The term "taxi passenger transport operation rights" as mentioned in these Measures refers to the right obtained by the operator to engage in taxi passenger transport operations within a certain period of time in accordance with legal conditions and procedures. Article 3 The transportation administrative departments of the people's governments of cities, counties (cities), and Jiawang District are responsible for the management of taxi passenger transport operating rights within their respective administrative regions, and their affiliated road transportation management agencies are responsible for specific implementation. Article 4 The launch of taxis shall be implemented in accordance with the taxi passenger transport development plan, which is conducive to the development of the taxi industry in the direction of scale, intensification and corporatization. Article 5 Each taxi corresponds to a business indicator, and the business indicators are obtained through the following methods:

Article 17 If a taxi passenger transport operator fails to put into operation for more than 180 days without justifiable reasons after obtaining operating indicators, or ceases operations for more than 180 consecutive days after operation, it will be deemed to have automatically terminated its operations and shall be governed by road transportation management.
