Article 1 In order to strengthen the management of luggage carried by foreign guests who come to Shaanxi for tourism and invited visits, and ensure the personal and property safety of passengers, these Provisions are formulated in accordance with the relevant provisions of the state and combined with the actual situation of this province. Article 2 These Provisions shall apply to all civil aviation stations, travel agencies, hotels, restaurants, guest houses, organs, organizations, schools, enterprises and institutions in this province that are responsible for transporting and receiving foreigners who come to Shaanxi for tourism. Article 3 All hotels, restaurants and guest houses that receive foreign guests (hereinafter referred to as hotels) shall abide by the provisions of the Measures for the Administration of Public Security in Hotel Industry approved by the Ministry of Public Security of the State Council and the Implementation Rules for the Administration of Public Security in Hotel Industry in Shaanxi Province approved by the provincial people's government. Article 4 Hotels, travel agencies and other reception units shall designate escorts or baggage porters and storekeepers to be responsible for the safety management of the luggage entrusted by foreign guests, and implement the contract responsibility system for safety management according to the principle of combining responsibility, rights and interests. Article 5 All hotels should set up luggage rooms, storage rooms or lockers to keep the luggage and belongings left by foreign guests in a unified way, and establish a system of checking, registering, receiving and handing over, so as to prevent the wrong collar, fraudulent use, loss, damage and theft, and prevent inflammable and explosive dangerous goods from being carried in the luggage.

Civil aviation stations, travel agencies and hotels must establish a strict handover and acceptance system when accepting the luggage entrusted by tourism and visiting groups for transportation and storage. The handling personnel of both parties shall count the number of luggage pieces, check the number of luggage tags and check whether the locks and seals are in good condition, and the handling personnel shall sign the handover form. If there are any abnormal phenomena such as broken seals and damaged luggage, it must be indicated on the hand-over sheet and the luggage should be tied with a "exemption" sign. In case of errors, loss, damage and other accidents when picking up luggage, tourist and visiting groups should immediately report to the forwarding and escrow unit. Both parties should find out the situation, distinguish responsibilities and fill in records as the basis for whether to claim compensation. Article 6 Civil aviation stations, travel agencies and hotels must be faithful and reliable in handing over, consigning, loading and unloading and keeping the luggage of tourists and visiting groups. Before taking up their posts, their conduct must be carefully examined, and after taking up their posts, they should be regularly educated in law-abiding and professional ethics, and strictly managed and assessed. If you find any misconduct, you should be transferred immediately.

Bellmen and stevedores should take good care of foreign guests' luggage, and handle it in a civilized way during handover, consignment, loading and unloading and storage, and handle it with care and keep it properly. No littering or rough handling. Article 7 When the tour group leaves the hotel, the accompanying staff of the reception unit shall inform the foreign guests not to carry cash, confidential documents and valuable, fragile, inflammable and explosive articles in their luggage, and the luggage must be locked and sealed, and urge the foreign guests to handle it according to the regulations. The bellman can refuse the unlocked and sealed baggage and hand it over to the civil aviation for inspection. The reception unit and the accompanying personnel shall be responsible for the loss of luggage and articles caused by unlocking and sealing. Article 8 When the foreign guests invited to visit the delegation leave the hotel, the accompanying staff of the reception unit shall be responsible for urging the foreign guests to lock their checked baggage, deliver it to the airport in advance according to the time stipulated by civil aviation, handle the consignment handover procedures with the civil aviation transportation department, count the number of pieces and sign them by both parties. The civil aviation transportation department refused to check the unlocked luggage. Damaged luggage and incorrect number of pieces should be recorded. Damaged luggage should be hung with the "exemption" sign of the civil aviation transportation department. Article 9 When a travel agency picks up or drops off the luggage of a tour group, it must send a special car and be escorted by two porters. Vehicles must have safety facilities, no non-escorts, no detours or stops on the way to prevent the luggage from getting out of control. Article 10 A civil aviation airport shall set up a collective luggage storage area and a loading and unloading area, establish safety protection facilities and implement strict management. Eleventh civil aviation stations, travel agencies, hotels, responsible persons and security departments, should always check the luggage safety management of tourists and visiting foreign guests received by their own units, find problems and solve them in time. Twelfth public security departments should supervise the civil aviation stations, travel agencies and hotels to do a good job in the safety management of the luggage of tourists and visiting foreign guests. If unsafe factors are found, rectification opinions should be put forward in time to improve within a time limit. If no correction is made within the time limit, the public security organ may issue an unsafe warning or order it to suspend business for rectification. Thirteenth units and individuals that have made remarkable achievements in the luggage safety management of foreign tourists and visiting guests shall be commended and rewarded by the competent departments and units.

Fourteenth in violation of the provisions of any of the following circumstances, by the competent department of the unit directly responsible or the parties, according to the seriousness of the case, were given criticism and education, administrative disciplinary action, or by the public security organs to give public security detention, 200 yuan fine or warning; Those who violate the criminal law shall be investigated for criminal responsibility according to law.

(1) Failing to pay attention to the luggage safety management of tourists and visiting foreign guests or neglecting their duties, resulting in unsafe accidents or criminal cases;

(2) Units and individuals whose luggage is stolen or lost due to imperfect safety management system, unclear handover procedures and improper storage;

(3) Deliberately failing to report or cover up a crime or deliberately concealing the truth of the accident;

(4) Ignoring the unsafe warning letter issued by the public security organ, refusing to implement the rectification requirements, and failing to implement the rectification measures within the time limit, which seriously endangers the luggage safety of foreign tourists and visiting guests.

All fines shall be handed over to the financial department and shall not be used for other purposes.
