Why do some colleges and universities in Xi 'an choose to set up branch schools in Chang 'an District, rather than other places?
The development of Xi city has always been unbalanced. According to legend, the southern suburbs with Yanta District as the core were planned as cultural areas or university areas when planning Xi at that time. Generally speaking, some universities in Xi 'an are also located in the south of Xi 'an city center, which seems to confirm this statement. The famous An 'an South Road takes this street as its axis and is surrounded by Chang 'an University, xi 'an Medical College (later merged into An Jiaotong University), Xi 'an Academy of Fine Arts, Shaanxi Institute of Finance and Economics (merged into Jiaotong University), northwest university of politics and law, Xi 'an Foreign Studies University, Petroleum University, Shaanxi Normal University, Xi 'an Institute of Statistics (now renamed Xi 'an University of Finance and Economics) and many other universities. The southern suburb of Xi 'an (old name) where these schools are located is the fastest growing place in Xi 'an. In the middle and late 1990s, the original campus was surrounded by residential areas, which seriously restricted the development space of each school. Therefore, these colleges and universities began to look for new development space.
It is rumored that some colleges and universities did not determine Chang 'an District (formerly Chang 'an County) as the address of the new campus at that time, but chose Huyi District (formerly Huxian County) and Chang 'an District farther away. Later, because the policy of Huyi District at that time was far less generous than that of Chang 'an District, many schools chose Chang 'an as the foothold of the new campus. This is of course some inadequate folklore.
In fact, when colleges and universities choose Chang 'an District, I think the biggest possibility is the distance. Chang 'an District is the closest place to Xi 'an and the best school environment (Chang 'an District was the most convenient place around Xi 'an before the county was changed). Some people may raise objections. I admit that this view may be a bit narrow, but I think it is true.
We can analyze several areas around Xi 'an where university towns may be established in the middle and late 1990s.
First of all, let's talk about the grass beach area closest to Xi 'an. Caotan area is located in the south of Weihe River. At that time, there were several famous large enterprises such as Huashan Factory and Hongqi Machinery Factory. Under the circumstances at that time, these old state-owned enterprises occupied a large area and there was no possibility of selling them for the time being. Moreover, at that time, most areas in the northern suburbs of Xi 'an, especially the area north of the railway, were in poor security, and many criminal cases and organizations with underworld nature (such as the famous Xi 'an Wei Zhenhai Gang) shocked the whole country. As a university, this is by no means the best place.
The second is the eastern suburb of Xi 'an. At that time, there were many enterprises in the eastern suburbs, and the Chanhe River and Bahe River all passed through here. Hedong is a high white deer plain. For people at that time, there was still not enough space. If you cross Bailuyuan to Lintong, Lintong is famous for its terracotta warriors and horses. At that time, you need to take the Xitong Expressway to Lintong. It takes nearly an hour if you don't take the expressway, so it's not the first choice.
The third is the western suburb of Xi 'an. At that time, the infrastructure conditions in the western suburbs of Xi were very poor. Even now, the vast area west of the West Third Ring Road is still relatively closed. At that time, there was a school in Xi 'an, near the present West Third Ring Road. It takes nearly an hour to get there from Wujiafen area of Chang 'an Road, which is the most concentrated area of colleges and universities. So it's not convenient.
The fourth is Chang 'an in the southern suburbs of Xi 'an. At that time, it was convenient to go to the location of Chang 'an University City, with good road conditions and buses. The famous Xi 'an 2 10 National Road (Xifeng Road, formerly known as Xiwan Road) and the roads leading to the tourist attractions in Qinling are numerous and smooth, which makes it take about 30 to 40 minutes to reach the old campuses of many universities. However, the disadvantage is that the university town was very secluded at that time. Bus No.600 is a legend in the history of Xi 'an public transportation, galloping between the old and new campuses of the university at an amazing speed. In addition, it is close to Zhong Nanshan, and for scholars in China, the artistic conception of "picking chrysanthemums under the hedge and seeing Nanshan leisurely" is still very desirable.
In addition, there is a famous effect called herding effect, which mainly means that people will have herd mentality. Once Chang 'an University Town becomes famous, it is inevitable that some universities will follow.
These are just personal feelings. There must be many mistakes. Welcome to correct me.
My home is in Xi 'an Chang 'an District. Let me talk about my personal opinion.
