According to the notice, in recent years, the Beijing Tourism Commission has received many complaints from tourists, reflecting that the outbound travel deposits (or outbound travel deposits) collected by some travel agencies cannot be returned on time, they have not been entrusted to a third party for supervision according to regulations, and even they have been used for other purposes in violation of regulations, causing great economic losses to tourists, disrupting the fair competition, honesty and law-abiding tourism market order, infringing on the legitimate rights and interests of tourists, and seriously affecting the social security and stability of the capital.

In order to further maintain the social stability of the capital, actively guard against economic risks, effectively protect the legitimate rights and interests of tourists, and strive to build a new supervision mechanism for travel agencies with the characteristics of the capital, the Notice emphasizes that from the date of issuance of this notice, travel agencies in Beijing are prohibited from collecting or collecting any form of outbound travel deposits in disguise. If the outbound travel deposit was collected before, it should be returned in time according to the original agreement after the outbound travel. If the refund period is not agreed, it shall be returned immediately.
