Why is the name invalid when filling out the form for a U.S. tourist visa?

I changed my passport. When filling out the U.S. tourist visa form, the name was invalid because the passport was changed. When the user only filled in the information of the new passport, the system could not find the U.S. visa information in the new passport. The United States of America is a federal government and a constitutional country composed of Washington, DC, 50 states, and many overseas territories such as Guam.
