Who is the insured of travel agency liability insurance?

In the Regulations on Travel Agency Liability Insurance (hereinafter referred to as the Regulations) issued by the National Tourism Administration on May, 20065438, only tourists are defined as the insured, and "the travel agency should bear the responsibility for the personal and property damage of tourists" is insured, but tour guides or group leaders cannot enjoy the regulations. Many travel agencies feel very helpless about this, so they can only handle other insurance for tour guides and tour leaders, which increases their expenses out of thin air. Some travel agencies have reached an agreement with insurance companies privately to treat tour guides and tour leaders as tourists, but once an insurance accident occurs, it is very likely to lead to contradictions and disputes.

The new "Measures" clearly stipulates that "the insurance liability of travel agency liability insurance includes the personal injury and property loss liability of tourists and the personal injury and death liability of tour guides or team leaders appointed by travel agencies to provide services for tourists." Since then, tour guides and tour leaders have naturally become the insured.
