Foreword

At the beginning of the new century, the international situation continues to undergo profound and complex changes, and globalization is developing in depth. Peace and development are still the themes of today's era. Maintaining peace, promoting development and strengthening cooperation are the common aspirations of people of all countries and an irresistible historical trend. At the same time, uncertainties and unstable factors in the international situation have increased, and various security issues are intertwined. The issue of peace has not yet been resolved, and the issue of development has become more prominent.

China is the largest developing country in the world. It pursues peaceful development and pursues an independent foreign policy of peace. It is willing to develop friendly relations, enhance friendship and strengthen cooperation with all countries on the basis of the Five Principles of Peace, and promote world peace and stability and common prosperity of all countries.

Africa is the continent with the largest concentration of developing countries and an important force for world peace and development. Under the new situation, the traditional friendly relations between China and Africa are facing new opportunities for development. China's policy document on Africa aims to declare China's policy objectives and measures towards Africa, plan bilateral cooperation in various fields in the coming period, and push the long-term stable development of China-Africa relations and mutually beneficial cooperation to a new level.

Part I Status and Role of Africa

Africa has a long history, vast territory, abundant resources and great development potential. After a long struggle, the African people broke free from the shackles of colonial rule, eradicated the apartheid system, won independence and liberation, and made great contributions to the progress of human civilization.

after independence, African countries actively explore development paths suited to their national conditions, unite and strengthen themselves, and seek peace, stability and development. Thanks to the concerted efforts of African countries and the Organization of African Unity/African Union, the political situation in Africa is generally stable, regional conflicts are gradually resolved, and the economy is growing year after year. The New Partnership for Africa's Development has outlined a grand blueprint for Africa's revitalization and development. African countries actively participate in South-South cooperation, promote North-South dialogue and play an increasingly important role in international affairs.

Africa's development still faces many challenges. As long as African countries persist in their efforts and the international community continues to support them, Africa will be able to overcome difficulties and achieve rejuvenation in the new century.

Part II Relations between China and Africa

China-Africa friendship has a long history and a solid foundation. China and Africa have similar historical experiences, and have always sympathized with and supported each other in the struggle for national liberation, and have forged a profound friendship.

The founding of New China and the independence of African countries have ushered in a new era of China-Africa relations. For more than half a century, the political relations between the two sides have been close, high-level visits have been frequent, personnel exchanges have been frequent, economic and trade relations have developed rapidly, cooperation in other fields has been fruitful, and consultation and coordination in international affairs have been strengthened day by day. China has provided assistance to African countries within its capacity, and African countries have also given China a lot of strong support.

sincere friendship, equality and mutual benefit, unity and cooperation, and common development are the principles of China-Africa exchanges and cooperation, and they are also the driving force for China-Africa relations to last forever.

Part III China's Africa Policy

Strengthening unity and cooperation with African countries has always been an important part of China's independent foreign policy of peace. China unswervingly inherits and carries forward the tradition of China-Africa friendship, and from the fundamental interests of the Chinese people and the African people, establishes and develops a new strategic partnership with African countries based on political equality and mutual trust, economic cooperation and cultural exchanges and mutual learning. The general principles and objectives of China's Africa policy are:

Adhere to the Five Principles of Peace, respect African countries' independent choice of development path, and support African countries to strengthen themselves through unity. -mutual benefit, * * * with prosperity. Support African countries to develop their economies and build their countries, carry out various forms of cooperation with African countries in the fields of economy, trade and social development, and promote common development.

The one-China principle is the political basis for China to establish and develop relations with African countries and regional organizations. The Government of China appreciates that most African countries adhere to the one-China principle, do not develop official relations and exchanges with Taiwan Province, and support the great cause of China's reunification. China is willing to establish and develop state relations with countries that have not established diplomatic relations on the basis of the one-China principle.

Part IV Strengthening China-Africa all-round cooperation

I. Political aspects

(1) High-level exchanges

Maintain the momentum of exchange visits and dialogue between Chinese and African leaders, strengthen communication, deepen friendship and enhance mutual understanding and trust.

(II) Legislature exchanges The China National People's Congress and African parliaments and pan-African parliaments have strengthened multi-level and multi-channel friendly exchanges on the basis of mutual respect, deepening understanding and developing cooperation.

(III) Political Party Exchanges

On the basis of the principles of independence, complete equality, mutual respect and non-interference in each other's internal affairs, China's * * * production party conducts various forms of exchanges with friendly political parties and political organizations in African countries to enhance understanding and friendship and seek trust and cooperation.

(IV) Consultation mechanism

Establish and improve mechanisms between China and African countries, such as national bilateral committees, political consultations of the Ministry of Foreign Affairs, joint (mixed) committees for economic and trade cooperation, and mixed committees for science and technology, so as to promote the institutionalization of dialogue and consultation between the two sides in a flexible and pragmatic way.

