Notice of the National Tourism Administration, the Ministry of Foreign Affairs, the Ministry of Public Security and the General Administration of Customs on Issuing and Implementing the Interim Rules
(a) to study and formulate the Sino-Russian border tourism policy;
(two) to coordinate the relevant departments of the central government to deal with the policy issues in Sino-Russian border tourism;
(three) to guide the tourism bureaus of relevant provinces and autonomous regions to manage the Sino-Russian border tourism business;
(4) Examining and approving Sino-Russian border tourism projects and international travel agencies that franchise Sino-Russian border tourism business;
(five) to supervise and inspect the development of Sino-Russian border tourism business;
(six) to investigate and deal with major events such as launching Sino-Russian border tourism projects without authorization, extending routes and staying time, and increasing the number of travel agencies;
(seven) to deal with other major issues that should be handled by the National Tourism Administration. Article 7 The duties of the tourism bureaus of relevant provinces and autonomous regions in the Sino-Russian border areas are:
(a) to manage the Sino-Russian border tourism business in the region, supervise, inspect and guarantee the implementation of the Sino-Russian border tourism policies and regulations in the region;
(2) Examining and reporting to the National Tourism Administration the travel agencies recommended by the relevant ports (cities) and counties in the region to franchise the Sino-Russian border tourism business;
(3) Printing and distributing the list of border tour groups in the region;
(four) responsible for the training, assessment and certification of border tourism leaders;
(five) in conjunction with the relevant departments to investigate and deal with illegal acts in border tourism business activities;
(six) before the end of July each year and before the end of the following year 1, report to the National Tourism Administration in writing the statistics of Sino-Russian border tourism in the first half of this year and the whole year and the development of Sino-Russian border tourism;
(seven) timely report to the National Tourism Administration (International Liaison Department), the Ministry of Foreign Affairs (Consular Department), the Ministry of Public Security (Entry-Exit Administration) and the General Administration of Customs (Supervision Bureau) on major issues or emergencies in the border tourism business in the region. Article 8 The responsibilities of the tourism administrative departments of prefectures (cities) and counties that offer Sino-Russian border tourism projects are:
(a) under the direct leadership of the local government, in accordance with the relevant policies and regulations of the state, the specific organization, implementation and management of the Sino-Russian border tourism business in this region;
(2) Recommend travel agencies in the region that franchise the Sino-Russian border tourism business;
(three) in conjunction with the local public security, foreign affairs, customs and industry and commerce departments, timely investigate and deal with illegal acts and incidents in Sino-Russian border tourism business activities;
(four) to report the statistical data of Sino-Russian border tourism in the region to the tourism bureaus of provinces and autonomous regions on a monthly basis;
(five) timely report the major events or emergencies in the Sino-Russian border tourism to the foreign affairs offices and tourism bureaus of the local provinces and autonomous regions. Chapter III Establishment of Sino-Russian Border Tourism Projects Article 9 A prefecture (city) or county that offers Sino-Russian border tourism projects must meet the following conditions:
(1) Areas approved by the state to be open to foreigners;
(2) There are Class I and Class II ports officially approved by the state for opening to the outside world, with complete facilities and normal operation; Russia also has ports with corresponding conditions;
(three) there are travel agencies that can undertake border tourism business;
(4) Having catering, accommodation, transportation, sightseeing, shopping and entertainment facilities for receiving foreign tourists;
(5) Having the conditions for handling the entry and exit documents of tourists nearby;
(6) The relevant local governments of China and Russia have agreed to start border tourism projects, and the tourism departments of both sides have signed an intentional agreement;
An intentional agreement shall include the following contents: 1. The two sides agreed to start border tourism projects; 2. The ways to be adopted by the two sides in organizing border tourism, the scope, route and stay time of border tourism; 3. List the entry and exit documents and tour groups used by the participants of both parties; 4. Organizers of both parties; 5. Both sides promise to educate their tourists to abide by the laws and regulations of the other country; 6. Both parties promise to treat each other's tourists equally and safeguard each other's legitimate rights and interests.
(7) The travel agencies that both parties intend to operate this business have signed a draft cooperation contract.
The contents of the draft contract shall include: 1, the mode of cooperation; 2 reception standards (including accommodation, meals, car use, sightseeing, etc.). ) and the quality of tour groups; 3. Agreement on handling travel accident insurance for tourists; 4. Problems that may occur during the tour (such as tourists staying and accidents). ) and their respective obligations and responsibilities.
