Article 5 The people's governments of autonomous prefectures and counties (cities) shall incorporate tourism into national economic and social development plans, establish and improve the overall coordination mechanism for tourism development, set up special funds for tourism development, and strengthen the construction of tourism infrastructure and service guarantee systems. The funds are included in the fiscal budget of the corresponding level. Article 6 The people's governments of autonomous prefectures and counties (cities) shall build tourism big data centers, establish and improve all-region tourism databases, build tourism enterprise big data platforms, and provide tourists with multi-channel, all-round, personalized and refined high-quality tourism services. Article 7 The tourism administrative departments of the people's governments of autonomous prefectures and counties (cities) are responsible for the guidance, coordination, supervision, management and service of the tourism industry within their respective administrative regions. Other relevant administrative departments shall, in accordance with their respective responsibilities, jointly carry out work related to tourism development.

The township (town) people's governments and sub-district offices should do a good job in the development of tourism within their respective jurisdictions. The farm management committee shall cooperate with the relevant administrative departments in the work related to tourism development.

Village (resident) committees should assist in the development of tourism. Article 11 The people's governments of autonomous prefectures and counties (cities) shall cultivate and introduce tourism management talents, support relevant colleges and universities in cultivating tourism practitioners, and improve tourism management and service levels. Article 12 The people's governments of autonomous prefectures and counties (cities) shall coordinate the land use indicators for tourism projects in the land supply plan and reasonably arrange the land for tourism projects.

Article 17 The people's governments of autonomous prefectures and counties (cities) encourage the development of study tours and support airports, ports, scenic spots, universities, cultural and museum units, and scientific research institutions in providing preferential and convenient services for study tours. Article 18 The people's governments of autonomous prefectures and counties (cities) encourage and support the research, development, design, and processing of food, clothing, souvenirs, handicrafts and other tourism commodities with ethnic characteristics, create characteristic brands with local characteristics and cultural connotations, and promote the tourism commodity industry development.
