Regulations of Liaoning Province on Meteorological Disaster Prevention

Chapter I General Provisions Article 1 In order to effectively prevent meteorological disasters, safeguard people's lives and property safety and promote economic and social development, these Regulations are formulated in accordance with the Meteorological Law of People's Republic of China (PRC), the Regulations on Meteorological Disaster Prevention of the State Council and other relevant laws and regulations, and in light of the actual situation of this province. Article 2 These Regulations shall apply to meteorological disaster prevention activities within the administrative region of this province and the sea areas under its jurisdiction.

Meteorological disasters mentioned in these Regulations refer to disasters such as typhoon, rainstorm, blizzard, cold wave, gale (sandstorm), low temperature, high temperature, drought, lightning, hail, frost, fog and haze. Article 3 Meteorological disaster prevention shall follow the principles of people-oriented, scientific defense, overall planning and graded responsibility, and implement the mechanism of government leading, departmental linkage, classified guidance and social participation. Article 4 The people's governments of provinces, cities and counties (including county-level cities and districts, the same below) shall strengthen the organization and leadership of meteorological disaster prevention, improve the coordination mechanism of meteorological disaster prevention, support the scientific and technological research of meteorological disaster prevention, and incorporate meteorological disaster prevention into the national economic and social development planning and performance appraisal at the corresponding level, and the required funds shall be included in the financial budget of the government at the corresponding level. Article 5 The competent meteorological departments of provinces, cities and counties shall be responsible for the management, service and supervision of meteorological disaster monitoring, forecasting, early warning, assessment, climate feasibility demonstration, weather modification and other meteorological disaster prevention within their respective administrative areas.

The relevant departments and units shall, in accordance with their respective responsibilities, do a good job in meteorological disaster prevention. Chapter II Prevention Article 6 The people's governments of provinces, cities and counties shall, according to the meteorological disaster prevention plan at the corresponding level and the actual situation of their respective administrative regions, organize competent meteorological departments and relevant departments to formulate emergency plans for meteorological disasters according to law, report them to the people's governments at the next higher level and relevant departments for the record, and conduct regular emergency drills for meteorological disasters.

The emergency plan of the relevant departments shall be linked with the emergency plan of meteorological disasters of the government at the same level, and the emergency response measures for meteorological disasters shall be defined. Seventh provincial, municipal and county people's governments shall, according to the characteristics and actual situation of meteorological disasters in their respective administrative areas, organize the competent meteorological departments and relevant departments to determine the key units for meteorological disaster prevention, and announce them to the public.

The competent meteorological departments shall, jointly with relevant departments, guide, supervise and inspect the defense preparations of key units for meteorological disaster prevention.

Key units of meteorological disaster prevention shall formulate emergency plans for meteorological disasters, establish inspection systems for key defense parts and key links, and eliminate hidden dangers of meteorological disasters in a timely manner. Article 8 The people's governments of provinces, cities and counties and their relevant departments shall, according to the meteorological disaster warning information provided by the meteorological offices and stations subordinate to the local competent meteorological departments, timely organize the inspection of drainage, electric power, communication, heating and other facilities to ensure the safety and smoothness of water supply, power supply, gas supply, heating, road traffic and communication lines. Article 9 The people's governments of provinces, cities and counties and their relevant departments shall do a good job in the prevention of rainstorm disasters, strengthen the construction of flood control facilities such as rivers, reservoirs, dikes, dams and pumping stations, reinforce dangerous reservoirs, inspect important dangerous sections such as dikes and areas prone to geological disasters, check the operation of various drainage facilities in urban areas, rectify waterlogged areas, and timely dredge and dredge.

When there is heavy precipitation in the urban area, timely drainage operations should be carried out on the sections prone to water accumulation, and measures such as traffic guidance and control should be taken to avoid or reduce traffic congestion and safety accidents. Article 10 The people's governments of provinces, cities and counties and their relevant departments shall do a good job in the prevention of cold waves, snowstorms and low-temperature disasters, reserve necessary snow-clearing and deicing equipment and thermal insulation and anti-skid materials, strengthen snow (ice) cleaning, and install agricultural thermal insulation to prevent slippery roads and traffic diversion. Article 11 The people's governments at the provincial, municipal and county levels and their relevant departments shall do a good job in the prevention of typhoon and gale disasters, check the wind protection of buildings, billboards and other facilities, do a good job in the wind protection of agricultural facilities, and strengthen the construction and management of shelter forests.

The people's governments of coastal cities and counties and their relevant departments shall strengthen the construction of defense facilities such as seawalls, safe havens and sheltered anchorages, and urge ships to take shelter from the wind and avoid risks. Twelfth provincial, municipal and county people's governments and their relevant departments should do a good job in the prevention of fog and haze disasters, and strengthen the construction of fog and haze monitoring facilities in airports, ports, highways, railways and other important places and traffic trunk lines. In areas and time periods prone to heavy fog and haze, do a good job in traffic guidance, dispatching and security to ensure traffic safety. Thirteenth provincial, municipal and county people's governments shall, according to the needs of disaster prevention and mitigation, establish a unified weather modification operation, command and safety management system, equipped with necessary equipment and facilities.

The competent meteorological departments shall strengthen cooperation with the military, public security, civil aviation and other units, establish a coordination mechanism for weather modification, and organize weather modification operations in accordance with the annual weather modification operation plan approved by the people's government at the corresponding level to reduce the impact of meteorological disasters. Article 14 Township (town) people's governments and sub-district offices shall determine personnel, do a good job in daily maintenance of meteorological disaster monitoring facilities and early warning information dissemination facilities, and assist competent meteorological departments and relevant departments to carry out meteorological disaster prevention knowledge propaganda, emergency contact, information transmission, disaster report and disaster investigation.
