Chapter 1 General Provisions

Article 1 In order to strengthen the assessment and management of the quality level of tourist attractions, improve the service quality and management level of tourist attractions, establish a good image of the tourist attraction industry, and promote tourism In order to ensure the sustainable development of the industry, these measures are formulated in accordance with relevant national laws and regulations and the national standard "Classification and Assessment of Quality Grades of Tourist Attractions" and relevant assessment rules of the People's Republic of China.

Article 2 The tourist attractions referred to in these Measures refer to tourist attractions that can receive tourists, have functions such as viewing and recreation, culture and entertainment, have corresponding tourism service facilities and provide corresponding tourism services, and have relatively complete management Systematic tourist area.

The application, assessment, management and responsibility handling of quality levels of tourist attractions shall apply to these Measures.

Article 3 All tourist attractions that have been officially opened for more than one year in the People's Republic of China can apply for quality grade. The quality level of tourist attractions is divided into five levels, from low to high: 1A, 2A, 3A, 4A, and 5A.

Article 4 The quality level management of tourist attractions shall follow the principles of voluntary declaration, graded assessment, dynamic management, people-oriented and sustainable development.

Article 5 The tourism administrative department of the State Council is responsible for the preparation and revision of the quality rating standards and assessment rules for tourist attractions, and is responsible for the management and supervision of the implementation of the quality rating standards for tourist attractions nationwide.

The tourism administrative departments of the people's governments of each province, autonomous region, and municipality directly under the Central Government are responsible for the management and supervision of the implementation of the quality grade assessment standards for tourist attractions within their respective administrative regions.

Chapter 2 Assessment Institutions and Certificate Labels

Article 6 The tourism administrative department of the State Council shall organize the establishment of the National Tourist Attractions Quality Rating Committee, which shall be responsible for the organization of the national tourist attractions quality rating work. and implement, authorize and supervise tourist attraction quality rating agencies at the provincial level and below to carry out assessment work.

The tourism administrative departments of the people's governments of each province, autonomous region, and municipality directly under the Central Government shall organize and establish a quality rating committee for tourist attractions in their region. They shall be responsible for the quality rating of tourist attractions within their respective administrative regions in accordance with the authorization of the National Tourist Attractions Quality Rating Committee. organization and implementation.

Article 7 The provincial tourist attractions quality rating committee shall promptly report to the national tourist attractions quality rating committee the composition and changes of the members of the rating committees and their offices at all levels.

Article 8 The Provincial Tourist Attractions Quality Rating Committee must comprehensively grasp the new additions and changes of tourist attractions at all levels in the region, implement dynamic management, and assess the quality level of tourist attractions at all levels in the region at the end of June and December each year. The name and number of tourist attractions shall be reported to the National Tourist Attractions Quality Grade Assessment Committee for record.

Article 9 If the quality rating committee for tourist attractions at or below the provincial level neglects its duties and fails to carry out its work as required, the superior rating agency may revoke the rating authority it has obtained.

Article 10. The signs and certificates of quality grades of tourist attractions shall be uniformly produced by the National Tourist Attractions Quality Grade Assessment Committee and issued by the corresponding assessment agencies. Tourist attractions should correctly indicate their levels in external publicity materials. Quality grade signs of tourist attractions must be placed in a prominent position at the main entrance of tourist attractions.

Article 11 Tourist attractions may make their own solemn, eye-catching, concise and generous quality grade signs as needed. The signs must be consistent with the characteristics of the scenic spots in terms of shape, material, color, etc.

Chapter 3 Application and Assessment

Article 12: The provincial tourist attraction quality rating committees authorized by the National Tourist Attractions Quality Rating Committee are responsible for tourist attractions rated 3A and below. For assessment, the provincial-level tourist attractions assessment committee may re-authorize the city-level tourist attractions assessment committee where conditions are ripe.

4A-level tourist attractions are recommended by the provincial tourist attractions quality rating committee and organized by the national tourist attractions quality rating committee.

5A-level tourist attractions are generated from 4A-level tourist attractions. Tourist attractions that have been announced as 4A-level tourist attractions for more than three years can apply for 5A-level tourist attractions. 5A-level tourist attractions are recommended by the provincial tourist attractions quality rating committee and organized by the national tourist attractions quality rating committee.

