The provincial coupons that consumers receive on the cooperative e-commerce platform can only be used to purchase the designated products of the e-commerce platform and cannot be used in combination with other municipal cultural travel coupons.

article 5 during the activities in the consumption season, consumers can apply for provincial coupons on the cooperative e-commerce platform in the consumption season, and use and query the successfully applied provincial coupons on the platform.

Article 6 Provincial consumer vouchers are divided into general vouchers and directional vouchers with different denominations such as 1 yuan, 2 yuan, 3 yuan, 5 yuan, 7 yuan, 1 yuan and 2 yuan. Universal coupons can be used to purchase products and services such as books, newspapers, movies, videos, digital culture, cultural and creative derivatives, cultural entertainment, traditional crafts, art training, stationery, cultural experience, etc. Directional coupons can be used to buy cultural performances, tickets for scenic spots in Shandong Province and products sold on tourist routes and directional activities. Provincial coupons cannot be exchanged for cash and cannot be transferred.

Article 7 Provincial vouchers are electronic vouchers collected from the e-commerce platform cooperated by the Organizing Committee. In principle, the validity period is 48 hours, and consumers can use them normally within the validity period. After the expiration, they will be automatically invalidated. The invalidated provincial vouchers do not account for the total amount of provincial vouchers collected by consumers.

article 8 when the sales of products are deducted from provincial coupons, it shall not exceed the specified proportion of the single consumption turnover. The proportion of subsidies for products and services such as scenic spot tickets, tourist routes, books, newspapers, movies, videos, digital culture, cultural and creative derivatives, cultural entertainment, traditional crafts, art training, stationery, cultural experience, etc. using provincial-level coupons shall not exceed 2% of the product price; The proportion of subsidies for the use of provincial-level coupons for theatrical products shall not exceed 5% of the selling price of the products. article 9 when consumers spend money on the platform and enjoy subsidies by using provincial coupons, whether they spend money online on the e-commerce platform or offline in a physical store, they need to place orders and pay through the online platform.

when consumers spend on the cooperative e-commerce platform, they go to the relevant pages of culture, performing arts and tourism consumption, select related culture, performing arts and tourism products or services, go to the payment page, make choices according to the prompts on the e-commerce platform page, and use provincial-level coupons. The settlement system automatically makes corresponding deduction, and the consumer pays the balance to complete the use of provincial coupons, and chooses logistics express delivery to the door or pick up the goods at the store.

when consumers go offline for consumption, they can experience the purchase of cultural, performing arts and tourism products and services on the spot, scan the product QR code to read the product information of the cooperative e-commerce platform, enter the payment page, make a choice according to the prompts on the e-commerce platform page, use the provincial-level coupons, and the settlement system will automatically deduct the corresponding amount, so as to complete the use of the provincial-level coupons. For the service category, they can choose the offline pick-up method to experience directly on the spot, and for the product category, they can choose the logistics express delivery to the door or the store to pick up the goods.

article 1 once the provincial coupons are used, the system will mark the coupons as "used".

article 11 if consumers return goods, the provincial coupons used in their consumption process will be automatically invalidated, and the invalidated provincial coupons will not account for the total amount of provincial coupons collected by consumers. The refund amount is the amount actually paid by the consumer, excluding the deduction part of provincial coupons.

article 12 when the provincial coupons cannot be used due to irresistible factors such as system failure, power or communication interruption, abnormal network, etc., the cooperative platform and merchants shall promptly explain the situation to consumers and provide corresponding help.
