Main functions of Gansu Provincial Development and Reform Commission

(five) to undertake the responsibility of planning major projects and the layout of productive forces, and put forward the total scale of fixed assets investment in the whole society. Arrange construction funds in the provincial budget, study, determine and manage major construction projects, coordinate and solve problems in major project construction, and organize inspection of major construction projects; Examining and approving major construction projects, foreign capital utilization projects and overseas investment projects according to the prescribed authority; To be responsible for all or part of the construction funds invested by the provincial government (except industrial and communication projects), that is, funds (bonds) within the central budget, within and outside the provincial budget and approved by the state, as well as the feasibility study report, preliminary design, budget approval and completion acceptance of foreign loan projects for which the government undertakes repayment or guarantee responsibilities; Guide the direction of private investment and guide the development of engineering consulting industry in the whole province.
(6) Promoting the strategic adjustment of the economic structure. (9) To be responsible for the policy convergence between social development and national economic development in the province, organize the formulation of social development strategies, overall plans and annual plans, participate in the formulation of development policies such as population and family planning, science and technology, education, health, culture, radio and television, tourism, sports and civil affairs, promote the construction of social undertakings and public service systems, study and put forward policy suggestions to promote employment, adjust income distribution and improve the coordinated development of social security and economy, and play a leading role. To guide and coordinate the mobilization of national economy in the whole province.
(ten) to promote the sustainable development strategy, responsible for the comprehensive coordination of energy conservation and emission reduction. Organize and coordinate the implementation of plans and policies and measures for developing circular economy, energy and resources conservation and comprehensive utilization, participate in the preparation of ecological construction and environmental protection plans, coordinate major issues of ecological construction, energy and resources conservation and comprehensive utilization, comprehensively coordinate environmental protection industries and promote cleaner production; Organize the implementation of major strategies, plans and policies to deal with climate change.
(eleven) to draft relevant laws and regulations on national economic and social development and economic system reform, and to formulate departmental rules and regulations; Responsible for summarizing and analyzing the financial situation and participating in the formulation of financial policies; Guide and coordinate the bidding work in the province, and supervise and inspect the bidding work of major construction projects in the province.
(twelve) put forward the objectives and policies of the province's foreign capital utilization strategy, planning, total balance and structural optimization; Put forward the total scale and investment of foreign capital utilization in the province, and guide and supervise the use of foreign loan funds.
(thirteen) to formulate the economic development direction, strategic objectives and corresponding policies and measures of the old revolutionary base areas, poverty-stricken areas and ethnic minority areas in the province, and promote the coordinated development of regional economy.
(fourteen) to undertake other tasks assigned by the provincial party committee, the provincial government and the National Development and Reform Commission.
