The municipal people's governments under the jurisdiction of all provinces and the departments of the provincial people's government:

"Henan Provincial Tourism Bureau's main responsibilities, internal structure and staffing requirements" have been approved by the provincial government and are hereby issued.

Provisions on the main responsibilities, internal structure and staffing of Henan Provincial Tourism Bureau (1) Cancel the administrative examination and approval items that have been cancelled by the provincial government.

(two) to cancel the responsibility of organizing and guiding the designated work of tourist facilities.

(three) to strengthen the comprehensive coordination of tourism and emergency rescue responsibilities. (a) overall coordination of the province's tourism development, formulate the province's tourism development strategy, policies and plans, draft relevant local laws and regulations and supervise the implementation. Guide the province's tourism work.

(two) to formulate the market development strategy of domestic tourism, inbound tourism and outbound tourism in this province and organize their implementation. Organize the promotion of the overall image of the province's tourism and the development of the tourism market. Responsible for the organization and implementation of major tourism activities in the province. Guide the business work of our province's overseas tourism offices.

(three) to organize the investigation, planning, development and related protection of tourism resources in the whole province. Guide the planning and development of key tourist areas, tourist destinations and tourist routes in the province, and guide leisure and vacation. Monitor the operation of the province's tourism economy, and be responsible for publishing tourism statistics and industry information. Coordinate and guide holiday tourism and red tourism in the province.

(four) to assume the responsibility of standardizing the order of the tourism market, supervising and managing the quality of service, and safeguarding the legitimate rights and interests of tourism consumers and operators. Standardize the operation and service behavior of tourism enterprises and employees in the province. Responsible for the comprehensive coordination, supervision and management of tourism safety, and guide the emergency rescue work. Guide the construction of spiritual civilization and credit system in the tourism industry, and guide the business work of industry organizations.

(five) responsible for the declaration and management of the province's international travel agencies, foreign travel agencies and overseas international travel agencies. Responsible for the approval and management of domestic travel agencies. Organize the formulation of standards for tourist areas, facilities, services and products, and organize their implementation. Cooperate with relevant departments to do a good job in tourism, transportation, culture and entertainment.

(six) to promote the international exchange and cooperation of the tourism industry in this province, and to undertake the related affairs of cooperation with international tourism organizations. Implement the national tourism policy for Hong Kong, Macao and Taiwan, formulate and organize the implementation of the tourism policy for Hong Kong, Macao and Taiwan in conjunction with relevant departments, and guide the province to promote the tourism market for Hong Kong, Macao and Taiwan.

(seven) to formulate and organize the implementation of tourism talent planning, and organize and guide the tourism training in the province. In conjunction with relevant departments to guide the implementation of professional qualification standards and grade standards for tourism professionals. (eight) to undertake other tasks assigned by the provincial government.

According to the above responsibilities, the Provincial Tourism Bureau has seven internal organs.

(1) office (comprehensive coordination office). Responsible for the daily operation of messages, meetings, confidential documents and other organs, and undertake information, security, confidentiality, letters and visits, government affairs disclosure and news propaganda; Responsible for the organization of important meetings and the supervision of matters decided by the meeting; To be responsible for the financial affairs of organs, the management of state-owned assets and the financial audit supervision of directly affiliated units; To undertake the comprehensive coordination of tourism safety in the whole province and guide the emergency rescue work of tourism; Formulate holiday tourism policies of the whole province and organize their implementation.

(2) Personnel Department (Party Committee). To undertake the personnel management and organization establishment of organs and directly affiliated units; To be responsible for the work of retired cadres of organs and guide the work of retired cadres of directly affiliated units; Organize and guide the province's tourism education and training; Responsible for the implementation of professional qualification standards and grade standards for tourism professionals. Coordinate and promote the province's tourism employment; Responsible for the exchange of tourism talents; Responsible for the party-mass work of organs and directly affiliated units.

(3) Policy and Regulation Department. To study and formulate the province's tourism development policies and draft local regulations on tourism management; To study the major problems in the operation of the province's tourism economy and guide the reform of the province's tourism system; Responsible for law enforcement supervision and administrative reconsideration of the tourism industry; To undertake the legality review of relevant normative documents of this organ; Undertake the work of tourism statistics; Responsible for e-government and website management.

(4) Tourism Promotion Office. Formulate the development strategy of international and domestic tourism market in the province and organize its implementation; Organize and guide the overall publicity and major promotional activities of the province's tourism industry; Organize and publicize key tourist areas, destinations and routes; Responsible for tourism market research; Responsible for daily tourism foreign affairs.

(5) Foreign Tourism Cooperation Office (Hong Kong, Macao and Taiwan Tourism Office). Responsible for the daily work of international regional tourism organizations; Undertaking international tourism cooperation projects; Promote international tourism exchanges and cooperation in the province; To formulate the tourism market development strategy of Hong Kong, Macao and Taiwan and organize its implementation; Responsible for the promotion of Hong Kong, Macao and Taiwan tourism market; According to the need to undertake travel to Hong Kong, Macao and Taiwan related affairs; Guide the business work of our province's overseas tourism offices.

(6) Planning and Development Office. Draw up the tourism development plan of the whole province and organize its implementation; Undertake the general survey of tourism resources in the province; Responsible for the implementation of tourist attractions, tourist facilities and service standards; Undertake the work related to red tourism; Responsible for the examination and approval of investment projects and tourism project management of tourism development funds issued by the state and the province; To guide the planning, development and protection of key tourist areas, destinations and routes; Guide society to invest in tourism.

(7) supervision and management office. Supervise and manage the quality of tourism service and market order, and guide the construction of spiritual civilization and credit system in the tourism industry of the whole province; Undertake the implementation of tourism standards and other related work; Formulate and organize the implementation of tourist facilities and service standards for various tourist attractions, scenic spots, resorts, tourist accommodation, travel agencies and vehicles in the province; Responsible for the declaration of international travel agencies in the province and the examination and approval management of domestic travel agencies; Guide the province's travel insurance work; Guide the business work of the tourism industry organizations in the province. (1) The establishment, responsibilities and establishment of subsidiary bodies shall be stipulated separately.