Article 13 To apply for tourist attractions of 3A level and below, the local tourist attraction assessment agency shall submit the assessment application report, "Tourist Attraction Quality Grade Assessment Report" and creation materials step by step. Provincial or authorized prefecture-level and municipal-level tourist attraction assessment agencies organize assessments, directly announce the scenic spots that meet the standards, issue certificates and signs, and report them to the National Tourist Attractions Quality Rating Committee for record.

Article 14 To apply for a 4A-level tourist attraction, the local tourist attraction assessment agency shall submit application reports, "Tourist Scenic Area Quality Grade Assessment Report" and creation materials step by step to the provincial tourist attraction assessment agency. Scenic spots that have passed the initial assessment will be submitted by the provincial tourist attraction assessment agency to the National Tourist Attractions Quality Rating Committee. Article 15 To apply for a 5A-level tourist attraction, the local tourist attraction assessment agency shall submit the application report, "Tourist Attraction Quality Grade Assessment Report" and creation materials (including electronic versions) step by step. For scenic spots that pass the preliminary evaluation, the provincial tourist attraction evaluation agency will submit recommendations to the National Tourist Attraction Quality Rating Committee.

Article 16 The National Tourist Attractions Quality Rating Committee’s evaluation procedures for applying for 5A-level tourist attractions are as follows:

(1) Document review. The National Tourist Attractions Quality Rating Committee conducts a comprehensive review of the scenic spot application materials in accordance with the scenic spot evaluation standards and detailed rules. The review content includes the scenic spot name, scope, management organization, rules and regulations, and development status. Scenic spots that pass the review will enter the landscape assessment process. Scenic spots that fail the review can apply for re-examination after one year.

(2) Landscape value evaluation. The National Tourist Attractions Quality Rating Committee formed an evaluation group composed of experts in relevant fields to listen to the statements of the declared scenic spots, adopt a differential voting method, and evaluate the scenic spot's resource attractiveness and market influence. The evaluation content includes the scenic spot's viewing and recreational value, historical culture Scientific value, popularity, reputation and market radiation, etc. Scenic spots that pass the landscape evaluation will enter the on-site inspection stage. Scenic spots that fail the landscape evaluation can apply for reexamination after two years.

(3) On-site inspection. The National Tourist Attractions Quality Rating Committee organizes national inspectors to set up an assessment team to conduct on-site inspections of the service quality and environmental quality of scenic spots through unannounced visits. The inspection content includes basic service facilities such as transportation in scenic spots, and public service facilities such as safety and sanitation. , tourist service facilities such as guided tours and shopping, e-commerce and other network service systems, and the protection of history, culture and natural environment, and guiding tourists to travel in a civilized manner. Scenic spots that meet the standards for on-site inspection will enter the social publicity process. Scenic spots that fail to meet the standards can apply for on-site inspection again after one year.

(4) Social publicity. The National Tourist Attractions Quality Rating Committee will publicize the scenic spots that meet the standards for seven working days on the China Tourism Network. Tourist attractions with no major objections or major complaints during the publicity stage will pass the publicity. If there are major objections or major complaints, the National Tourist Attractions Quality Rating Committee will conduct verification and investigation and make corresponding decisions.

(5) Publish announcements. For scenic spots that have been announced as having no major objections or major complaints, the National Tourist Attractions Quality Rating Committee will issue a quality rating announcement and issue certificates and signs.

Article 17 Tourist attractions of each quality level must comply with the requirements of the national statistical department and the tourism administrative department, implement the "Tourism Statistical Survey System", and submit relevant statistical data and information on tourist attractions on time to ensure Authenticity and accuracy of data.

Chapter 4 Inspectors

Article 18 On-site work for quality grade assessment of tourist attractions shall be undertaken by inspectors with corresponding qualifications. The quality grade assessment inspectors of tourist attractions are divided into national-level inspectors and local-level inspectors.

Article 19: Tourist attraction quality grade assessment inspectors must be proficient in national standards and relevant detailed rules, be familiar with scenic area construction management knowledge, have high professional level, rich practical experience, and strictly abide by the assessment work specifications (see appendix ), strong sense of work responsibility.