(5) Cooperation in international affairs continues to strengthen the unity and cooperation between China and Africa in international affairs, and they often exchange views and coordinate their positions on major international and regional issues, and support each other on major issues involving their respective national sovereignty, territorial integrity, national dignity and human rights. China supports African countries to participate in international affairs on an equal footing, and is committed to strengthening the role of the United Nations, safeguarding the purposes and principles of the Charter of the United Nations, establishing a new international political and economic order that is just, reasonable, equal and mutually beneficial, promoting the democratization and rule of law in international relations, and safeguarding the legitimate rights and interests of developing countries. (VI) Exchanges between local governments The central government of China attaches importance to exchanges between local governments in China and Africa, actively supports the establishment of sister provinces, states or cities, and promotes exchanges and cooperation between the two sides in local development and governance.

II. Economy

(1) Trade

The China government will take active measures to facilitate more African products to enter the China market, and earnestly implement the duty-free treatment for some African least developed countries' exports to China, so as to expand and balance bilateral trade and optimize the trade structure. We should properly resolve trade differences and frictions through multilateral and bilateral friendly consultations, mutual understanding and mutual accommodation. Promote the establishment of "China-Africa Joint Chamber of Commerce and Industry" by the business circles of both sides. China is willing to sign free trade agreements with African countries or regional organizations when conditions are ripe.

(II) Investment

The China government encourages and supports China enterprises to invest in Africa, and continues to provide preferential loans and preferential export buyer's credit for this purpose, and is willing to explore new ways and means to promote investment cooperation with African countries. Continue to formulate and improve relevant policies, strengthen guidance, pay attention to services and provide convenience. African enterprises are welcome to invest in China. Continue to negotiate and implement the Agreement on Bilateral Investment Promotion and Protection and the Agreement on Avoidance of Double Taxation with African countries, create a good investment cooperation environment with African countries, and protect the legitimate rights and interests of investors from both sides.

(III) Financial Cooperation

Actively develop the cooperative relationship between China and Africa in the financial field. China government supports financial institutions in China to strengthen exchanges and cooperation with financial institutions in African countries and regions.

(IV) Agricultural Cooperation

We will continue to carry out multi-level, multi-channel and multi-form agricultural cooperation and exchanges between China and Africa. Focus on strengthening cooperation in land development, agricultural planting, breeding technology, food security, agricultural machinery, agricultural and sideline products processing and other fields. Strengthen agricultural technology cooperation, actively carry out practical agricultural technology training, and establish agricultural technology test and demonstration projects in Africa. Accelerate the formulation of China-Africa agricultural cooperation plan.

(V) Infrastructure construction Strengthen China-Africa cooperation in infrastructure construction such as transportation, communication, water conservancy and electric power. China government actively supports China enterprises to participate in infrastructure construction in African countries, further expands the business scale of non-contracted projects, and gradually establishes multi-bilateral cooperation mechanisms for non-contracted projects. Strengthen cooperation in technology and management, focusing on helping African countries improve their independent development capabilities.

(VI) Resource cooperation

Strengthen information exchange and cooperation between China and Africa in the field of resources. The Government of China encourages and supports powerful China enterprises to develop and rationally utilize resources with African countries in various forms in accordance with the principles of mutual benefit and common development, so as to help African countries turn their resource advantages into competitive advantages and promote the sustainable development of African countries and regions.

(VII) Tourism Cooperation

Actively implement the work of China citizens organizing tours to some African countries, and according to the requirements and practical feasibility of African countries, more African countries will be listed as "outbound tourist destinations for China citizens organizing tours". China welcomes citizens from African countries to visit China.

(VIII) Debt Relief

The China government is willing to continue to help relevant African countries solve and reduce their debts to China through friendly consultations. Continue to call on the international community, especially the developed countries, to take more substantive actions on debt relief for African countries.

(IX) Economic assistance

According to its own financial resources and economic development, the China government will continue to provide and gradually increase assistance to African countries within its capacity and without political conditions.

(X) Multilateral cooperation

Strengthen consultation and coordination between China and Africa in multilateral economic, trade and financial institutions and systems, * * * and urge the United Nations and other international organizations to pay more attention to development issues, promote South-South cooperation, promote the establishment of a fair and reasonable multilateral trading system, and expand the voice and decision-making power of developing countries in international financial affairs. The Government of China is willing to strengthen cooperation with other countries and international organizations to support the development of Africa and contribute to the achievement of the Millennium Development Goals in Africa.

III. Teaching, science, culture, health and society

(1) Human resources development and educational cooperation

Give full play to the role of the "African Human Resources Development Fund" established by the China government in training African talents. According to the actual needs of African countries, we should set priorities, expand areas, increase investment and improve actual results.

