Yantai: General Instructions for Public Recruitment of Staff in Municipal Institutions in 2008
I. Scope and Conditions of Recruitment
The applicant shall meet the following conditions:
(1) Having China nationality and enjoying the political rights of citizens;
(two) support the leadership of China * * * production party, love socialism;
(three) law-abiding, moral integrity, with the spirit of serving the people;
(4) Being in good health, and meeting the standards for entry medical examination;
(5) Graduates with bachelor's degree or above in colleges and universities in 2008 are not restricted by their origin and household registration; In 2008, graduates from full-time colleges and universities with college education and technical secondary school education must be students in Yantai; Among the non-2008 fresh graduates, the national "2 1 1 Project" graduates who have not been employed during their career choice, the Yantai Shengyuan graduates who have not been employed during their career choice, and the returned overseas students who have not been employed since 2007 can apply for the positions of recruiting fresh graduates. The fresh graduates who take the exam must graduate before the end of July 2008, and the returned students must obtain the graduation certificate and degree certificate recognized by the Ministry of Education before the end of July 2008;
(6) Other qualifications required for the recruitment position.
The major included in the academic certificate should be consistent with the professional requirements of the post. Applicants cannot apply for departments or positions that should avoid relatives. Directional and entrusted training graduates must obtain the consent of the directional and entrusted training units before they can apply for the exam. Graduates who have signed employment agreements in 2008 need the employer to issue a certificate of consent to enter the examination. Primary and secondary school teachers must obtain the consent of the administrative department of education at or above the county level.
Full-time ordinary colleges and universities are not fresh graduates, active servicemen, persons who have received criminal punishment and have been expelled from public office, persons who were found to have cheated in the open recruitment examinations for civil servants and institutions at all levels from 2005 to 2007, and persons who are not allowed to enter the examination according to laws and regulations are not allowed to enter the examination.
Second, registration and qualification examination
(1) Registration
Registration takes the form of unified time, online registration, online preliminary examination and online payment.

Specific measures are:
1, Online Registration: Applicants log on to the designated registration website, click "Online Registration", enter the online registration system, truthfully fill in and submit personal application information, and upload recent 1 inch bareheaded front photos. The uploaded photos should be legible. Each person is limited to one post. If the applicant logs in and fills in the registration information several times before the preliminary qualification examination, the last filling will automatically replace the previous filling information. Once the registration qualification has passed the preliminary examination, it shall not be changed. The auditing organ will keep the applicant's registration information for reference during qualification examination.
2. Online preliminary examination: The competent department of the employing unit shall organize the online preliminary examination within the specified time, check the online registration during the registration period, conduct the qualification preliminary examination on the applicant the day before according to the information submitted by the applicant, and publish the preliminary examination results on the websites of various departments. During the online registration period, the competent department of each employer shall designate a special person to be responsible for the preliminary examination and statistical work, and shall not rest on holidays. Those who meet the recruitment requirements shall not refuse to register; For those who do not meet the registration conditions and fail the preliminary examination, the reasons shall be explained; If the information is incomplete, the missing content shall be indicated and returned to the applicant for supplement; If the applicant's information is not processed within 48 hours, it shall be deemed as having passed the preliminary examination. Applicants who have objections to the preliminary registration results can report to the supervision telephone designated by the Ministry of Personnel before July 20 12. Failure to report to the personnel department within the prescribed time limit shall be deemed as consent. The registration system was automatically closed at 24: 00 on July 17.
3. Online payment: After the applicants submit their application information online, they can log on to the registration website 24 hours later to check the preliminary examination results of registration qualifications. Those who passed the preliminary qualification examination will log on to Yantai Personnel Examination Network () on July 20th, 65432+0/6th, and pay online. Failing to go through the online payment procedures within the time limit shall be deemed as giving up. According to Lu Jiafei's letter [2008] 13, the standard of written examination fee is: 40 yuan for each subject. After the payment is successful, download and print the Registration Form for Open Recruitment of Public Institutions in Yantai City and the Commitment Letter for Credibility of Staff in Public Institutions, and log on to the website to download and print the admission ticket from July 24th to 25th. The admission ticket does not need to be stamped. After the applicants print the admission ticket, they will inquire about the examination place according to the requirements of the admission ticket.
