Measures of Zaozhuang City on the Implementation of the "Regulations on Protection and Management of the Ancient City of Taierzhuang, Shandong Province" (2021 revision)

Article 1: In order to strengthen the protection and management of the ancient city of Taierzhuang, these measures are formulated in accordance with the "Regulations on the Protection and Management of the Ancient City of Taierzhuang in Shandong Province" and relevant laws and regulations. Article 2 Those engaged in construction, protection, management, operation, sightseeing, cultural and other activities in Taierzhuang Ancient City and related areas must abide by these Measures. Article 3 The Taierzhuang Ancient City Protection and Management Agency is an agency dispatched by the Zaozhuang Municipal People's Government. It is specifically responsible for the protection and management of Taierzhuang Ancient City and performs the following duties:

(1) Promote and implement relevant laws, regulations, and rules;< /p>

(2) Concretely implement various planning and protection measures for the ancient city of Taierzhuang;

(3) Organize research and organize the anti-Japanese war culture, canal culture, and Lunan culture of the ancient city of Taierzhuang;

(4) Exercise relatively centralized administrative penalty power in accordance with the law;

(5) Other work related to the protection and management of the ancient city of Taierzhuang. Article 4 The protection and management agency of Taierzhuang Ancient City concentrates on city appearance and environmental sanitation, urban planning, urban greening, municipal administration, environmental protection, public place sanitation, cultural relic protection, cultural market, price, food safety management and fishery management in Taierzhuang Ancient City. The right to administrative penalties stipulated in laws, regulations and rules regarding electric fish or poisonous fish at work.

After the above-mentioned administrative penalty power is relatively centralized, the protection and management agency of Taierzhuang Ancient City exercises the power of administrative coercive measures and law enforcement supervision and inspection power stipulated in relevant laws, regulations and rules in accordance with the law. Article 5 The municipal judicial administrative department shall supervise and guide the protection and management agencies of Taierzhuang Ancient City to exercise relatively centralized administrative penalty powers in accordance with the law.

The municipal finance department should include the funds required for the protection and management of Taierzhuang Ancient City in the financial budget.

The municipal development and reform, natural resources and planning, ecological environment, housing and urban and rural construction, agriculture and rural areas, culture and tourism, health, market supervision and other departments should strengthen the business guidance of Taierzhuang ancient city protection and management agencies , perform other duties in addition to the relatively concentrated power of administrative punishment in accordance with the law.

The Taierzhuang District People’s Government should cooperate with the Taierzhuang Ancient City Protection and Management Agency in the protection and management of Taierzhuang Ancient City. Article 6 The protection and management agency of Taierzhuang Ancient City may entrust the relevant departments of the Taierzhuang District People's Government to exercise relatively concentrated administrative penalty powers in the area outside the city walls of Taierzhuang Ancient City (east of Kangning Road, south of the ancient canal, and north of the north embankment of the canal). Article 7 The Taierzhuang Ancient City Protection and Management Agency and the Taierzhuang District People's Government shall establish a joint law enforcement working mechanism and a joint office mechanism of relevant departments stationed at the site, and strengthen the supervision of the entire process of administrative licensing, supervision and inspection, and administrative penalties.

The Taierzhuang Ancient City Protection and Management Agency and the Taierzhuang District People’s Government should establish an information sharing mechanism for the Taierzhuang Ancient City Scenic Area. Taierzhuang Ancient City operating agencies should report and submit Taierzhuang Ancient City scenic spot information in a timely manner. Article 8 The Municipal People's Government sets up special protection funds for the ancient city of Taierzhuang, which are used exclusively for the protection of the ancient city of Taierzhuang and may not be used for other purposes.

Special protection funds are composed of Taierzhuang Ancient City operating income, Taierzhuang District financial budget, national special subsidy funds, private capital investment, social donations and other funds raised in accordance with the law.

The operating agency of Taierzhuang Ancient City should set aside a certain proportion of operating income as special protection funds every year in accordance with regulations.

Special protection funds are managed in a special account and are used by Taierzhuang Ancient City investment institutions. They should be reported and publicized once a year and accepted the supervision of Taierzhuang Ancient City Protection Management Agency. Article 9 The protection and management agency of Taierzhuang Ancient City shall organize the research and sorting out the Anti-Japanese War culture, canal culture and Lunan culture of Taierzhuang Ancient City. The culture and tourism departments should provide support and cooperation.

The operating agencies of Taierzhuang Ancient City should pay attention to the cultural construction and cultural display of Taierzhuang Ancient City, strengthen the improvement of the quality of cultural spaces and cultural facilities such as streets, bridges, temples and cultural exhibition halls in Taierzhuang Ancient City, and form a cultural brand of Taierzhuang Ancient City. Article 10 Buildings, structures, roads, revetments, docks, water systems and other facilities in Taierzhuang Ancient City are not allowed to be repaired or reconstructed without authorization; if repairs or modifications are really needed, relevant units and individuals should submit implementation plans to the protection and management agency of Taierzhuang Ancient City.

The implementation plan shall include the following contents:

(1) Maintenance and transformation overview;

(2) Qualification certificate of the construction unit;

(4) List of materials used for repairs and renovations;

(5) Specific measures to ensure construction quality and safety;

(6) Other contents stipulated in laws, regulations and rules. Article 11 Units and individuals engaged in business operations in Taierzhuang Ancient City shall engage in business activities in designated locations and scopes in accordance with the industrial structure and layout planning of Taierzhuang Ancient City. Article 12 Units and individuals engaged in business in Taierzhuang Ancient City shall submit shop decoration plans to the protection and management agency of Taierzhuang Ancient City, and decorate their shops in accordance with the shop decoration management requirements of Taierzhuang Ancient City.

The store decoration plan should incorporate the concepts of Anti-Japanese War culture, Canal culture, and Lunan culture, including the following contents:

(1) Construction drawings and design renderings;

(3) Construction plans for water supply and drainage, oil fume treatment and external facilities;
