Fishery experiment: During the period of 1999, Nanhai Fisheries Bureau, Nanhai Fisheries Research Institute and Lingao Branch of Hainan Fishery Company cooperated in the experiment of cultivating high-grade fish in mischief reef lagoon, and achieved initial results, but it was forced to stop in 2000 due to financial problems.

Zhang Donghai agreed without much consideration. After more than two years of feasibility studies and related procedures, in 2006, Zhang Donghai came to mischief reef for experimental farming.

At 3pm on June 29th, 2007, Dong Zhang Kelp arrived in mischief reef with 9 working boats (2 supply boats, 2 fishing boats, 3 light boats and 2 trawlers) and 85 crew members.
