With the progress of science and technology and the development of social productive forces, the scale of the exhibition has gradually expanded, and the geographical scope of the exhibition has expanded from one place to the whole country, from home to abroad, until it has developed into a world exposition with the participation of many countries.

After World War II, people all over the world rebuilt their homes on the ruined ruins, and on the basis of resuming production and economic recovery, the first post-war World Expo was held in Brussels, Belgium on 1958, with the theme of "Science, Civilization and Humanity". (b) International Exhibitions Bureau and World Exposition

The purpose of hosting the World Expo is often to celebrate important historical events or important commemorative activities in a region or a country. In order to show the achievements made by mankind in one or more fields, such as politics, economy, culture, science and technology, and to show the future prospects of human social and economic development, the duration of various world expositions, the scale of exhibitions, the number of visitors and the number of participating countries are incomparable to any exhibition.

Hosting the World Expo not only brings huge economic benefits to some countries, development opportunities to the host countries, expands international exchanges and cooperation, and promotes economic development, but also creates good social benefits, publicizes and expands the popularity and reputation of the host countries, thus promoting social prosperity and progress. Therefore, many developed countries use the Expo to enhance their national image. For example, France held similar large-scale world expositions for four consecutive times at 1876, 1878, 1889 and 1900 respectively. The United States in 1876, 1893, 1904,19, 1933, 1939,/kloc-0. After World War II, Japan hosted the World Expo three times in succession in 1970, 1985 and 1990 respectively, and recently successfully bid for the fourth World Expo in 2005. Due to their great influence, some developed countries are vying to host the World Expo. However, due to the frequent hosting of the World Expo, some host countries are poorly organized and various contradictions are repeated, which brings financial difficulties to the participating governments. In order to control the frequency of exhibitions and ensure the level of exhibitions, BIE was initiated by France in 1928. Up to now, BIE has 87 member countries, and China officially became a member of BIE on 1993+02, with its headquarters in Paris.

After BIE was established, a meeting was held on1October 22nd, attended by representatives from 3 1 countries. At the meeting, some governments thought it necessary to establish a set of organizational rules and regulations to stop the chaos of the World Expo and provide necessary safeguard measures for exhibitors. The Congress signed the world's first constructive "convention" on the coordination and management of the World Expo, namely "Paris Convention on International Expositions 1928". The Convention stipulates the holding cycle of the World Expo and the rights and obligations of the exhibitors and organizers, and clearly stipulates that only one World Expo will be held every 3-5 years, and the exhibition time of comprehensive World Expo will not exceed 6 months. During this period, professional World Expo can be arranged appropriately, and the professional World Expo time will not exceed 3 months. The executive body of the Convention is the Bureau of International Exhibitions (BIE). Since then, the Bureau of International Exhibitions has revised the relevant provisions of the Convention and signed two agreements, namely 1948 and 1966. 1972165438+1October 30th, the Bureau of International Exhibitions signed the new Protocol, which has been used as a regulation to guide the organization of the World Expo ever since. The Convention has been constantly revised and improved, especially for the participation of underdeveloped countries in the world. The host country has the obligation to give free or preferential treatment to the participation fees and give some financial assistance to some underdeveloped countries. For example, in addition to providing free venues, it also subsidizes the design, construction, layout and exhibition expenses of booths, so that some countries with economic difficulties or underdeveloped countries can also participate in the World Expo family.