Continue to exchange students with Africa. China will appropriately increase the number of government scholarships. Continue to send aid teachers to Africa. Help African countries to carry out Chinese teaching. Implement educational assistance projects to promote the development of weak disciplines in Africa. Strengthen cooperation in vocational and technical education and distance education. Encourage exchanges and cooperation between educational and academic institutions of both sides.

(II) Scientific and technological cooperation

Promote China-Africa cooperation in applied research, technology development and achievement transfer on the principle of mutual respect, complementary advantages and benefit sharing. Strengthen scientific and technological cooperation in the fields of agricultural biotechnology, solar energy utilization technology, geological exploration and mining technology, and new drug research and development, which are of common interest to both sides. Continue to hold practical technical training courses for African countries and carry out technical assistance demonstration projects. Actively promote the popularization and application of China's scientific and technological achievements and advanced and applicable technologies in Africa.

(III) Cultural exchanges

Implement the cultural cooperation agreements and related implementation plans signed with African countries, maintain regular exchanges between the cultural authorities of the two sides, and strengthen exchanges between cultural, artistic and sports professionals of the two sides. According to the cultural exchanges between the two sides and the needs of the market, actively guide and promote non-governmental organizations and institutions to carry out various forms of cultural exchange activities.

(IV) Medical and health cooperation

Promote the exchange of medical and health personnel and related information between the two sides. China will continue to send medical teams to African countries, provide medicines and medical material assistance, and help African countries to establish and improve medical facilities and train medical personnel. Strengthen exchanges and cooperation with African countries in the prevention and treatment of AIDS, malaria and other infectious diseases, research and application of traditional medicine, and public health emergency mechanism.

(V) News Cooperation

Encourage the news media of both sides to carry out multi-level and multi-form exchanges and cooperation, enhance mutual understanding, and comprehensively and objectively report each other's situation. Strengthen the contact and communication between the relevant government departments of both sides, exchange experience in handling relations with domestic and foreign media, and provide guidance and convenience for media exchanges.

(VI) Administrative cooperation

Carry out exchanges and cooperation in the construction of civil service system, public administration reform and personnel training in government departments, and explore the establishment of a personnel administration exchange and cooperation mechanism between China and Africa.

(VII) Consular cooperation

Consular consultations are held with African countries regularly or irregularly, and friendly discussions are held on issues that need to be solved urgently or are of common concern in bilateral or multilateral consular relations, so as to enhance understanding and promote cooperation. Facilitate personnel exchanges between the two sides and ensure the safety of expatriates from both sides.

(8) People-to-people exchanges

Encourage and actively guide people-to-people exchanges between China and Africa, especially among young people and women, so as to enhance understanding, trust and cooperation between the two peoples. Encourage and guide volunteers to serve in African countries.

IX) Environmental Cooperation

Strengthen technical exchanges and actively promote cooperation between China and Africa in environmental protection fields such as climate change, water resources protection, desertification control and biodiversity.

(X) Disaster Reduction, Relief and Humanitarian Assistance

Actively carry out personnel exchanges, training and technical cooperation in the field of disaster reduction and relief. China will actively respond to the urgent humanitarian assistance requests of African countries, and encourage and support China Red Cross and other non-governmental organizations to carry out exchanges and cooperation with relevant groups in African countries.

IV. Peace and security

(1) Military cooperation

Close high-level military exchanges between the two sides and actively carry out military professional and technical exchanges and cooperation. China will continue to assist African countries in training military personnel, support African countries in strengthening national defense and army building, and safeguard their own security.

(II) Conflict Resolution and Peacekeeping Operations

Support the active efforts of regional organizations such as the African Union and relevant countries to resolve regional conflicts and provide assistance within their capabilities. Actively push the UN Security Council to pay attention to and help solve conflicts in Africa, and continue to support and participate in UN peacekeeping operations in Africa.

(III) Judicial and police cooperation

Promote exchanges and cooperation between judicial and law enforcement departments of both sides, and learn from each other in legal system construction and judicial reform. * * * Together with improving the ability to prevent, detect and combat crimes, we will work together to combat transnational organized crimes and corruption crimes. Strengthen cooperation between the two sides in judicial assistance, extradition and repatriation of criminal suspects. Close exchanges and cooperation with African countries' immigration authorities in punishing illegal immigrants, strengthen the communication of immigration management information, and establish efficient and smooth channels for information exchange.

(4) Non-traditional security

Strengthen information exchange and explore effective ways and means to deepen cooperation in the field of non-traditional security, such as combating terrorism, small arms smuggling, drug trafficking and transnational economic crimes, so as to improve the ability to deal with non-traditional security threats.

Part V Forum on China-Africa Cooperation and its Follow-up

The Forum on China-Africa Cooperation, founded in p>2, has become an effective mechanism for collective dialogue and multilateral cooperation between China and Africa, and has built an important framework and platform for a long-term stable, equal and mutually beneficial new partnership between China and Africa.
