In the middle and late 1990s, there was basically no way to restrict foreign investment in China's hotel market. At that time, there were clear statistics in the annual tourism statistics, including wholly-owned and foreign-funded hotels, which not only allowed foreign hotels to hire foreign managers, but also allowed foreign businessmen to set up hotel management companies in China to directly export technology and hotel management personnel; Travel agencies allow foreign businessmen to come to the region for joint ventures, but they do not limit the overall business volume and the established areas.
