, star-rated farmhouses, Xiuyan signature dishes and characteristic picking gardens. Seventeenth Autonomous County People's Government shall establish a tourism information sharing and service mechanism, improve the tourism basic information big data platform, and promote the development of smart tourism.

Tourism authorities shall, jointly with relevant departments and scenic spot management agencies, carry out tourism public welfare propaganda and provide tourists with information services such as tourism projects, tourism products, tourism routes, accommodation and reception, meteorology, etc.

Autonomous County shall establish a tourism distribution center, set up a special tourist line, provide tourist buses and provide tour guide services.