Article 20 The inspectors for the quality grade assessment of tourist attractions shall be composed of professionals in the research and management of tourist attractions, relevant personnel from member units of tourist attraction associations, and relevant personnel from scenic spot assessment agencies.

Article 21: Inspectors for quality assessment of tourist attractions shall be appointed through graded training. National-level inspectors are trained by the National Tourist Attractions Quality Rating Committee, and are appointed and issued certificates after approval by the tourism administrative department of the State Council. Local-level inspectors are appointed and issued certificates by the provincial-level Tourist Attractions Quality Rating Committee.

Article 22: National and local inspectors will review the quality rating of tourist attractions every three years. Inspectors who make major work errors, fail to work according to work specifications, fail to assume corresponding work responsibilities, or are no longer suitable for the assessment of tourist attractions due to various reasons will not pass the review and their qualifications as tourist attraction inspectors will be cancelled.

Chapter 5 Management and Supervision

Article 23 The tourist attraction quality rating agencies at all levels shall conduct supervision, inspection and review of the rated tourist attractions. Supervision and inspection are carried out through key spot inspections, regular open inspections and irregular unannounced visits, as well as social surveys and listening to tourists' feedback.

Article 24 The National Tourist Attractions Quality Rating Committee is responsible for establishing a national tourist attraction dynamic monitoring and tourist evaluation system and a scenic spot information management system to systematically collect information and tourist evaluation opinions as a supervision and inspection of tourist attractions. and one of the basis for review.

Article 25: Low praise rate from tourists, poor social response, major safety accidents, major complaints from tourists that are found to be true upon investigation, failure to submit data information on time or filling in false information Scenic spots will be dealt with accordingly depending on the circumstances.

Article 26 The review work of 4A-level and lower scenic spots is mainly organized and implemented by the provincial quality rating committee. The review is divided into annual review and five-year assessment review. The annual review adopts In the form of spot checks, the review rate shall not be less than 10%. The review work of 5A-level tourist attractions is carried out by the National Tourist Attractions Quality Rating Committee, and the annual review rate is not less than 10%. Those who fail to meet the requirements after review will be dealt with accordingly depending on the circumstances.

Article 27 Methods for dealing with scenic spots include issuing warning notices, notifying criticism, downgrading or canceling the grade.

After receiving a warning notice, a notice of criticism, or a notice of downgrade or cancellation, a tourist attraction must make serious rectifications and report the rectifications to the corresponding rating agency within the prescribed period.

Article 28: After a tourist attraction is issued a warning notice and criticized, if it still fails to meet the standards at the expiration of the rectification period, the level will be downgraded or cancelled. Any tourist attraction whose quality level has been downgraded or canceled shall not apply for a new level within one year from the date of downgrading or cancellation.

Article 29 The tourist attraction quality grade assessment committee has the following powers to issue warning notices, circulate criticisms, reduce or cancel grades:

1. Tourism in provinces, autonomous regions and municipalities directly under the Central Government The Scenic Area Quality Rating Committee has the power to issue warning notices, notices of criticism, reduce or cancel the level of tourist attractions rated 3A or below that fail to meet the standards, and report them to the National Tourist Attractions Quality Rating Committee for record.

2. The tourist attraction quality rating committees of provinces, autonomous regions and municipalities directly under the Central Government have the right to issue warning notices and criticisms to 4A-level tourist attractions that fail to meet the standards, and report them to the National Tourist Attractions Quality Rating Committee Filing. If a 4A-level tourist attraction needs to be downgraded or canceled, it must be reported to the National Tourist Attractions Quality Rating Committee for approval, and the National Tourist Attractions Quality Rating Committee will make an announcement to the public.

3. The National Tourist Attractions Quality Rating Committee will deal with 5A-level tourist attractions that fail to meet the standards accordingly.

4. The National Tourist Attractions Quality Rating Committee has the power to issue warning notices, circulate criticisms, downgrade or cancel grade notices for tourist attractions at all levels that fail to meet the standards.

Chapter 6 Supplementary Provisions

Article 30 The National Tourism Administration is responsible for the interpretation of these Measures.

Article 31 These Measures shall come into effect on May 1, 2012.
