Article 1 (Basics)

These detailed rules are formulated in accordance with the provisions of the "Shanghai Cultural and Entertainment Market Management Regulations" (hereinafter referred to as the "Regulations"). Article 2 (Scope of application)

These detailed rules apply to the opening of commercial cultural and entertainment venues and cultural and entertainment business activities in this city, as well as the management of commercial cultural and entertainment venues and cultural and entertainment business activities. Article 3 (Competent Departments and Coordinating Departments)

The Shanghai Municipal Cultural Administration Department (hereinafter referred to as the Municipal Cultural Administration Department) is the competent department for the city’s cultural and entertainment market. The Shanghai Municipal Social and Cultural Management Office is responsible for the specific management of the city’s cultural and entertainment market.

The district and county cultural administrative departments are responsible for the management of the cultural and entertainment markets in their respective districts and counties, and are subject to the supervision and guidance of the municipal cultural administrative departments.

The public security, industrial and commercial administration, health, price, finance, taxation, environmental protection, tourism, labor, real estate and land management departments at all levels shall perform their respective duties in accordance with the law and coordinate with the cultural administrative department to implement these detailed rules. Article 4 (Conditions for opening a commercial dance hall)

To open a commercial dance hall, it must meet the conditions stipulated in Article 10 of the "Regulations", among which the standards of the business premises and the requirements for supporting facilities include:

(1) The usable area of ??the business premises complies with the relevant regulations of the state and this city;

(2) The proportion of the dance floor area to the area of ??the business premises: more than 40% for ballrooms, discotheques and The song and dance hall is more than 30%;

(3) There are more than 2 entrances and exits, and obvious signs and doors that open outwards are set up at the entrances and exits;

(4) The dance floor and rest seats are set up separately;

(5) There is a clothing storage room;

(6) If performances are held, a fixed performance stage is set up. Article 5 (Conditions for opening a commercial karaoke hall)

To open a commercial karaoke hall, it must meet the conditions stipulated in Article 10 of the "Regulations", among which the standards of the business premises and the requirements for supporting facilities include :

(1) The usable area of ??the business premises complies with the relevant regulations of the state and this city;

(2) There are more than 1,000 songs for singing;

(1) The usable area of ??the business premises complies with the relevant regulations of the state and this city;

(2) The width of the internal passages in the game machine room and amusement machine room is within 2 meters or more;

(3) Clear signs and outward-opening doors should be set up at the entrances and exits of the entrances and exits. If the business site area exceeds 120 square meters, more than two entrances and exits should be provided. Article 7 (Conditions for opening a commercial cultural amusement park)

To open a commercial cultural amusement park, the following conditions must be met:

The establishment of a commercial performance team must meet the conditions stipulated in Article 11 of the "Regulations". The conditions stipulated in Items (1) and (2) of Article 11 of the "Regulations" refer to:

(1) Having a responsible person with a secondary education or above and familiar with the business;

(2) Have necessary musical instruments and other performance equipment;

(3) Have more than 2 sets of performances. Article 9 (Materials that should be submitted when applying to open a commercial cultural and entertainment venue)

When applying to open a commercial cultural and entertainment venue, the following materials should be submitted:

(1) Application form;< /p>

(2) Building plan of the business premises;

(3) Fire protection certificate of the business premises;

(4) Name, type and purpose of the activity equipment, etc. Information;

(5) Real estate certificate or building lease contract of the business premises. Article 10 (Places prohibited from holding commercial cultural and entertainment activities)

It is prohibited to hold commercial cultural and entertainment activities in public libraries, museums, art galleries, hospitals, cemeteries, cemeteries, primary and secondary schools, kindergartens, and children's activity places. Commercial cultural and entertainment activities are held in such places.

It is prohibited to open game machine rooms and amusement machine rooms within 200 meters of primary and secondary schools.

Article 11 (Lighting Requirements and Sound Level Control)

The lighting and sound level control in commercial cultural and entertainment venues shall comply with the provisions of the "Hygienic Standards for Cultural and Entertainment Venues" approved by the Ministry of Health.

When commercial cultural and entertainment venues are engaged in business activities, effective measures should be taken to prevent noise from affecting the normal work, study and life of others.
