What management does the state exercise on tour guides?

The state implements scoring management and annual assessment management for tour guides.

Two National Tourism Decisions on Amending the Implementation Measures for the Management of Tour Guides have decided to make the following amendments to the Implementation Measures for the Management of Tour Guides, which shall come into force as of July 3, 2005:

Scoring management of tour guides

Article 12 The State shall exercise scoring management over tour guides. The tourism administrative department of the State Council is responsible for formulating the scoring management policy for tour guides nationwide, and organizing the implementation, supervision and inspection. Provincial tourism administrative departments shall be responsible for organizing, implementing, supervising and inspecting the scoring management of tour guides within their respective administrative areas. The local tourism administrative departments shall be responsible for the specific implementation of the scoring management of tour guides within their respective administrative areas.

Thirteenth tour guides scoring method to implement the annual 10 scoring system. Fourteenth tour guides in any of the following circumstances, deduction 10 points:

(a) words and deeds that harm national interests and national dignity;

(2) luring or arranging tourists to participate in pornography, gambling and drug activities;

(three) there are acts of beating or insulting tourists;

(4) Deceiving or coercing tourists to spend;

(five) continue to engage in tour guide business without passing the annual examination;

(six) due to their own reasons, causing great harm and loss to the tour group.

Fifteenth tour guides in any of the following circumstances, deducted 8 points:

(1) Refusing, evading inspection or deceiving inspectors;

(two) unauthorized increase or decrease of tourism projects;

(three) unauthorized termination of tour guide activities;

(four) the explanation is mixed with vulgar, obscene and superstitious content;

(five) without the appointment of a travel agency, or in any other way directly contracting the tour guide business.

Sixteenth tour guides in any of the following circumstances, deducted 6 points:

(1) Selling commodities to tourists or buying commodities from tourists;

(2) Asking tourists for tips in an express or implied way;

(three) due to their own reasons, they failed to connect or send the tour group by mistake;

(four) the quality of the explanation is poor or not;

(5) Lending the tour guide card to others for use;

(six) the occurrence of major safety accidents, do not actively cooperate with the relevant departments to rescue.

Seventeenth tour guides in any of the following circumstances, deducted 4 points:

(1) Traveling with a group without permission;

(two) do not participate in collective activities without reason;

(three) engaged in tour guide activities without wearing a tour guide card or a tour guide card;

(four) do not respect the religious beliefs and national customs of tourists.

Eighteenth tour guides in the tour activities in any of the following circumstances, deducted 2 points:

(a) did not arrive at the post according to the prescribed time;

(two) 10 or more team did not play the flag of the reception organization;

(three) did not carry a formal reception plan;

(four) the station does not display the logo of the hotel agency;

(five) the instrument and dress are not neat;

(6) Smoking or eating during the explanation.

Article 19 After a tour guide is deducted 10, the tourism administrative law enforcement unit that deducted the points at last temporarily suspends his tour guide card, issues a certificate of keeping the tour guide card, and notifies the tourism administrative department and the registered unit where the tour guide is located within 10. The tour guide who is taking the group will complete the rest of the tour with the detention certificate issued by the tourism law enforcement unit.

Twentieth illegal acts of tour guides, in addition to deducting their corresponding scores, should be punished according to law and punished according to relevant laws. After the tour guide has passed the annual examination, the annual examination unit shall cancel its remaining scores and re-count them into the initial scores.

Article 21 tourism administrative law enforcement personnel who neglect their duties, fail to deduct points or arbitrarily punish them in accordance with the provisions, shall be criticized and informed by the tourism administrative department at a higher level, and the tourism administrative department at the same level shall give administrative sanctions.

Second, the annual inspection management of tour guides

Article 22 The State shall implement an annual audit system for tour guides. Tour guides must attend the annual review. The State Council Tourism Administration Department is responsible for formulating the annual inspection policy for tour guides nationwide, organizing the implementation, supervision and inspection. Provincial tourism administrative departments are responsible for organizing and guiding the annual inspection of tour guides within their respective administrative areas, and supervising and inspecting them. The local tourism administrative department is responsible for organizing and implementing the annual inspection of tour guides.

Twenty-third annual assessment is mainly based on evaluation, and the evaluation contents shall include: tour guide business, deduction, acceptance of administrative punishment and tourists' feedback in that year. There are three kinds of evaluation grades: passing the annual review, suspending the annual review and failing the annual review.

Article 24 If the score of 10 is deducted at one time, the annual review will not be passed. If the accumulated penalty points reach 10, the annual review will be suspended. Deduct 8 points at a time and report to the whole industry. Deduct 6 points at a time, and give a warning and criticism. Those who have been suspended from passing the annual review can only be re-employed after training and rectification.

Twenty-fifth tour guides must participate in the annual training organized by the local tourism administration department. Training time should be arranged flexibly according to the needs of tour guide business. The annual cumulative training time shall not be less than 56 hours.

Article 26 Travel agencies or tour guide management agencies shall establish files for registered tour guides, provide on-the-job training and guidance for tour guides, establish an internal management mechanism for inspection, assessment, reward and punishment of tour guides, accept and handle complaints against tour guides, and be responsible for the preliminary evaluation of annual tour guides.
