Franchised enterprises as mentioned in these Provisions refer to enterprises authorized by the Shenzhen Municipal People's Government (hereinafter referred to as the municipal government) to obtain the franchise of specific lines (hereinafter referred to as enterprises engaged in franchise business), and have the right to engage in bus service business alone on franchised lines.

The term "enterprises that have obtained the franchise rights of specific lines" as mentioned in these Provisions refers to enterprises that have obtained the franchise rights of specific lines through bidding in accordance with these Provisions. However, before the implementation of these Provisions, enterprises engaged in bus service business of specific lines with the approval of the municipal government may enjoy the franchise right of specific lines according to these Provisions.

The franchise period of buses is five years. When the franchise period expires, it may be extended in accordance with the procedures stipulated in these Provisions.