There is no need to pay the internet fee for poor rural college students, urban subsistence allowances and applicants in the 5. 12 earthquake-stricken areas who intend to enjoy the relevant examination fee reduction and exemption. The above-mentioned personnel can go through the confirmation and exemption procedures in July 18-19 by themselves or by entrusting others to the Talent Development and Mobility Section of the Municipal Personnel Bureau (No.6 Furong Road, Laishan). According to the relevant regulations, the graduates selected by our province to participate in the western plan of college students' voluntary service and the "one village (community) one college student project" and "three supports and one support" will pass the examination after the service expires, and those who apply for Yantai institutions within three years will get a total score of 5 points in the written test. After the online registration and payment of the above-mentioned personnel are completed, the applicant himself will go through the bonus examination procedures at the Talent Development and Mobility Section of Yantai Personnel Bureau (No.6 Furong Road, Laishan) from July 20 to 23, 2008. When the "three supports and one support" college students go through the examination and approval procedures for extra points, in addition to the registration certificate issued by the employment agency in charge of graduates in that year, they should also issue the Notice of Recruitment issued by the Shandong Provincial "three supports and one support" work coordination management office. Graduates who participate in the volunteer service program for college students in the western region should issue the certification materials for the assessment of the Communist Youth League Committee, and graduates who are transferred to rural services should issue the certification materials for the assessment of the personnel department of the party committee and government at or above the county level. Applicants who meet the conditions of bonus points shall be examined and confirmed by the municipal personnel department, and bonus points shall be implemented after online publicity without objection. If the examination procedures for bonus points are not completed within the specified time and the relevant certification materials are incomplete, no bonus points will be given; Those who practise fraud will be disqualified once verified.
After the registration, if the final number of applicants is less than 3 times of the planned number, the recruitment plan will be correspondingly reduced according to the ratio of 1:3. With the approval of the municipal organization and personnel department, some majors in short supply may relax the registration conditions or the proportion of applicants.
(2) Qualification examination
The qualification examination of candidates runs through the whole recruitment process. Those who enter the interview must submit relevant certification materials, written examination admission ticket, registration form for public recruiters in institutions in Yantai, letter of commitment of honesty signed by staff of institutions and 2-inch recent bareheaded photos of the same edition to the lobby on the second floor of Yantai Talent Market (No.61South Street, Zhifu District) within the specified time (the specific time will be notified separately, please visit Yantai Personnel Establishment Information Network for enquiry). Relevant certification materials include: graduates who were unemployed in the current year and were in the period of choosing jobs, and returned overseas students, who need to submit: academic credentials, degree certificates, ID cards, household registration books, and registration certificates issued by the graduate employment authorities (eligible returned overseas students need to submit academic credentials or degree certification procedures issued by the the State Council Academic Degrees Committee and the overseas study service center authorized by the Ministry of Education), and recent graduates who have signed employment agreements with employers need to issue them; To apply for other non-graduate positions, you need to submit: academic certificate, degree certificate, ID card, professional and technical qualification certificate, teacher qualification certificate, household registration book and a letter of consent issued by a department or unit with personnel management authority (primary and secondary school teachers must submit a letter of consent issued by the education administrative department at or above the county level and a letter of consent issued by the personnel agency). If there are other requirements for the recruitment position, other corresponding materials shall be submitted as required. Applicants who are qualified for the interview fail to submit relevant materials within the specified time, which is regarded as abstention. After examination, those who do not have the conditions to apply for the exam will be disqualified from the interview. Vacancies caused by waiver or disqualification shall be filled in turn according to the written test results within the written test qualified line.
The online preliminary examination is organized by the competent department of the employer, and the pre-interview qualification examination is organized by the Municipal Personnel Bureau. If the pre-interview qualification examination results are inconsistent with the online preliminary examination results, the pre-interview qualification examination results shall prevail.
Third, the exam.
The recruitment examination adopts a combination of written examination and interview.
(1) Written examination
Those who apply for medical insurance business management positions in the medical insurance department of urban workers in our city, Yantai Vocational and Technical College of Engineering (excluding computer application technology teachers, tourism management teachers, post reporting and counselor positions in colleges and universities), city veteran cadre activity center (excluding positions of laborers, accountants, computer administrators and entertainment workers) and those who apply for secretarial positions in public institutions. The written test subjects are public basic knowledge and professional knowledge suitable for the post, and the total score of written test is calculated according to the percentage system of 3: 7 between public basic knowledge and professional knowledge. The total score of written test is calculated to two decimal places, and the mantissa is rounded off. The written test subjects for applying for positions in other institutions are the basic knowledge of public affairs, and the written test scores are calculated by a percentage system. In addition to secretarial positions in public institutions, graduate students with master's degree or above who meet professional requirements and post conditions, and provincial-level outstanding undergraduate graduates of full-time universities listed in the national "2 1 1 Project" can directly enter the interview without taking the written test.
