There is only a bullet train to Ningde in Quanzhou. When you arrive in Ningde, take a bus to the North Bus Station, and there will be a bus to Pingnan. Probably around 30 yuan. It takes about 2 hours to get to the secondary highway. You can go from Fuzhou. The bullet train gets off at Fuzhou North Station, next to the North Bus Station, and there is a direct bus to Pingnan. The fare should be around 60 yuan. It takes three hours if it is fast, usually three and a half hours. When you arrive at Pingnan Station, there is a shuttle bus to two scenic spots (Baishuiyang and Yuanyang River), or you can take a taxi or minibus to get in by yourself.