In the past, the southern suburb of xi 'an was a gathering area of colleges and universities, which concentrated 80% of colleges and universities in Xi 'an, such as Northwest University, Northwestern Polytechnical University, Northwest Institute of Telecommunication Engineering, Shaanxi Normal University, northwest university of politics and law, Xi International Studies University and so on. Chang 'an District is located in the south of Xi 'an and the northern foot of Qinling Mountains, with a vast area, near the southern suburbs, few industrial enterprises and beautiful environment, which is an ideal place for colleges and universities to expand their enrollment.
In June 2002, the ecological, scientific, educational and cultural new cities set up Chang 'an, and set up the University Construction Coordination Office, and established Chang 'an University Park, which was later changed to the Western University Town, providing services such as planning, land acquisition and infrastructure construction for universities to attract investment in the park. At that time, there was a large-scale enrollment expansion in colleges and universities, and it was urgent to build a new campus. In addition, the distance between the two places is very close and the transportation is convenient, which is conducive to commuting and contact between the new and old campuses.
By 20 10, 33 universities have settled in the western university town (including 2 military schools and some private universities), which has concentrated the vast majority of universities in Xi, changed the regional population structure, stimulated popularity and promoted some consumption. However, because the logistics group of colleges and universities has guaranteed the logistics supply of schools, the introduction of colleges and universities has only sold a part of the land at one time, unlike the annual harvest of leeks (taxes) by industrial and commercial enterprises, which seems to have little impact on the economy, so some people vomit: a rooster has been introduced-it just can't lay eggs!
There are two modes for choosing a university site. One is to live in a city, such as a school in China or Italy. The other is away from noise, located in mountainous areas and small towns, such as schools in Britain and America. With the expansion of university enrollment, the number of students is increasing, and many universities have begun to set up branch schools, which has also broken the tradition of choosing the above locations. Many universities located in cities began to set up branches in the surrounding areas. However, for campus site selection, most of them follow the following principles:
Proximity principle
The principle of proximity is the most important thing to run a branch school. Almost all the universities established in Xi 'an Chang 'an District are located in the southern suburbs of Xi 'an City. After Chang 'an County was divided into districts and became Chang 'an District, it further expanded and deepened the plate layout of the southern suburbs of Xi 'an.
Take northwest university of politics and law, Xi University of Posts and Telecommunications and Shaanxi Normal University, which entered Chang 'an District earlier, as examples. Our schools are all located in Xi 'an Chang 'an South Road. Many universities will gradually teach undergraduates and postgraduates in different campuses after establishing branch campuses. But in the early stage, because of many key laboratories or other reasons, it is inevitable that many students from the new campus will go back to their campus for one or two classes a week or a month. At this time, proximity shows an advantage.
Land supply
Setting up a branch school is the cooperation between the university itself and the regional manager to which the branch school address belongs. As we all know, the construction of universities must be carried out on the land of education. This requires the local government to set aside a piece of land for education, and the original site of the university that set up a branch school in Chang 'an District is actually farmers' cultivated land. The local government must first complete the unified requisition of farmers' cultivated land, and then turn the land into educational land, so as to complete the college entrance.
Why choose Chang 'an District?
On June 2, 2002, Chang 'an District was zoned with an area of 1.580 square kilometers, which is ten times the area of Yanta District. Around 2003, Xi University of Posts and Telecommunications, northwest university of politics and law and Shaanxi Normal University officially moved into Chang 'an Campus. The reason why the above schools choose Chang 'an District is nothing more than that: it is close to the headquarters school, and the Chang 'an District government can provide educational land to accommodate so many colleges and universities.
2065438+In May 2007, xi University of Posts and Telecommunications, Northwest University, Shaanxi Normal University, Xi International Studies University and northwest university of politics and law jointly established the "Chang 'an Alliance" of Shaanxi universities.
Chang 'an District is close to the main city, with flat terrain, which is conducive to large-scale construction. There are also Shaanxi Normal University, Northwest Political Science and Law, and the outer courtyard are all in the southern suburbs. Chang 'an Campus is close to the school headquarters, which is conducive to the development of all work.
Go north and cross the Weihe River. There is basically no surplus land to use in the east-west direction.
Some universities in Xi 'an set up campuses in Chang 'an District for several reasons.
The first is the strategic layout and planning of Shaanxi Province. According to the development of economic construction and urban planning, Shaanxi Province has set up a university cultural and educational area and a university town in Chang 'an District, which is convenient for concentrating superior educational resources and exchanging needed goods. Learn from each other. Complement each other and facilitate unified management.