The written test time is July 26th.

Basic knowledge of public affairs: legal knowledge, political and economic theory, current affairs and political policies, public affairs management and other basic knowledge and comprehensive writing. The professional basic knowledge shall be put forward separately according to the job requirements, among which the written content of the professional basic knowledge for applying for the medical insurance business management position of the medical insurance department of urban employees in this city is clinical medicine; The written test of basic professional knowledge of secretarial posts in public institutions is a writing ability test. After the written test, determine the qualified line of the written test according to the written test results. Within the qualified line of written test scores, the candidates for each position are determined from high score to low score. Candidates who apply for positions in cultural institutions (excluding water heating maintenance positions), entertainment positions in the city's veteran cadres' activity center and interpreter positions in the city's planning exhibition hall are determined according to the ratio of 1: 6, and candidates who apply for positions in other institutions are determined according to the ratio of 1: 3. There are vacancies in the number of qualified written test applicants, graduate students and above, and national "2 1 1 project" applicants, and the employment plan is cancelled; If the planned employment ratio is not reached, the interviewer shall be determined according to the actual qualified number. The written test results are inquired on Yantai Personnel Examination Network, and the list of people entering the interview scope is published on the websites of the Municipal Personnel Bureau and various departments. Those who enter the interview shall pay the interview examination fee according to the regulations of June Lu Feihan [2008] 13, 70 yuan.
(2) Interview
Written test scores are not brought into the interview. The interview is organized by the Municipal Personnel Bureau in conjunction with the competent department of the employer. According to the characteristics of the industry and post, structured interviews, professional skills evaluation, performances, trial lectures and the combination of professional skills evaluation and trial lectures are adopted to mainly examine the professional ability and work skills of candidates, and a hundred-point system is implemented. Interview questions are sorted according to job characteristics. The interview results are calculated to two decimal places, and the mantissa is rounded off and announced on the spot. In order to ensure the quality of personnel, those with interview scores below 60 will not be hired. Other specific matters of the interview will be notified separately. After the interview, according to the interview results, from high score to low score, the list of people entering the medical examination and assessment scope is determined according to the ratio of 1: 1.2. If there are candidates with the same interview results in the same position in the recruitment department, which will affect the employment, experts will be organized to re-submit the on-site interview for those with the same interview results, and the medical examination candidates will be determined according to the re-examination results. The list of people entering the medical examination scope is published on the websites of the Municipal Personnel Bureau and various departments.
Fourth, physical examination and assessment
After the personnel who enter the scope of physical examination and assessment are determined, the competent department of the recruiting unit will recruit as planned, and the candidates will be examined from high score to low score. Physical examination shall be organized in designated hospitals in accordance with the Notice of the Ministry of Personnel and the Ministry of Health on Printing and Distributing the General Standard for Physical Examination of Civil Servants (for Trial Implementation) (No.65432+0/No.2005 issued by the Ministry of Human Resources), and the medical examination expenses shall be borne by the applicants. Applicants who resort to deceit or conceal the real situation during the medical examination, resulting in distorted medical examination results, will be disqualified. The competent department of the recruitment unit shall set up an assessment working group, each group consisting of more than 2 staff members, which shall be responsible for the assessment work. The evaluation team shall seek truth from facts, objectively and fairly evaluate the evaluated object, and write a written evaluation opinion. Those who pass the physical examination and assessment will no longer be examined by other personnel who have entered the scope of physical examination and assessment. If the state has other provisions on the physical examination and assessment of recruiters in individual recruitment positions, such provisions shall prevail.
Those who pass the physical examination and assessment shall be publicized on the Internet by the municipal personnel department and the competent department of the recruiting unit respectively. The publicity period is 7 days. If there is no objection at the expiration of the publicity period, the employing department shall put forward the employment opinions and handle the employment procedures according to the management authority.
Verb (abbreviation for verb) hire
The personnel to be employed shall be filled in by the recruiting unit or the competent department in the Summary of Employment of Institutions and the Registration Form of Employment of Institutions, and reported to the Municipal Personnel Bureau for the record. In line with the employment conditions, the Municipal Personnel Bureau issued the Notice of Recruiting Personnel of Public Institutions, and the personnel to be hired shall go through the relevant transfer and dispatch procedures with the Notice of Recruiting Personnel of Public Institutions. Recruiting units shall sign employment contracts with employed personnel according to regulations. The employed personnel shall implement the probation system according to the regulations, and those who fail to pass the probation period shall terminate the employment contract and enter the talent market to choose their own jobs.
