Chapter 1 General Provisions Article 1 In order to protect and rationally develop and utilize tourism resources, standardize the order of the tourism market, safeguard the legitimate rights and interests of tourists and tourism operators, and promote the healthy development of the tourism industry, according to the actual situation of the autonomous region, Enact these regulations. Article 2 The term "tourism industry" as mentioned in these regulations refers to a comprehensive industry that uses tourism resources and facilities to attract and receive tourists, and provides tourists with paid services such as transportation, sightseeing, catering, accommodation, shopping, and entertainment. Article 3 Those who develop tourism resources, engage in tourism operations, implement tourism management, and conduct tourism activities within the administrative area of ??the autonomous region must abide by these regulations. Article 4 The tourism management department of the autonomous region is responsible for the tourism management of the entire region, and the tourism management departments of leagues, cities divided into districts, banners, counties, and districts (hereinafter collectively referred to as the tourism management departments) are responsible for the tourism management of their own administrative regions.

Other relevant departments such as planning, construction, transportation, public security, prices, industrial and commercial administration, technical supervision, and environmental protection shall cooperate with the tourism management department in the supervision and management of tourism in accordance with their respective responsibilities. Article 5 The overall tourism development plan of the autonomous region shall be prepared by the tourism management department of the autonomous region in conjunction with planning and other relevant departments, and shall be organized and implemented after being submitted to the People's Government of the autonomous region for approval.

The tourism development plans of league cities and banner counties shall be prepared by the tourism management department at the same level in conjunction with planning and other relevant departments based on the tourism development plan of the autonomous region, and shall be reported to the League Administrative Office or the people's government at the same level for approval before organization and implementation . Article 8 The people's governments at or above the county level shall formulate preferential policies to encourage domestic and foreign organizations and individuals to invest in the development of tourism resources and establish tourism enterprises; encourage and support the development of ethnic tourism projects and the development of tourism products with ethnic characteristics and local characteristics; encourage and support Develop tourism education and cultivate tourism professionals, especially ethnic minority tourism professionals. Article 9 The tourism management department of the autonomous region shall formulate international and domestic tourism market development plans and guide their implementation, organize and coordinate the external publicity of the overall tourism image of the autonomous region and large-scale tourism and promotional activities, and provide information, consultation and The service guide recommends selected travel routes and guides the development of important tourism products. Article 10 People's governments at all levels, as well as radio, television, press and publication and other departments, should strengthen domestic and foreign tourism promotion based on the advantages of local tourism resources and the characteristics of tourism products, and increase the visibility of the autonomous region's tourism industry and tourism products. Article 11 People's governments at all levels shall strengthen the construction of socialist spiritual civilization, improve the civilized quality of residents in tourist cities and tourist attractions (spots), guide tourism operators to establish good reputation, improve service quality, and create civilized, comfortable and safe tourism environment. Chapter 2 Tourism Operation and Tourism Management Article 12 Tourism operators must abide by laws and regulations, professional ethics and the principles of voluntariness, equality, fairness, honesty and credit.

Tourism operators are not allowed to operate services that are expressly prohibited by the state. Article 13: The legitimate rights and interests of tourism operators are protected by law. Tourism operators have the right to reject goods forcibly sold by any unit or individual or persons forcibly placed; they have the right to refuse fees, fines, assessments and other illegal requirements that violate national and autonomous region regulations. Article 14 The tourism industry association shall carry out activities in accordance with the law, give full play to its service, communication and supervision roles, improve the industry self-discipline system, safeguard the legitimate rights and interests of tourism operators, and promote the healthy development of the tourism industry. Article 15 Tourism operators shall establish an internal management system, keep complete business files, and truthfully submit financial and statistical statements to the tourism management department and relevant departments in accordance with national and autonomous region regulations. Article 16 Tourism operators shall strengthen training for tourism practitioners. If the state stipulates that you must have job qualifications or professional qualifications, you must obtain the corresponding qualification certificate before you can take up the job.

Middle and senior managers of travel agencies, tourist hotels (guesthouses), and tourist attractions (spots) must pass training and obtain corresponding qualification certificates before they can take up their posts. Article 17: Tourism operators must disclose service items and charging standards, and must not deceive or mislead tourists by any means.

For charging items and standards that should be determined by the price management department, tourism operators are not allowed to expand the scope of charging or raise charging standards without authorization.

Tickets to tourist attractions (spots) with prices determined by the price management department shall be supervised by the local taxation department. Article 18 To operate special tourism projects, the equipment and facilities must pass the inspection by the state-designated testing department and obtain a safety license before operation.

Tourism operators should establish a safety management responsibility system, strengthen daily maintenance and upkeep of equipment and facilities, and ensure safe operation. Article 19: Tourism operators shall explain and clearly warn tourists about the dangers that may be caused by tourism equipment, facilities and tourist destinations, and take measures to prevent the occurrence of hazards.

When tourists suffer personal or property damage during travel, tourism operators should promptly report to relevant departments and take effective rescue and other corresponding measures.
