Article 7 The registered capital of a travel agency shall meet the following requirements: (1) For international travel agencies, the registered capital shall not be less than 1.5 million yuan; (2) For domestic travel agencies, the registered capital shall not be less than 300,000 yuan. Article 8 When applying to establish a travel agency, a quality guarantee deposit shall be paid to the tourism administrative department in accordance with the following standards: (1) If an international travel agency operates inbound tourism business, it shall pay RMB 600,000; if it operates outbound tourism business, it shall pay RMB 1 million; ( 2) Domestic travel agencies, pay RMB 100,000. The quality guarantee deposit and the interest generated during the period under the management of the tourism administrative department belong to the travel agency; the tourism administrative department can withdraw a certain proportion of management fees from the interest in accordance with relevant national regulations. Article 9 To apply for the establishment of an international travel agency, an application shall be submitted to the tourism management department of the people's government of the province, autonomous region, or municipality directly under the Central Government where it is located; after review and approval by the tourism management department of the people's government of the province, autonomous region, or municipality directly under the Central Government, it shall be submitted to the tourism administrative department of the State Council for review. approve. To apply for the establishment of a domestic travel agency, you must apply for approval from the tourism management department of the province, autonomous region, or municipality where you are located. Those who have not obtained the "Travel Agency Business License" are not allowed to engage in tourism business. Article 13 If a travel agency changes its business scope, it shall go through the change registration procedures with the industrial and commercial administrative department after being reviewed and approved by the original tourism administrative department. If a travel agency changes its name, business location, legal representative, etc., or ceases operations, it shall go to the industrial and commercial administrative department to handle the corresponding change registration or deregistration, and file it with the original tourism administrative department that reviewed and approved it. Article 14 The tourism administrative department shall implement an announcement system for travel agencies. Announcements include opening announcements, name change announcements, business scope change announcements, business closure announcements, and license revocation announcements. Article 15 If a travel agency receives more than 100,000 tourists every year, it may establish a branch without legal person status (hereinafter referred to as a branch). For each branch established by an international travel agency, it shall increase its registered capital by RMB 750,000 and pay an additional quality guarantee deposit of RMB 300,000; for each domestic travel agency that establishes a branch, it shall increase its registered capital by RMB 150,000 and pay an additional quality guarantee deposit of RMB 50,000. Travel agencies and their branches shall implement unified management, unified finance, unified solicitation, and unified reception. Branches established by travel agencies shall be subject to the supervision and management of the tourism management departments of the local people's governments at or above the county level where they are located. Article 16 Foreign travel agencies that establish permanent offices within the territory of the People's Republic of China must obtain approval from the tourism administrative department of the State Council. The permanent offices of foreign travel agencies can only engage in tourism consultation, liaison and publicity activities, and are not allowed to operate tourism business.
