Chapter I General Provisions

Chapter II Statement
Article 6
The National Tourism Administration encourages tourist cities to participate in the work of creating excellence. County-level cities that participate in the work of creating excellence shall report to the tourism bureaus of the provinces and autonomous regions where they are located by the tourism bureaus at higher levels; Prefecture-level cities and sub-provincial cities shall report to the tourism bureaus of the provinces and autonomous regions where they are located; Municipalities directly report to the National Tourism Administration.
Article 7
The reporting city shall set up corresponding institutions to be responsible for the development of excellence in this city.
Article 8
To declare a city, the following documents shall be submitted:
(a) the application report of the Municipal Tourism Bureau;
(two) the municipal government agreed to declare the document;
(three) the city's work plan;
(four) the establishment and contact information of outstanding institutions in the city;
(five) other materials required by the tourism administrative department at a higher level.
Article 9
The tourism bureaus of all provinces and autonomous regions shall review the application materials according to the overall arrangement of striving for Excellence and the actual situation of the declared cities within their respective jurisdictions, and submit the list of participating cities to the National Tourism Administration. After being audited by the National Tourism Administration, the reported cities are included in the list of national participating cities.
Chapter III Creation
Article 10
Each participating city shall, in accordance with the requirements of the Standard, decompose the target responsibility to the relevant departments of this Municipality, and implement the compliance plan.
In order to ensure that the creation work does not go through the motions, in principle, the creation work should be included in the national list of participating cities for not less than three years.
Article 11
The participating cities should supervise and inspect the creation work, and report the progress of the creation work to the superior institutions in a timely manner.
Article 12
Participating cities should do a good job in the publicity and launch of the creation work, and closely integrate with other creation activities, coordinate and promote each other.
Chapter IV Self-inspection
Article 13
Participating cities should conduct self-examination after the implementation of the creation plan.
Article 14
The self-inspection work is uniformly deployed by the excellent institutions involved in the city's creation, and special personnel are organized to score the assessment items item by item in strict accordance with the standards.
Article 15
The scope of self-inspection shall cover all units and places of standard inspection items. After the self-inspection pass rate reaches more than 90%, the participating cities can apply for preliminary examination at the next higher level tourism bureau.
Article 16
The National Tourism Administration accepts applications for preliminary examination of municipalities directly under the Central Government. The Provincial Tourism Bureau accepts the preliminary application of the sub-provincial, prefecture-level and county-level cities under its jurisdiction reported by the superior tourism bureau.
Chapter V Preliminary Examination
Article 17
The participating cities shall submit the following documents when applying for preliminary examination:
(a) the application report of the municipal organization for excellence;
(two) the city's self-inspection report;
(three) the directory and address of all units participating in the "Standard" inspection project in this Municipality;
(four) city self-examination scale.
Article 18
After preliminary examination of the application materials of the participating cities, the Provincial Tourism Bureau will organize a preliminary examination group to conduct preliminary examination of the participating cities.
Article 19
The preliminary examination group should score all the evaluation items in the standard item by item and put forward preliminary examination opinions.
Article 20
The Provincial Tourism Bureau shall carefully review the preliminary opinions put forward by the preliminary examination group and make a preliminary conclusion. For cities that meet the requirements of preliminary examination, an application for acceptance may be submitted to the National Tourism Administration.
Article 21
After examining the application materials for preliminary examination of municipalities directly under the central government, the National Tourism Administration may conduct preliminary examination by unannounced visits and put forward preliminary examination opinions.
Article 22
The National Tourism Administration shall, after reviewing the acceptance of the application and the preliminary examination opinions, make a decision on whether to accept it.
Chapter VI Acceptance
Article 23
The following documents shall be submitted when applying for acceptance:
(a) the preliminary report of the Provincial Tourism Bureau;
(2) Preliminary examination of the score sheet;
(three) the participating city self-inspection work report and self-inspection score table;
(four) all the units and addresses involved in the "Standard" inspection items in this Municipality.
Article 24
According to the establishment and preliminary examination of the participating cities, the National Tourism Administration organized an acceptance team to carry out the acceptance work.
Article 25
Inspection shall be carried out in strict accordance with the standards during acceptance.
Article 26
After the acceptance work, the acceptance team shall submit the acceptance report and score sheet to the National Tourism Administration.
Chapter VII Approval and Naming
Article 27
After consulting relevant departments, the National Tourism Administration officially named this city as "China Excellent Tourist City" and issued certificates and signs.
Article 28
Without the approval of the National Tourism Administration, no city may use the title of "China Excellent Tourism City", and may not make and use the logo and graphic publicity materials of "China Excellent Tourism City" without authorization.
Chapter VIII Review
Article 29
The city that won the title of "Excellent Tourist City in China" should ensure the continuity of the work of creating excellence, and formulate the rectification plan and implement the rectification work according to the rectification opinions put forward by the acceptance team.
Article 30
The National Tourism Administration is responsible for organizing the evaluation of outstanding tourist cities in China. Provincial Tourism Bureau to deal with the jurisdiction of the named city for daily inspection, and participate in the review.
Article 31
The evaluation work can be organized once every two years. The review shall be conducted in strict accordance with the Standards.
Article 32
The National Tourism Administration announced the review results in an appropriate way.
Article 33
The National Tourism Administration will notify the cities that have not passed the evaluation or have major problems in creating excellence, and make corrections within a time limit until the name is cancelled and the certificates and signs are recovered.
Chapter IX Supplementary Provisions
Article 34
The excellence of administrative divisions such as regions, states, leagues and counties shall be implemented with reference to these measures.
Article 35
These Measures shall be interpreted by the National Tourism Administration.
Article 36
These Measures shall come into force as of the date of promulgation.
