Chapter 1 General Provisions Article 1 In order to protect the legitimate rights and interests of tourism participants, standardize the order of the tourism market, rationally utilize tourism resources, and promote the sustainable and healthy development of the tourism industry, according to the "People's Republic of China and the National Tourism "Law", "Yunnan Province Tourism Regulations" and other relevant laws and regulations, combined with the actual situation of Dehong Dai and Jingpo Autonomous Prefecture (hereinafter referred to as the Autonomous Prefecture), these regulations are formulated. Article 2 These regulations shall apply to resource protection, planning and construction, business activities, supervision, management and services involving tourism within the administrative area of ??the autonomous prefecture. Article 3 Tourism development should adhere to the principles of scientific planning, rational utilization, and coordinated development, highlight border location characteristics, national culture, and natural scenery of tropical and subtropical rainforests, and promote the unity of economic, social, and ecological benefits. Article 4: The autonomous prefecture implements the strategy of strengthening the state through tourism, vigorously promotes all-region tourism, promotes the internationalization, distinctiveness and intelligent construction of tourism, and creates a health tourism and healthy life destination. Article 5 The people's governments of autonomous prefectures and counties (cities) shall incorporate tourism into national economic and social development plans, establish and improve the overall coordination mechanism for tourism development, set up special funds for tourism development, and strengthen the construction of tourism infrastructure and service guarantee systems. The funds are included in the fiscal budget of the corresponding level. Article 6 The people's governments of autonomous prefectures and counties (cities) shall build tourism big data centers, establish and improve all-region tourism databases, build tourism enterprise big data platforms, and provide tourists with multi-channel, all-round, personalized and refined high-quality tourism services. Article 7 The tourism administrative departments of the people's governments of autonomous prefectures and counties (cities) are responsible for the guidance, coordination, supervision, management and service of the tourism industry within their respective administrative regions. Other relevant administrative departments shall, in accordance with their respective responsibilities, jointly carry out work related to tourism development.
The township (town) people's governments and sub-district offices should do a good job in the development of tourism within their respective jurisdictions. The farm management committee shall cooperate with the relevant administrative departments in the work related to tourism development.
Village (resident) committees should assist in the development of tourism. Article 8 The tourism industry association shall strengthen industry self-discipline, formulate and implement industry norms in accordance with the law, promote the construction of industry integrity, and safeguard the industry's legitimate rights and interests and the order of fair competition. Chapter 2 Tourism Planning and Promotion Article 9 The tourism administrative department of the people's government of the autonomous prefecture, county (city) is responsible for organizing the preparation of the tourism development plan within its own administrative region. After review and approval by the tourism administrative department at the next higher level, it shall be reported to the people at the same level. The government approves and organizes implementation. Encourage natural persons, legal persons and unincorporated organizations to invest in and develop tourism projects that are in line with the tourism development plan.

Article 11 The people's governments of autonomous prefectures and counties (cities) shall cultivate and introduce tourism management talents, support relevant colleges and universities in cultivating tourism practitioners, and improve tourism management and service levels. Article 12 The people's governments of autonomous prefectures and counties (cities) shall coordinate the land use indicators for tourism projects in the land supply plan and reasonably arrange the land for tourism projects.
The relevant administrative departments shall seek the opinions of the tourism administrative departments when approving construction projects in scenic spots (spots). Article 13 The people's governments of autonomous prefectures and counties (cities) shall rationally lay out transportation routes, plan and construct tourism distribution service centers, transfer stations, and self-driving and RV camping sites, and strengthen public services such as tourist roads, parking lots, and tourist toilets. Encourage rural collective economic organizations and villagers to use rural land in accordance with the law to carry out rural tourism such as accommodation, leisure and entertainment, and agricultural production and life experience. Article 17 The people's governments of autonomous prefectures and counties (cities) encourage the development of study tours and support airports, ports, scenic spots, universities, cultural and museum units, and scientific research institutions in providing preferential and convenient services for study tours. Article 18 The people's governments of autonomous prefectures and counties (cities) encourage and support the research, development, design, and processing of food, clothing, souvenirs, handicrafts and other tourism commodities with ethnic characteristics, create characteristic brands with local characteristics and cultural connotations, and promote the tourism commodity industry development.