Second, the unique human and geographical environment in Chang 'an District. Chang 'an District has been a developed area in China since ancient times. In the history of China, there are many politicians and military strategists. A writer. Poets have lived in Chang 'an, a hot land, and Chang 'an District has a profound cultural background. "Picking chrysanthemums under the east fence, leisurely see Nanshan". Chang 'an District is a place full of poetic rhyme and cultural background.
Thirdly, the traffic location of Chang 'an District is close to the main city of Xi, which is convenient for the connection between the teaching management of the branch school and the main campus. With the rapid economic development and the promotion of the Belt and Road strategy, Chang 'an District has been integrated into the development pattern of the main urban area of Xi. Northwest university of politics and law, xi International Studies University, Xi University of Posts and Telecommunications, Shaanxi Normal University and other universities have moved into the university town in Chang 'an District of Xi, forming a gratifying situation in which all parties compete for embroidery and a hundred schools of thought contend.
To sum up, it is very scientific to design a university town in Chang 'an District, which is also conducive to the improvement and development of exchanges between universities.
Most colleges and universities in Xi 'an have branch campuses, and a large part of these branch campuses are located in Chang 'an District in the south of Xi 'an, which is influenced by many factors.
First, it is close to the old campus.
There are many colleges and universities in Xi 'an, and most of their old campuses are located in beilin district and Yanta District in the south of Xi 'an. These colleges and universities may want to build the Xue Xin campus near the old campus, so that commuting between the old campus and the new campus is much more convenient.
If there is an old campus and a new campus in colleges and universities, it is often necessary to commute between them, so if a new campus is built, the distance between the old campus and the old campus should be considered. When some colleges and universities build new and old campuses, undergraduates often live in the new campus and graduate students live in the old campus. When this happens, there will often be a college student, an undergraduate in the new campus, and a graduate student in the old campus. Teachers often have to commute between two campuses. At this time, if the distance between the two campuses is not particularly far, it is convenient for teachers to travel. Some universities are old campuses, and there are several specific colleges in the new campus, but the whole school must manage so many colleges and campuses. At this time, if the distribution distance between the two campuses is not particularly far, it is more convenient for schools to manage these campuses.
Second, there is plenty of land.
When Xi 'an's colleges and universities are building a new campus, it is the time when Chang 'an County is divided into districts. At this time, Xi 'an urban area is also developing slowly to the south, and the cultivated land area in Chang 'an District is still relatively sufficient. There is a large area of arable land from the South Third Ring Road in Xi to the foot of Qinling Mountains, which provides a lot of land guarantee for the construction of the new campus of Xi universities. From my personal visit to Xi 'an universities, or from satellite maps, we can see that the new campuses built by Xi 'an universities are often particularly large and relatively empty, while the old campuses in urban areas are often cramped and the roads are relatively narrow.
Third, policy attraction.
It is also because Chang 'an County is divided into regions, and this region also needs to introduce a large number of universities to promote the development of this region, which makes Chang 'an District attract those universities in Xi 'an and set up new campuses in this region, while those universities in Xi 'an are located in crowded urban areas and want to expand their own schools. The needs of Chang 'an District and universities coincide.
Fourth, the traditional development direction before Xi 'an.
During the Republic of China, Xi 'an was still in the city wall, and then it began to develop slowly, but the main development direction was south, and then Xi 'an developed to the South Third Ring Road. It may be that at the stage when Xi 'an universities choose to build new campuses, Xi 'an's main development direction is still south, which leads to so many universities choosing to build new campuses in the whole region. However, the development direction of Xi 'an hotspot now is the direction of Xixian New Area to the west and north.
The transportation is relatively convenient and the land price is cheap.
Chang' an District has been a dependency of Chang' an since ancient times, known as the capital city, with convenient geographical transportation. Since ancient times, it has been the home of relatives of the royal family in Fan Chuan and Shanglinyuan, a royal hunting ground, and there are many ancestral temples of China Buddhism and other cultural gatherings. Zhong Nanshan in the south has beautiful natural scenery, which is the best choice for urban development of university campus. It has little to do with who or what policy.
According to the development plan of Xi City, Chang 'an District can't catch up with Xixian New Area, and the new campus of Jiaotong University seems to be in Xixian New Area!
The cheap land near the main city is mainly concentrated in Qu Wei, the capital city bounded by the Western Avenue. The low price of Yanta in Nan Chang 'an Road is far from the low price, even if the demolition and resettlement standards vary greatly.
