Recently, the General Office of Hainan Provincial Government officially issued the Master Plan for Tourism Development in Hainan Province (20 17-2030), which requires Hainan to be built into a world-class international tourist destination in three time periods: short-term, medium-term and long-term. Among them, the short-term goal is to basically build an international tourist island by 2020, turn Hainan into a pilot zone for tourism reform and innovation in China, gradually improve the tourism opening-up policy and optimize the duty-free shopping policy.

The plan proposes to release the tax-free shopping policy dividend in the near future. By increasing the amount of duty-free shopping, expanding the variety of duty-free goods, relaxing the restrictions on shopping quantity, optimizing the layout of duty-free shops in outlying islands, and choosing to add duty-free shops in high-speed railway station and port terminals with large passenger flow, the attraction of duty-free shopping will be strengthened. Tourists who enter and leave the island through ferries and cruise ships will be included in the scope of application of the tax exemption policy for outlying islands, and efforts will be made to introduce international excellent tax-free operators to participate in Hainan's tax exemption business for outlying islands, so as to provide passengers with high quality and low price goods.

At the same time, improve the policy of opening to the outside world, give play to the policy effects of "visa on arrival" and "visa-free entry", and further study measures to facilitate the entry and transit of foreigners. Actively strive for the "global visa-free" policy. Promote the construction of Pan-South China Sea tourism economic circle and further develop cruise border tourism. Strengthen tourism cooperation with countries and regions along the "2 1 Century Maritime Silk Road" economic belt, and give full play to the role of island tourism policy forum.
