The Ministry of Public Security and the Ministry of Foreign Affairs may, within the scope of their respective functions and duties, entrust the exit and entry administration agencies of public security organs of local people's governments at or above the county level and the foreign affairs departments of local people's governments at or above the county level to accept applications for entry and residence of foreigners. The Ministry of Public Security and the Ministry of Foreign Affairs should strengthen communication and cooperation in the management of entry-exit affairs, closely cooperate with relevant departments of the State Council, exercise their functions and powers and assume responsibilities according to their respective responsibilities.
